The DA, which had withheld its support for the budget in protest over corruption-accused ministers such as Nkabane and Human Settlements Minister Thembi Simelane staying in their posts, confirmed on Tuesday that it would now vote in favour of the Bill on Wednesday.
'The Democratic Alliance will support the 2024-25 Appropriation Bill following the president's decision to dismiss Minister Nkabane after sustained DA pressure. This decision is the crucial first step in holding compromised ministers accountable,' party leader John Steenhuisen said in a statement.
'We had earlier announced our intention to withhold support for the budgets of ministers implicated in wrongdoing unless dismissals occurred, and we also laid fraud charges against Minister Nkabane … These were not symbolic actions, they were principled stands backed by real consequence, and we will see these actions through to its conclusion.'
The DA was particularly angry after Ramaphosa dismissed its deputy trade and industry minister, Andrew Whitfield, for travelling to the United States without permission, in what the president said was a contravention of cabinet protocols. The DA accused Ramaphosa of double standards, arguing that there had to be uniformity in how executive misconduct was handled.
It said Whitfield's dismissal could not be justified while Nkabane, accused of lying to parliament and shifting blame onto senior officials, remained in office, and that it would continue to put pressure on the president to remove compromised leaders from cabinet.
'There are still individuals in the executive facing serious allegations. If the president is serious about restoring public trust, he must act decisively and consistently, not only when under pressure,' Steenhuisen said on Tuesday.
The DA's position had the leading party in the coalition government scrambling over the weekend to secure enough votes to pass the Appropriation Bill.

'The engagement will be one with political parties … in terms of making sure that we pass the Appropriation and get the budget across,' he said.
But by that point, the DA had made clear that no amount of dialogue would sway its stance without action on errant ministers.
On Tuesday Steenhuisen said the ANC — which had to form the unity government after losing its parliamentary majority in last year's general elections — must accept 'that it no longer governs alone'.
'In a coalition, meaningful consultation with partners is not optional. It is essential to rebuild public confidence and ensure accountable governance. We will continue to engage the GNU parties in good faith to stop corruption and drive delivery in government,' he said.
'While long overdue, the removal of Minister Nkabane confirms that pressure from the DA within the government of national unity is yielding results … The DA will not allow compromised individuals in the executive to paralyse government or harm the people of this country.
'We will use every tool at our disposal in parliament and in government to protect public money, defend the Constitution, and ensure that ethical, accountable leadership becomes the norm, and that this dismissal is not the exception.'
This suggests the DA will continue pressing for the dismissal of Simelane — who was implicated in the looting of the now collapsed VBS Mutual Bank — and that of suspended Police Minister Senzo Mchunu if ongoing investigations confirm that he is
Mchunu says he is innocent of any wrongdoing.
The call for Mchunu's head was echoed by uMkhonto weSizwe party's chief whip, Colleen Maluleke, who accused Ramaphosa during a media briefing on Tuesday of being hypocritical by firing Nkabane while only suspending the police minister.
Meanwhile, ActionSA, which is not in the GNU, confirmed that it had been approached by the ANC to back the budget.
Chairperson Michael Beaumont criticised what he called the ANC's inconsistent approach to coalition governance, saying its failure to adequately work with ActionSA showed it did not consider the party a potential partner.
He said ActionSA had taken a position based on fiscal responsibility and would not be pressured into supporting a budget that did not meet its conditions. 'We're only going to support Bills that make sense, not because we are pressured into it. As it stands, there is no agreement between us,' he said.

He said the priority was to ensure that the budget was passed while continuing to advocate for long-term reform.
'South Africa needs urgent reforms. But in the meantime, we have to pass this budget to keep departments running,' Maimame said.
Wednesday's Appropriation Bill vote follows the earlier passing of the Division of Revenue Bill, which sets out how funds are shared between national, provincial and local governments. The Appropriation Bill allocates specific amounts to each department.
Legal advice received by Maimane's committee last month indicated that if even one departmental vote fails, the entire Appropriation Bill process cannot proceed. This created urgency in the ANC to ensure majority support.

