Third round of Ukraine-Russia talks expected in Turkey

Al Arabiya5 days ago
Ukrainian and Russian officials could meet in Istanbul on Wednesday for a third round of peace talks, their first meeting in more than seven weeks amid US pressure to reach a ceasefire.
Expectations of a breakthrough are low.
The two sides previously met in May and June, but failed to agree an end to the nearly three-and-a-half year war.
The Kremlin has not explicitly confirmed it will attend on Wednesday, but cautioned earlier not to expect any 'miraculous breakthroughs' if it does.
The two sides have wildly different positions for ending the conflict.
Russia has called on Ukraine to effectively retreat from the four Ukrainian regions it claims to have annexed in September 2022, a demand Kyiv has called unacceptable.
Ukraine has ruled out any negotiations on territory until after a ceasefire and says it will never recognize Russia's claims over occupied territory -- including Crimea, which Moscow annexed in 2014.
Russia's full-scale invasion, launched in February 2022, has ravaged parts of eastern and southern Ukraine and resulted in tens of thousands of military and civilian deaths.
Ukrainian President Volodymyr Zelenskyy said he hoped the two sides would discuss the release of prisoners and prepare a meeting between himself and Russian leader Vladimir Putin.
Moscow has said that 'a lot of work' is needed before even discussions can take place about possible talks between Putin and Zelenskyy, who last met in 2019.
50 days
Ukraine said former defense minister and current security council secretary Rustem Umerov would head its delegation.
The Kremlin said it would send political scientist Vladimir Medinsky to lead its negotiating team.
Medinsky, who led the two previous rounds of negotiation, is not seen as a powerful decision maker and has been described by Ukraine as a puppet.
At the last talks on May 16 and June 2, the two sides agreed to large-scale prisoner exchanges.
They also exchanged their draft terms for ending the conflict, which the Kremlin said were 'diametrically opposed.'
The potential talks come after US President Donald Trump last week gave Russia '50 days' to strike a peace deal with Ukraine or face bruising sanctions.
Russia has intensified its bombardment of Ukrainian cities in recent weeks and claimed advances across several different areas of the front line.
Turkey's President Recep Tayyip Erdogan last month called on both sides not to 'shut the door' on dialogue.

Hunger must never be ‘weapon of war': Guterres

United Nations chief Antonio Guterres urged the international community on Monday to reject hunger as a weapon of war. UN agencies have been warning of life-threatening hunger in Gaza as aid supplies dried up, and international pressure has been building for a ceasefire to allow a massive relief operation. Israel's government, under Prime Minister Benjamin Netanyahu, furiously denies that it is using hunger as a weapon of war, and instead accuses the aid agencies of failing to pick up and distribute aid delivered to Gaza's border crossing points. 'Climate change is disrupting harvests, supply chains, and humanitarian aid. Conflict continues to spread hunger from Gaza to Sudan and beyond,' Guterres told a UN conference in Ethiopia by video. 'Hunger fuels instability and undermines peace. We must never accept hunger as a weapon of war,' the UN chief added said. In the Gaza Strip, the war-shattered Palestinian territory is gripped by dire humanitarian conditions created by 21 months of war and made worse by Israel's total blockade of aid from March to May. Since the easing of the blockade, the levels of aid reaching Gaza have been far below what aid groups say is needed. On Sunday, as Israel began a 'tactical pause' in the fighting to allow the UN and aid agencies to tackle a deepening hunger crisis, the World Health Organization warned that malnutrition was reaching 'alarming levels.' Sudan is 'the largest humanitarian catastrophe facing our world and also the least remembered,' Othman Belbeisi, the regional director of UN's IOM migration agency, told reporters last week. Since April 2023, Sudan has been torn apart by a power struggle between army chief Abdel Fattah al-Burhan and Mohamed Hamdan Daglo, commander of the rival paramilitary Rapid Support Forces. The fighting has killed tens of thousands and displaced more than seven million people.

Russia's overnight attack on Ukraine wounds eight, including child

A Russian overnight air attack on Kyiv wounded eight residents of an apartment building, including a three-year-old child, authorities in the Ukrainian capital said on Monday. Four of those injured in the attack, which took place soon after midnight on Monday, have been hospitalized, with one person in serious condition, the head of Kyiv's military administration, Tymur Tkachenko, said on the Telegram messaging app. Kyiv's Mayor Vitali Klitschko said that all of the people were residents of a multi-story apartment building in the city's Darnytskyi district on the left bank of the Dnipro River. 'The blast wave damaged windows from the 6th to the 11th floor,' Klitschko said in a post on Telegram. The capital and most of Ukraine were under air raid alerts for several hours overnight following Ukrainian Air Force warnings of Russian missile and drone attacks. With the threat of missile strikes on western parts of Ukraine that border Poland - a NATO member - Polish armed forces scrambled aircraft to ensure the safety of Polish airspace. The central Ukrainian city of Kropyvnytskyi came under an attack, regional Governor Andriy Raikovych said, adding that emergency services were working on the site and information about potential damage will be released later on Monday. The full scale of the Russian attack on Ukraine was not immediately known. Reuters' witnesses heard loud blasts shaking the city of Kyiv overnight in what sounded like air defense units in operation. There was no comment from Russia on the attack. Both sides deny targeting civilians in their strikes in the war that Russia started in February 2022. But thousands of civilians have died in the conflict, the vast majority of them Ukrainian.
