Taxpayers face $500m clean-up bill for Chevron's Barrow Island oil and gas project

Taxpayers face a potential $500 million bill to clean up aging oil and gas infrastructure left by Chevron off Western Australia's Pilbara, newly released state government documents reveal.
The oil and gas giant is preparing to decommission its "WA Oil" project on Barrow Island, 50 kilometres north-west of Karratha, which ceased production in May after 60 years of operation.
The process requires Chevron to cap 900 oil wells and rehabilitate the areas of the island impacted by the project.
The exact cost of safely closing down the facility was previously unclear.
But documents released after a Freedom of Information request by independent energy and climate journalist Peter Milne, and seen by the ABC, indicate state and federal governments will contribute at least half a billion dollars of the estimated $2.3 billion bill.
The growing taxpayer liability stems from a 1985 agreement, allowing Chevron to be refunded royalties to cover 40 per cent of the cost of the first four years of decommissioning the project.
Since operations began at Barrow Island in 1967, Chevron has paid more than $1 billion in royalties to the federal and WA governments, in a 75/25 per cent split.
Milne's request led to the release of several 2022 emails from within WA's Department of Mines, Petroleum and Exploration (DMPE), as well as briefing notes to then-mines and petroleum minister Bill Johnston.
All of the documents have been heavily redacted.
One email revealed that total clean-up and rehabilitation costs at Barrow Island were expected to surpass $2.3 billion.
But a separate email showed the department had not calculated how much of that WA would have to pay, and only made efforts to do so after being alerted to the situation by media reports.
In 2022, Milne reported that an internal Chevron document put the cost of the first four years of the Barrow Island clean-up — which the company is eligible to be compensated for — at $1.3 billion.
It is this figure that the department referenced in the email.
"[The department] intends to approach Chevron directly to request cost estimates," the email read.
"Until we are able to glean such details, we only have what has been reported in the media.
"Based on that, the 'refund' from the State govt is: $1.29 billion x 0.4 x 0.25 = $129 million."
Under the 75/25 split between the federal and state governments spelled out in the 1985 agreement, the Commonwealth would be required to refund $387 million to Chevron.
Shadow Mines and Petroleum Minister Shane Love has questioned the fairness of the deal.
"You'd have to question the intergenerational fairness of a government of the day taking the royalties and then asking the generation of the future to pay for the share of the cost of the rehabilitation," Mr Love said.
The criticism was echoed by progressive think tank The Australia Institute.
Principal advisor Mark Ogge said it was an outrage Chevron could access state and federal funding to meet its environmental liabilities.
"It's a massive giveaway of Australian taxpayers' money to a company that's already on an unbelievably good deal," Mr Ogge said.
A spokesperson for the Department of Mines, Petroleum and Exploration said it still did not know the total cost the state government may need to pay in the decommissioning process."The total amount of any potential refund will not be known until West Australian Petroleum Pty Ltd submits its final royalty returns and the department has reviewed and audited the company's rehabilitation and decommissioning costs," the statement said.
Chevron declined to be interviewed but provided a statement.
"Under relevant state legislation, which has been in place for the past four decades, costs for eligible WA Oil decommissioning activities can be partially refunded from previously paid royalties," the statement read.
"While costs may be partially refunded, Chevron Australian and its WA Oil joint venture partners will continue to pay the vast majority of the decommissioning costs, given the strict rules outlined in the legislation.
"We will continue to engage with state and federal governments in relation to the WA Oil decommissioning project and the administration of the royalty regime."

For the past couple of years, Billie Mills has wanted a suitable house to rent in Western Australia's north for herself and her two children. But the 39-year-old feels lucky to have a single room in her share house in Kununurra, 3,000km north of Perth in the remote East Kimberley. "There were periods when I was sleeping in my car, out of my swag, and couch surfing," she said. Ms Mills works full-time in Kununurra, a town with more than 5,000 residents but no properties available for rent. Out of the East Kimberley Real Estate office, the window displaying Kununurra properties for rent is empty. "We don't have anything to advertise or to offer anyone who's looking for a rental," the agency's Jill Weller said. Ms Weller said the situation was "dire" and even harder for those who were not "preferred" tenants. At least half of her office's rental roll was made up by corporate clients, including government agencies and private companies looking to secure housing for employees, she said. The tenancies are seen as more "secure" by local landlords. The state's Government Regional Officer Housing (GROH) program manages 319 dwellings across Kununurra and the neighbouring town of Wyndham. Of those, more than half (167) are leased from the private market. Housing Minister John Carey said the GROH program was crucial in ensuring regional communities attracted and retained government workers, including teachers and police. Six GROH houses were built in Kununurra over the 2024-25 financial year as part of a $104 million funding injection across the state. The Department of Communities did not respond to the ABC's questions regarding the number of GROH houses currently vacant in the East Kimberley. In addition to vacant houses, there are GROH houses with multiple bedrooms allocated to a single tenant. A Kununurra GROH tenant, who requested anonymity to protect their employment, said they were allocated a house with extra rooms they did not need. "I was very happy to have just the one bedroom," they said. "We take what's available." Despite providing a valuable service, they said the guarantee of secure housing sparked resentment from local recruits not eligible for the scheme. The tenant said they moved to the East Kimberley to contribute to the community but would not have without secure housing. Real Estate Institute of Western Australia vice president Joe White said corporate leases made "a critical situation more drastic". "When a mining company or government agency needs to rent a house, they can afford to pay more because they're not limited," he said. "They will invariably bid higher and you see rents increase." Kununurra's median rental price is $730 per week, nearly double what it was in 2021. Mr White said the most vulnerable paid the highest price in the current rental crisis. "Every time a high-paid person comes into the community, the next most-vulnerable finds themselves on the street. "The true figures are hidden because invariably they end up in share houses, living in garages or they leave town." Ms Mills is one of those paying the price — working full-time but unable to secure a suitable home for herself and her children. She said she wanted to stay in the Kimberley.

