State readying sand erosion management plan: Sawant

Chief minister Pramod Sawant on Thursday said state govt has started a study to prepare a comprehensive sand erosion management plan to save Goa's coastline. He said if beaches are not saved, tourists will no longer visit Goa.

Sawant urged the people to strictly implement the single-use plastic ban in the state from World Environment Day (June 5). He said Goa is the number one state for working towards preserving biodiversity.
He said state govt continues with sustainable development while maintaining 66% green cover and protecting eco-sensitive areas. He went on to urge the business community to work towards preserving the environment while pursuing entrepreneurial success.
'Sand erosion and soil erosion are big issues in the state. In the future, we have to save beaches, and people have to come to Goa,' Sawant said at the World Environment Day function held at Raj Bhavan. He added, 'We have to stop sand erosion, and to do that, we have started to conduct a study to prepare a soil erosion management plan.'
Sawant said the single-use plastic ban is on paper, but govt will start implementing it now on the ground.
'We will strictly implement the ban on single-use plastic from Thursday,' he said. 'We have to say no to single-use plastic. We should use cloth bags while visiting markets.'
Sawant said that mangroves and khazan management plans have been approved to save those natural assets. He said the Goa State Pollution Control Board works to bring solutions and not to harass any people.
'If we want to keep Goa clean and green, the pollution control board has to act.

Goa is a small state, and it will not take time to destroy it,' Sawant said. 'We have to work to protect the state.'
The chief minister said Goa is one of the cleanest states and has two solid waste management plants under the public-private partnership model. Sawant urged industries to run effluent treatment plants at their units and reuse water. He said state govt started setting up sewerage treatment plants across the state, including on the coastal belt.
The chief minister said that nobody should give plants in cement pots at any function to guests, as the plants never survive, and the pot does not decompose for 1,000 years. Instead, he suggested gifting coir pots so that the plants can survive.

Vehicles account for 36% of CO2 emissions in A'bad, 53% in Rajkot
Ahmedabad: In Gujarat, vehicles are now third highest pollutants after industrial energy consumption and public electricity generation. The recently-launched online dashboard Gujarat Climate Action Tracker (GCAT) indicates that the road transport sector accounted for 13% of the total carbon dioxide (CO2) emissions in 2023, third highest only after industrial energy consumption (19%) and public electricity generation (17.5%). In major districts like Ahmedabad and Rajkot, vehicles are a bigger villain. Vehicular fumes accounted for 36% and 52% of the CO2 emissions, respectively compared to 4.7% and 11.2% for industrial energy's share for these districts. For Vadodara and Surat, the share of transport sector was 23% and 13.5%, respectively. Exponential growth in transport sector's contribution to CO2 can be ascertained from the fact that between 2005 and 2023, its volume has increased from 6.7 mtCO2e (million metric ton CO2 equivalent) to 32.2, showing nearly five-time rise. In comparison, industrial energy emissions increased three times from 15.8 to 45.8 and public electricity generation increased by 13% from 37.2 to 42.2 mtCO2e, indicate the data. The GCAT was launched on World Environment Day celebrated on June 5 and is termed the first such initiative in India to have sub-state level climate parameters. It is developed by the Climate Change Department and Gujarat Energy Development Agency (GEDA) of the state govt with technical collaboration of Vasudha Foundation, said officials. The district-level emissions were higher in industrial districts such as Kutch and Jamnagar with 36,920 ktCO2e (kiloton CO2 equivalent) and 24,591 respectively. These districts thus also had higher per capita emissions at 14.9 tons and 14.7 tons CO2e respectively. The state govt officials said that on the other hand, the state has managed to reduce emissions by 72% compared to 2005 baseline GDP of the state. From installed capacity of 7,172 MW for renewable energy in state in 2015-16, it has reached 33,393 MW in 2024-25 with projects across various districts of Gujarat, they added. "Gujarat leads the country in both rooftop solar installation and wind power capacity. The GCAT will deepen local ownership and planning for climate change mitigation," said Rini Dutt, associate director (climate policy), Vasudha Foundation. "In Gujarat's net-zero journey, every district will have a vital role to play. It is important to recognise that progress will vary – some districts may reach net-zero sooner, while others with hard-to-abate sectors may take longer."

