The Department of Government Enablement, Abu Dhabi (DGE) has released a new foresight study. It explores how AI could soon hire employees, deliver wellness plans, and assign tasks.
The report, titled 'Emerging Trends Report in Talent Management (2024–2040),' identifies 16 disruptive shifts. These shifts are expected to define the future of public sector work.
Key trends include AI-powered hiring, extended reality (XR)-based training, and predictive attrition tools. It also highlights decentralised team structures and new workforce planning models.
The study draws on global horizon scanning and the Futures Platform. This is a strategic intelligence tool used by governments, corporations, and research institutions. It tracks over 1,000 signals of change across industries.
Insights from the platform were combined with DGE's internal analysis. The aim is to help HR leaders, employers, and policymakers rethink how they recruit, engage, and retain talent.
Her Excellency Ruba Yousef Al Hassan, Director General of Strategic Affairs and Future Foresight at DGE, stated the report is a call to action. She said the real challenge is preparing systems and people for the future, not just spotting trends.
The report offers actionable guidance for each trend. It is already shaping current DGE programmes. These include: AI-powered talent mapping and succession planning tools
Predictive analytics for attrition risk and upskilling efforts like the AI Accelerator Programme
DGE's Objective Builder is also being used. It helps align goals across government entities, reduces admin work, and enhances clarity.
Three core themes were reported: AI and tech, workplace culture, and organisational shifts. Each offers insights into how governments can plan for disruption and build resilience.
The AI and tech section highlighted immersive learning through XR and gamified work environments. It noted that data-driven hiring is reshaping recruitment processes.
Workplace culture trends revealed a rise in decentralised, self-managed teams. AI-led tools are also improving employee well-being and support systems.
Organisational shifts showed growing demand for data scientists. The report revealed a trend of hiring based on experience over education. It also noted a rise in early retirees seeking more freedom and purpose.
Novel ideas like collective intelligence were also featured. Leaders are encouraged to test strategies against low-probability, high-impact scenarios.
The report concludes with an interactive tool. It allows readers to assess the impact and uncertainty of each trend. This helps public sector entities prioritise their response.
Looking ahead, DGE announced it will embed these findings into educational programmes and digital workforce planning. The goal is to build a talent-driven, agile, and resilient public sector.
This report is the first in a new foresight series. It supports DGE's mission to enable a unified, data-driven, and people-centric Abu Dhabi Government.

Abu Dhabi real estate disputes end in $268m settlement
Abu Dhabi authorities have settled real estate disputes after handing out $268m settlements. The Abu Dhabi Judicial Department (ADJD) has successfully completed a comprehensive settlement of all disputes related to the Wahat Al Zaweya and Wahat Yas real estate projects, disbursing nearly one billion dirhams in financial entitlements to beneficiaries. This is part of the department's ongoing efforts to enhance the efficiency of the judicial system and uphold rights through fair and transparent settlement mechanisms. Abu Dhabi real estate disputes The judicial committee concluded a total of 1,348 lawsuits and enforcement files submitted against Wahat Al Zaweya Investment and Real Estate Development Company. Financial entitlements amounting to AED983,721,217 ($268m) were disbursed to beneficiaries. Key settlements in Wahat Al Zaweya project included resolving a major file submitted by a bank against the company, which resulted in an agreement to reschedule a debt of AED360m ($98m). Additionally, negotiations with several buyers led to agreements to continue existing contracts, supporting stability in related real estate transactions. These settlements and communications paved the way for the resumption of construction works at Wahat Al Zaweya, in accordance with procedures approved by the Abu Dhabi Real Estate Centre. The project has been divided into 14 phases, and the company is now required to deposit all purchase payments into an escrow account supervised by the centre. For Wahat Yas, the judicial committee resolved a dispute between Wahat Yas Real Estate Development Company and Wahat Al Zaweya Investment and Development Company over a plot of land in Al Raha Beach area. All related lawsuits and enforcement files, 53 in total, were also concluded. Across both projects, the dispute resolution process involved issuing 1,043 settlement reports, executing 1,237 disbursement transactions, holding 85 meetings, and documenting 167 correspondences with partners. These organised and thorough procedures reflect the Judicial Department's commitment to delivering effective solutions that strengthen confidence in Abu Dhabi's investment and real estate environment.

UAE calls on financial influencers to obtain licence
Financial influencers in the UAE should obtain a licence to operate on digital platforms and social media, said the Securities and Commodities Authority (SCA). As part of its strategic efforts to regulate digital financial markets and enhance investor protection, the SCA has called on all financial influencers (Finfluencers) operating across digital platforms and media channels to proactively register and obtain official authorised 'Finfluencer' status. This designation requires full compliance with regulatory standards to ensure content transparency and safeguard the rights of market participants. UAE finfluencer licence Waleed Saeed Al Awadhi, CEO of the SCA, said: 'In today's rapidly evolving digital financial ecosystem, regulating Finfluencers activity has become imperative. Finfluencers play a pivotal role in shaping investor decisions. 'Official authorisation by the SCA underscores their commitment to professional standards and reinforces public trust in the integrity of financial content.' The SCA offers eligible individuals the opportunity to apply for authorised Finfluencer status, allowing them to share investment analyses and offer recommendations related to approved financial instruments or entities through digital or traditional media, as long as they remain in strict compliance with the SCA's standards. To further encourage adherence, the SCA is granting a three-year waiver on registration and renewal fees, along with access to legal advisory services. In parallel, the SCA urges the public to verify a Finfluencer's authorisation status before engaging with their content or acting on their recommendations. The SCA also encourages prompt reporting of any unauthorised activities via its official website or call centre, stressing that interactions with unauthorised individuals or entities may pose significant financial risks to investors. The SCA reiterates that public awareness and active engagement are the first line of defence against unreliable or unregulated financial content. To apply to become an Authorised Finfluencer recognised by the SCA in the UAE, or to report non-compliant practices, the SCA advises contacting it through its website or call the toll-free number 800 722823. The initiative underpins the SCA's broader strategic vision to foster a transparent and trusted investment environment, reinforcing the UAE's global position as a leading financial hub committed to adopting best-in-class regulatory practices in the digital marketplace.

Aldar unveils master plan of $11bln Fahid Island in Abu Dhabi
ADX-listed Aldar Properties has launched the master plan for Fahid Island, with a upward revised gross development value of more than 40 billion UAE dirhams ($10.89 billion). More than 6,000 luxury residences, ranging from apartments and townhouses to ultra-luxury villas, are planned on the 2.7 million square metre island with a 11-km coastline, the developer said in a statement on the Abu Dhabi Securities Exchange. The first residential development will be the Fahid Beach Residences, a collection of seven buildings, each featuring 65 residences, Fahid Island is one of the largest mixed-use residential masterplans launched in Abu Dhabi, said Group Chief Executive Officer Talal Al Dhiyebi. Japanese architects Kengo Kuma and Koichi Takada have designed two separate residential concepts on the island. Further residential developments are being designed by London-headquartered ACME and UAE-based NAGA Architects. In February 2023, Aldar Properties said it paid AED2.5 billion to buy Fahid Island, a 3.4 million sqm land bank located between Yas Island and Saadiyat Island, to build a new waterfront development.