Panyaza Lesufi reshuffles department heads after damning audit report
Gauteng Premier Panyaza Lesufi has taken tough action taken against departmental heads following the release of a damning forensic report revealing that at least R1.8 billion in budget underspending and missed service delivery targets in the province. On Sunday, Lesufi addressed the media on the outcomes of the recently concluded a set of forensic investigation reports, which have been finalised by the Provincial Forensic Audit Unit. This latest release follows an earlier briefing held on 24 June 2025, where the Premier made public the outcomes of 47 forensic reports. "On the 17th of July, I responded to matters from our ethical council that responded to members or heads of departments who could not finish or conclude their lifestyle audits. I also indicated on the 17th of July that there were departments that underspent seriously. The total underspending at the time was R1.8 billion. It has now gone to R1.3 billion after the authorisation of some of the transactions that we requested be carried over. To me, this was a serious underspending by heads of departments. Some departments have missed their departmental performance targets, and we took serious exception," he said. Lesufi said some of the reasons are due to service delivery challenges, and as a result, he has acted to ensure that this does not continue. "With the serious challenges of service delivery, we cannot afford departments that are missing their targets. We also found some audit outcomes, which indicated that some departments are not performing ideally. Within that context, I have decided to reshuffle and reset heads of departments and remove other heads of departments from their responsibilities. From the 1st of August," he stated. Responding to Lesufi, the DA Provincial Chief Whip in the Gauteng Legislature, Mike Moriarty stated: "Our experience is that this Premier has the habit of creating positive spin to cover failure. For example, he refers to having previously issued 47 such reports, and now he is following this up with others. "The fact is, we have examined those previous reports, and indeed, they only relate to 37 cases and not the 47 that he claims. Moreover, these reports are heavily redacted and convey no information as regards people implicated therein and give no details regarding the disciplinary and criminal consequences that should have arisen in this case." Lesufi said the affected changes and reshuffle to HODs and other personnel, include e-government, infrastructure, education, treasury, COGTA, transport, human settlements, agriculture, environmental development, education, health, among others. "I am pleased that I have appointed a new HOD for the Department of Economic Development, Mr Matlatjo Moholwa, who brings a wealth of experience into public service. He has served as part of economic research and chief economist in the City of Johannesburg and the lead economist for the Land Bank, and Deputy Director General in Mpumalanga and the Gauteng Department of Economic Development. With the challenges that we are going to have with the US in terms of the tariffs, and the need for us to reposition the economy of Gauteng, we needed a chief economist to lead us in this department," he stated. The Gauteng premier announced the release of dozens of more forensic reports following investigations into dozens of departments Gauteng Premier Panyaza Lesufi on Sunday announced that he has removed or reshuffled several heads of departments within the provincial government. He said this comes after forensic investigation reports were released, detailing corruption and maladministration. 'Corruption continues to be one of the country's most pressing challenges, undermining effective governance and sustainable development,' said Lesufi. Reports detail 'wide range of misconduct' The 39 forensic reports mentioned by Lesufi on Sunday follow the 47 reports announced by the premier on 24 June. 'The released reports detail investigations into serious offences and improper behaviour across multiple departments. They cover a wide range of misconduct, from criminal acts to minor breaches of conduct,' he said on Sunday. The Gauteng premier said the reports will not be released at this stage, to avoid 'harming the enforcement or implementation of the recommendations'. 'We are aware that releasing certain details early might disrupt ongoing legal cases or make it harder to follow the recommendations, including putting whistleblowers' identities and safety at risk.' ‘Barrelling towards collapse': Concerns mount as Godongwana puts pressure on Morero to fix Joburg's finances
The finance minister's intervention should not be taken lightly, according to the DA. Finance Minister Enoch Godongwana has given Johannesburg Mayor Dada Morero a two-week deadline to address the city's escalating financial troubles. The City of Joburg continues to struggle financially, despite an increased budget of R89 billion for the 2025/2026 financial year. Adding to the crisis, the metropolitan municipality has been without a Finance MMC since African Independent Congress (AIC) councillor Margaret Arnolds vacated the position a month ago following her re-election as council speaker. Godongwana demands action from Morero over City of Joburg's finances The situation has become so dire that Godongwana sent a strongly worded letter to Morero on 30 July, reprimanding the mayor for failure to address unnecessary spending and repeated non-compliance with the Municipal Finance Management Act (MFMA). The municipality incurred R1.4 billion in unauthorised expenditure, R22 billion in irregular expenditure, and R705 million in fruitless and wasteful expenditure in the last fiscal year. ALSO READ: Joburg mayor Dada Morero survives motion of no confidence According to the Sunday Times, Godongwana has set a 14 day deadline for Morero to propose a plan addressing the financial issues and to hold accountable those responsible for the mismanagement. The letter warns that failure to act may lead to National Treasury invoking Section 216(2) of the Constitution, which would allow the department to withhold grant funding from the city. DA warns of collapse The Democratic Alliance (DA) has expressed concern over the developments, emphasising that the minister's warning was 'no empty threat' and should not be taken lightly. 'Johannesburg's R89 billion budget is funded through a mix of grants, loans, revenue collection and conditional grants. 'Conditional grants, which form a significant portion of the city's funding, can only be spent on what they are intended for. 'If Treasury pulls back or suspends these funds, as the minister warns in his letter, the city's ability to deliver the little basic services it is currently able to deliver, will collapse entirely,' DA Joburg caucus leader Belinda Kayser-Echeozonjoku said in a statement on Sunday. 'The DA has sent letters to the National Treasury, outlining that those heading up key departments were not doing their jobs, and warning of a total lack of consequence management in Joburg. 'Leaving the ANC in Joburg to do as they please will now come back to bite residents. We are pleased, however, to see that the minister of finance agreed with the DA's summation of what's been going on,' she said. She also warned that the city is 'barrelling towards collapse under the ANC, faster than ever before'. 'The ANC has proven, time and again, that it cannot govern Johannesburg responsibly. 'The city's finances are in freefall, service delivery is grinding to a halt, and now the very funding that keeps Johannesburg afloat is under threat.' Auditor-General flags long-standing issues Earlier this year, the Auditor-General raised red flags over Johannesburg's ongoing failure to improve its audit processes. The official from the Auditor-General's Gauteng office revealed in Parliament that the city has faced long-standing issues related to financial health, including poor debt collection, declining revenue, and recurring compliance problems. In addition, the Auditor-General expressed concern over inadequate investment in infrastructure, pointing out that the lack of funding for both maintenance and new projects has had a negative impact on service delivery. City of Joburg's 'bomb squad' Morero in June appointed a special 'bomb squad' team to address the city's ongoing service delivery issues. The 12-member team, led by ANC veteran Snuki Zikalala, will serve for the next two years. The unit's objectives include deployig rapid response teams to areas experiencing service delivery crises and provide oversight for the mayor.
