
Organisations urged to up data privacy awareness

The Office of the Privacy Commissioner for Personal Data (PCPD) on Monday called on organisations to urgently enhance employee awareness and adherence to data privacy protocols.
This follows the PCPD's intervention in eight personal data breach incidents across different sectors, including a government department and medical institutions.
The breaches, all violations of the Personal Data (Privacy) Ordinance, stemmed primarily from employee negligence and failure to follow established procedures, according to Privacy Commissioner Ada Chung.
In one case, an online registration form of a medical institution was found to have involved the improper disclosure of personal data submitted by over 100 registrants, including their names in Chinese and English, phone numbers, email addresses and dates of birth.
In another, staff at a retail company inadvertently filled in the email addresses of all its members into the recipients' field, rather than using the blind carbon copy function, thereby revealing the email addresses of more than 1,000 other members to the recipients.
A third notable breach occurred within the Transport Department, where staff mailed a letter regarding the complainant's notification of an address change but failed to fold it according to required procedures, which made the complainant's Hong Kong ID card number visible through the envelope window.
Of some other cases, one involved a doctor at a medical diagnostic centre who left a computer system logged in, thereby exposing confidential patient data on a monitoring device; a tour guide distributed group e-tickets that contained the unprotected personal data of more than 30 individuals; and a security guard at a residential estate improperly disclosed a complainant's phone number to another tenant while attempting to resolve a parking complaint.
Chung stressed the need for organisations to create clear and straightforward work guidelines, while also enhancing employee awareness through targeted training.
"We have also stressed the importance of implementation of the policies and continuous monitoring and supervision of the implementation of the policies," she said.
"This can be done, for example, by sample random checking of work procedures, surprise checks by supervisors, and also this can be done by ongoing training of internal staff."
Chung also highlighted the need to offer training to new staff, along with continuous training annually.
Assistant Privacy Commissioner for Personal Data (Complaints and Criminal Investigation) Rebecca Ho said organisations can develop checklists and flowcharts tailored to various positions, making work guidelines easier to understand.
She also stressed the importance of adopting technical security measures, such as using an encrypted email system, and developing a comprehensive data breach response plan which would enable organisations to respond swiftly and effectively to potential data breaches.

The mosquito-borne chikungunya fever poses a 'medium to high risk' of local transmission in Hong Kong, as thousands of cases were reported in the neighbouring Guangdong province, a city health official has warned. Albert Au, head of the Communicable Disease Branch of the Centre for Health Protection (CHP), said on an RTHK radio show on Thursday that Guangdong province had seen a 'localised outbreak' of chikungunya fever over the past few weeks following some imported cases. Based on the CHP's communication with Guangdong authorities, the southern Chinese province has logged around 6,100 cases so far, Au said. About 90 per cent of the cases were recorded in Foshan, but other cities such as Guangzhou, Zhongshan, and Dongguan have reported cases too, he added. While Hong Kong has not recorded any cases so far, authorities are 'on high alert,' Au said. 'It is a time for summer holidays, and Hongkongers love to travel to Guangdong province. With frequent travel, there is a high risk of imported cases,' the health official said. 'Hong Kong has more mosquitoes during summer,' he added. 'So if there are imported cases, there is a medium to high risk that it will lead to local transmission.' According to the CHP, chikungunya fever is most commonly transmitted to humans through the bites of infected female Aedes mosquitoes. While the vector Aedes aegypti is not found in Hong Kong, Aedes albopictus, another species that can also spread the disease, is commonly found in the city. Chikungunya fever causes rare fatalities, and its symptoms are milder than those of dengue fever, another mosquito-borne disease. However, chikungunya fever carries a higher transmission potential than dengue fever, Au said. Mosquito control measures Meanwhile, the Housing Department has stepped up measures to prevent and control mosquitoes in public housing estates in Hong Kong due to the chikungunya outbreak in Guangdong. According to a statement on Thursday, the department is conducting fogging operations to eliminate adult mosquitoes and has taken measures such as removing stagnant water and water-holding containers and keeping drains clear of blockages to prevent water accumulation.

The announcement came after the Health Bureau conducted a review to learn more about the demands of patients under the "Chronic Disease Co-care Pilot Scheme (CDCC Pilot Scheme)" that was launched almost two years ago. In a statement, the bureau said the coverage of its subsidised basic-tier drug list had been expanded from 59 to 114 items - starting on Friday. The drugs on the list are commonly used for treating chronic diseases such as diabetes, high blood pressure, and high blood cholesterol. Newly added drugs, meanwhile, include antidepressants, or medicines for managing chronic hepatitis B, osteoporosis, thyroid disorder, as well as medication to relieve asthma, gout, nausea, and dizziness. Under the scheme, patients prescribed with drugs on the list will not need to pay for such medication. And the drugs will form the "foundation" of the community drug formulary set to be launched in the future, which would be key in supporting the operation of the community pharmacy scheme. Launched in November 2023, as part of measures to improve Hong Kong's primary medical care, the pilot scheme provides subsidised screening services to residents aged 45 or above to detect if they have the so-called "three highs": high blood sugar, high blood pressure, and high blood cholesterol. Participating patients who are diagnosed with any of those conditions will receive subsidised treatment and medication. So far, some 140,000 participants have enrolled in the scheme, with over 85,000 of them already completing their screenings, and some 34,000 have been diagnosed with long-term diseases related to the "three highs".