A young mum was on maternity leave when she realised she had no assets to leave her newborn son if anything were to happen to her. Michelle Rule had her son in 2015. At the time, she wasn't in a bad financial position; she and her husband ran a successful enough IT business and were steadily paying off their mortgage on a home in Perth. 'Wealth creation was never something I was interested in,' she told 'I grew up thinking money wasn't important but, after I had our first child, I was sitting around thinking about his future, and I had no assets to leave him.' Despite running a profitable business, they had minimal super, just $50,000 in equity in their home and had only cleared $30,000 in personal debt a few years earlier. Ms Rule felt a growing sense of panic. She had never been money orientated and was worried she had fallen too far behind to ever catch-up. 'I had overlooked this thing called wealth and I really needed to figure out how to set myself up,' she said. Even though she had managed to get into the property market and was certainly not experiencing any severe financial stress, she also had no financial plan beyond the day-to-day stuff. 'We had some cash flow coming through the business but we weren't very good at saving money,' she said. Becoming a mum made Ms Rule realise that she wanted to amass wealth beyond just living comfortably day-to-day. The couple decided they needed to invest to get ahead and wanted to buy some investment properties to help achieve their goals. They were able to pull some cash together because they had equity in their primary residence and purchased two homes in Queensland in 2016. It was 'challenging' because they were securing mortgages off a business, which can be harder, but they managed to get approval. 'We didn't know what we were doing,' she said. 'We just thought anything was better than what we had, which was nearly nothing.' The pair purchased the two homes in suburbs they considered 'up and coming', with both houses costing around $400,000 each. 'Everyone said it was crazy to get into debt, the property market was going to crash and people were saying prices were too high,' she said. However, the now 41-year-old went against what everyone was saying and the couple 'borrowed as much' as they could. Both those homes are now worth between $800,000 and $900,000 and have doubled in value in just over a decade. It was a gutsy move, but Ms Rule made it because she believed that if she didn't take an educated risk, she wouldn't build wealth. 'I don't believe with the influx of people we get into Australia (house) prices are ever going to drop,' she said. The couple have since bought another property in Perth and another in Queensland, now becoming renters themselves while owning a total of five properties. 'We rent where we live and we made that choice a decade ago to use all our borrowing power to go to investment properties,' she said. Ms Rule said she thinks being a tenant herself has made her a better landlord because she understands what people need. 'We are tenants as well and I like to think we're good tenants, and at the same time, I like to think we are good landlords,' she said. 'We let people have pets, paint walls and treat the homes as their own and we always come in at fair market rate.' Their properties now come to just under $5 million in total asset value and the business is worth over $2 million. Ms Rule said that, in property, the couple now has just under $5 million in total asset value, and the business is also worth over $2 million. They also have shares, superannuation, and some Bitcoin. Altogether, she estimates their combined wealth to be at $7 million, but they also owe around $2 million in mortgages. 'It feels surreal. I never saw myself as someone that desired wealth but it became about freedom and choice,' she said. Ms Rule explained that she doesn't have to trade her time for money and she can make the right choices for her family because of the financial freedom. 'It makes me feel like I've got options,' she said. The fact that amassing wealth has significantly improved her quality of life has inspired her to become a mentor and coach to other women. 'Women come to tell me and say they are not good with money, but I don't believe they're not good with money,' she said. Ms Rule argued that, in general, the truth is that they just haven't created a strategy around their money. She wants to help other women 'exit the whole pay-cheque to pay-cheque stress' that plagues so many families. What she loves most about being a millionaire isn't being able to buy fancy thing but rather the freedom, and she thinks everyone deserves that. 'I was still a happy person when I didn't have wealth behind me and I had meaning in my life but I also couldn't take holidays,' she said. 'I would say, (amassing wealth) has allowed me to really live a life that feels good and I can spend my time the way I want too.'

That includes oil and petroleum products. The ship Seferis left Sika in India two weeks ago full of oil from the Jamnagar refinery, and it is due to arrive in the outer-Perth suburb of Kwinana by 4am Sunday. The Jamnagar refinery is notoriously fed by Russian crude oil, with as much as 55 per cent of their 2025 stock coming from the European pariah. This means the imported oil, which originated in Russia, could end up fuelling Australian vehicles on the road. Anti-Russian oil campaigners allege this ship is full of covertly imported Russian oil The alarm has been raised about a 'loophole' that allows Russian oil to be bought and sold in Australia, with local campaigners and parliamentarians calling for immediate action. Independent federal MP Andrew Wilkie raised the issue in Question Time on Thursday, asking the Defence Minister Richard Marles 'Why are the loopholes in our sanctions so big you can drive a tanker through them?' 'In July, two vessels reportedly docked in Botany Bay, with some 175,000 tonnes of petrol from the Jamnagar refinery in India, which uses up to 55 per cent Russian oil,' Mr Wilkie said. 'So these vessels effectively carry some 90,000 tonnes of Russian-sourced petrol, paid for by Australians, which will help fund Putin's war in Ukraine.'