Delhi government to set up unified metropolitan transport authority; cabinet proposal likely by end of this month
By Tanya Chugh New Delhi [India], June 7 (ANI): The Delhi government is planning to set up UMTA (Unified Metropolitan Transport Authority) to improve public transport in the state. The aim is to have better coordination among public transport agencies. It further aims to improve public transport coordination and project implementation, to streamline the public transport system by facilitating better communication and cooperation between different transport agencies. The Transport Department may present a Cabinet proposal regarding this plan by the end of this month, said top sources. The Transport Department is currently working on the entire plan. In addition, consultations are being held with the Pollution Control Board, Traffic Police, the Finance Department, and the Urban Development Department. The UMTA would act as a coordinating body which would manage and improve the public transport in the state. If the plan gets approval, it would facilitate communication and collaboration between various transport agencies to ensure a more integrated and efficient system. To enhance the public transport infrastructure, Delhi Transport Corporation (DTC) had previously issued a new SOP. Under this, the faulty buses will be removed within 15 minutes. Cranes and Quick Response Teams (QRTs) at 30 key locations across Delhi have been deployed by DTC that monitor function to remove the faulty buses. Also, DTC has started with a new project where it aims to generate Rs 2600 crores after its depots become commercial hubs. The decision came in a bid to rescue the continuously loss-making Delhi Transport Corporation (DTC). Approvals have been granted for the redevelopment of Banda Bahadur Marg and Sukhdev Vihar depots, a top source to ANI. New electric buses DEVi, Delhi Electric Vehicle Interconnector, have also been launched by the government. A fleet of 200 new buses was flagged off by PM Narendra Modi in the national capital on 5th June on the occasion of World Environment Day. (ANI)

Operators to lose licence if private vehicles used for rental
Panaji: State govt on Friday decided to issue an ordinance for the licence cancellation of rental car and bike operators who deploy private vehicles for commercial use. Action would be taken against such operators as well as individuals who do not have a licence to run a rental vehicle business but give private vehicles for hire to tourists. 'The transport department will initiate an ordinance for licence cancellation of rent-a-car/bike operators using private vehicles for commercial use,' Sawant said. Last year, the traffic cell of Goa police issued more than 600 challans for using private vehicles for commercial purposes. Once the challan is issued, vehicle owners must appear before court to pay the challan. Sawant chaired a meeting at Police HQ, Panaji, to review these matters and the progress of the border checkpost infrastructure and enforcement readiness. The meeting was attended by the IGP, DIG, transport director, North Goa SP, transport SP, and PWD principal chief engineer. During the meeting, the transport department pointed to the loss to the exchequer due to the use of private vehicles for commercial purposes and the nonpayment of GST. Sawant said that only 10% of private vehicles were identified and challaned for being used for commercial purposes. The transport department noted that the Transport Act was amended in 2018, allowing the main rental car/bike operators to have agreements with their close aides and start the business, but those individuals were exempted from paying GST. Sawant directed the transport department to make necessary changes to address the revenue leakage. On another front, the green initiative 'Ek Ped Maa Ke Naam' is to be implemented at all police stations, Sawant said. Moreover, he said govt is working to build a seamless, transparent, and citizen-friendly mobility and enforcement ecosystem on Goa's borders. Sawant reviewed infrastructure readiness at Patradevi and Keri (North Goa) and Mollem and Polem (South Goa). He discussed land availability for developing way-side public amenities and IOCL petrol pumps, reviewed application development progress by ITG, and rollout plans of the traffic SP. He also deliberated on the public notification strategy, automated border monitoring, and integration with VAHAN. As for rental car and bike operators, revenue minister Atanasio 'Babush' Monserrate blamed them for causing accidents and harming the taxi business in the state.
