CM Stalin launches ‘SimpleGov' to streamline government services
CHENNAI: Chief Minister M K Stalin on Thursday launched a set of self-certification, extended period of licences, simplified processes and exemptions under 10 different categories of government services under the 'SimpleGov'. The initiative was announced in this year's budget, allowing people to easily access services and significantly improve approval process for industries.
The list included a self-certification process for buildings that require sanitation certificates, licences for old-age homes, hostels for working women and homes for women. These processes that earlier used to take anywhere between three months to one year can now be completed within a single day through online portals, a release said.
Moreover, the period for which licences are issued at present for old-age homes, working women's hostels, and women's hostels have been extended from three years to 10 years. Similarly, the period of licences issued for public buildings has been extended from three years till the period mentioned in the stability certificate of the building.
Importantly, the government has exempted 609 types of 'white category' industries from obtaining clearance from Tamil Nadu Pollution Control Board. The list of white category industries has been expanded from just 37 to 609 by the government after 'careful consideration,' the release said.
The government has also done away with the need for a solvency certificate, needed to prove the financial stability of someone, since other instruments like bank statements, auditor's certificate and income tax filings are available to ascertain the same, the release said.
Hailing the move, the CM, in his post on the X handle, said, 'The SimpleGov initiative is set to bring about a revolutionary transformation that will astonish both the public and industrial houses! A new dawn is on the horizon for the people's long-standing struggles.'

The census was put off due to the Covid-19 pandemic that disrupted all sectors across the globe, and its 'aftershock', the ministry of home affairs said on Thursday, a day after the Union government announced that the long-delayed exercise will be carried out in two phases before March 1 2027. The ministry also sought to address concerns raised by Tamil Nadu chief minister MK Stalin about Census-linked delimitation exercise, saying that home minister Amit Shah has clarified on many occasions that concerns of southern states will be addressed at an appropriate time. The Census was supposed to be conducted in 2021 and all the preparations for the exercise were completed, a statement from the ministry said. '...however, due to the outbreak of the COVID-19 pandemic across the country, the Census work was postponed. The aftershock of Covid-19 continued for quite some time,' it said, further explaining that countries which conducted Census immediately after Covid-19 faced issues on 'quality and coverage' of data. While the opposition has questioned the delay in the exercise, the MHA said that had that exercise been conducted in the immediate aftermath of the pandemic, it would have adversely affected the education sector. 'COVID disrupted all sectors including education. Around 30 lakh enumerators are needed for Census. Enumerators, who are primary school teachers, are key persons for conducting Census. Conducting Census after Covid could have disrupted primary education immensely,' the statement by the ministry said. The MHA added that the budget has never been a constraint for conducting the Census as allocation of funds is always ensured by the government. India's 16th Census with caste enumeration will be carried out in 2027 with the reference date of October 1, 2026, in snow-bound areas like Ladakh and of March 1, 2027, in the rest of the country. It has been decided to conduct the Population Census-2027 in two phases, along with the enumeration of castes, the MHA announced on Wednesday. Following the announcement, the Congress said there was no reason to delay the exercise for another 23 months. In a post on X, Congress general secretary (communications) Jairam Ramesh said, '…The Modi Government is capable only of generating headlines, not meeting deadlines.'

New Delhi [India], June 5 (ANI): Amid the Opposition's allegations on Census, the Ministry of Home Affairs on Thursday clarified that Union Home Minister Amit Shah, on many occasions, has assured that in the delimitation exercise, concerns of Southern states will be taken care of. The spokesperson for the Ministry of Home Affairs, in a post on X, said, 'Budget has never been a constraint for Census as fund is always ensured by the Govt. HM Amit Shah has clarified on many occasions that in the delimitation exercise, concerns of southern states will be taken care of and discussed with all concerned at an appropriate time.' Further, it emphasised that all the preparations were made to conduct the Census in 2021, but due to the COVID-19 pandemic, it was delayed. 'Census 2021 was to be conducted, and all preparations for the Census were completed. However, due to the outbreak of the COVID-19 pandemic across the country, the Census work was postponed. The aftershock of Covid-19 continued for quite some time,' the post stated. 'COVID disrupted all sectors, including education. Around 30 lakh enumerators are needed for the Census. Enumerators, who are primary school teachers, are key persons for conducting the Census. Conducting the Census after Covid could have disrupted primary education immensely,' the MHA Spokesperson stated on X. 'The Government has decided to commence the process of census forthwith which will complete on 01 March, 2027, the reference date for Census,' the post stated. On Wednesday, the central government announced that the Population Census 2027 will be conducted in two phases and will also include the enumeration of castes. According to the MHA statement, the reference date for the 'Population Census-2027 will be 00:00 hours on March 1, 2027, for most parts of the country.' However, for the Union Territory of Ladakh and the non-synchronous snow-bound areas of Jammu and Kashmir, Himachal Pradesh, and Uttarakhand, the reference date will be 00:00 hours on October 1, 2026. After this, the DMK alleged that the census would be held after the proposed delimitation and that there was a plan to reduce Tamil Nadu's Parliamentary representation. Tamil Nadu Chief Minister MK Stalin said that the Indian Constitution mandates that delimitation must follow the first Census after 2026. 'The BJP has now delayed the Census to 2027, making their plan clear to reduce Tamil Nadu's Parliamentary representation. I had warned about this. It is now unfolding,' he said in a post on X. He also hit out at AIADMK leader Edappadi K Palaniswami. 'By siding with the BJP, Palaniswami is not just silent but complicit in this betrayal. It's now clear that he has surrendered to Delhi's domination. The people of Tamil Nadu are united as one in their demand for a Fair Delimitation. We need clear answers from the Union Government,' he said. Congress leader Jairam Ramesh said in a post on X that there is really no reason to delay the Census, which was due in 2021, for another twenty-three months.
