
SA's alarming child violence rates demand collaboration between government and NGOs
About 1,100 children were murdered in South Africa in the past financial year, according to South African Police Service (SAPS) crime statistics. And estimates prepared by detective services suggest that about 1.181 children were victims of attempted murder and 6,209 were seriously assaulted in just the last three-quarters of the 2024/25 financial year.
It is clear that South Africa has a serious problem of violence against children. As the country marks national Child Protection Week, those mandated to care for its children should step up.
In November 2024, the first-ever Global Ministerial Conference on Ending Violence Against Children took place in Bogotá, Colombia. South Africa's Social Development Minister, Sisisi Tolashe, joined ministers from 102 other countries in pledging an ambitious plan of action to prevent and respond to violence against children.
South Africa committed to several actions by 2027. One was to implement evidence-based parenting programmes in 52 districts to ensure safe home environments for children, and reduce child abuse and the use of corporal punishment by parents and caregivers.
Another was to implement the 2024 Basic Education Laws Amendment Act by 2027 to improve safety in the learning environment. The law strengthens the ban on corporal punishment in schools and introduces stronger penalties for those using corporal punishment.
South Africa also pledged to ensure that psychosocial services are available 24 hours a day to parents and caregivers in distress, and increase the reach of the 365 Days Child Protection Programme of Action for prevention and management of violence against children to 52 districts. It also committed to strengthening the ability of caregivers and frontline workers to reduce and prevent online violence against children.
Targets
Achieving these targets would help keep children safe and potentially decrease violence overall in South Africa.
This is critical because violence against children carries heavy costs for individuals, families and the state. A 2015 study by Save the Children South Africa and the University of Cape Town found that violence against children cost the country R238.58-billion a year, equivalent to 6% of gross domestic product. These are the most recent figures available — and annual costs will only have increased since then.
Investing in preventing and reducing violence against children is urgently needed. This would not only save costs, but help increase South Africa's school completion rate, and reduce unemployment and dependency on social grants.
Making this pledge a reality is in the interests of all South Africans. It is strongly supported by the many civil society organisations the Department of Social Development would need to work with to implement the programmes the pledge outlines.
And herein lies the most significant challenge. The department at a national level and in several provinces has treated non-governmental organisations (NGOs) and the people they serve with a lack of respect and compassion, placing many lives at risk. The relationship between the department and civil society is mistrusting and fraught, and must change.
At the same time that Tolashe was presenting her plan in Bogotá, the Gauteng Division of the High Court made a third ruling forcing the province's Social Development Department to pay NGOs that it had contracted to provide services. By that point, these NGOs had not received payment to deliver services on behalf of the state for seven months.
This is not due to a lack of finances. In the same financial year (2023/4), the Gauteng provincial department underspent its budget by half a billion rand.
Essentials
The KwaZulu-Natal provincial department has not yet paid its NGO service providers for work done in the first quarter of 2025, leaving organisations unable to cover staff salaries or the costs of essentials, such as food for children.
While departmental social workers might help deliver services promised in the pledge, most are already responding to cases of serious child abuse and neglect, and supporting cases through the courts. Without NGOs, the government probably won't be able to deliver on its pledge to prevent and reduce violence against children.
There are many positive steps the department could take, including implementing the Sector Funding Policy (SFP). This outlines why services for children are a priority, and lays the basis for multi-year funding for NGOs that provide these vital services on behalf of the state. Funding certainty would help reduce the sector's insecurity and enable relations between the department and its service providers to be repaired.
However, Sector Funding Policy implementation is not included in any planning documents, and there are signs that the national department is woefully under-capacitated. One indication of this is its inability to finalise memoranda of understanding with NGOs that offer the department free technical services. Since 2020/21, the national department has not received a clean audit.
These examples go beyond isolated glitches. They show recurrent mismanagement, poor planning and a lack of basic operational competence across national and provincial social development departments. The minister needs to accept that the status quo is not working. Strong, capable leadership must be provided to achieve a turnaround, not least by prioritising delivery.
For the state to deliver on its bold and important pledge, the minister must focus on repairing the damage caused to the relationships between her department and NGOs. She must also be held accountable for departmental failures that are being compounded daily.
The department must ensure that officials deal with families holistically. Currently, it treats each family member's problem separately instead of approaching the family as a complete system. For South Africa to develop, its children must thrive — and that requires providing families with holistic, integrated services.
Civil society organisations are ready to do the work required and take hands with the department to achieve the vision of a country that is safe for children. But they can no longer stand by as services to children and families are undermined by the inefficiency and ineptitude of a department that has lost its way. DM

Former Johannesburg Property Company boss Helen Botes leaves city council
The City of Johannesburg has confirmed that the controversial former Johannesburg Property Company boss Helen Botes no longer works for the city. Johannesburg's politically powerful property boss Helen Botes is no longer employed by the city, spokesperson Nthatisi Modingoane has confirmed. Last week, the Organisation Undoing Tax Abuse (Outa) started delinquent director proceedings against Botes, who has been at the centre of two major governance scandals. She is implicated in negligence in the Usindiso shelter fire in August 2023, in which 76 people were killed. A second case is Botes' implication by the Special Investigating Unit (SIU) for spending R18.6-million on dodgy companies in Covid-19 procurement criminality. These providers failed to do the work on city property, and the spending happened even when most city staffers were working from home. (See Mark Heywood's report here.) 'The City wishes to confirm that Ms Helen Botes is not an employee of the City of Johannesburg or the Johannesburg Property Company (JPC). Consequently, the City is not in a position to comment on matters about Ms Botes,' said the metro government in a statement. Daily Maverick had asked for comment on the Outa court case. 'It is important to recognise that the City of Johannesburg is committed to transparency and accountability in all its dealings and will continue to cooperate fully with any investigations or inquiries related to this matter,' the statement added. For over a decade, Botes was CEO of the JPC, which oversees 29,001 properties worth R10-billion. She's also influential in the Johannesburg ANC regional structures. She was appointed acting chief operating officer of Johannesburg in January in unprocedural circumstances, before Tshepo Makola returned to the position. The Khampepe Commission into the Usindiso fire found that: The board of directors of the JPC must consider taking appropriate action against Botes for the total disregard of managing the Usindiso building despite knowledge of the disastrous state since at least 2019. Botes gave evidence and answered questions by the evidence leader of the commission and, in cross-examination, made concessions indicating awareness of the following relevant facts spanning from at least 2015 until the fire occurred: Since at least 2015, Usindiso Ministries had vacated the building; The building was not zoned for residential purposes; The building had been hijacked, remained occupied illegally and was overcrowded; Crime was rife in the building, and the building was not habitable; The building had illegal electricity connections and water consumption; The building lacked firefighting equipment and installations; and The JPC had failed to maintain the property since 2003. The evidence of the former residents indicated, without any shadow of a doubt, that the Usindiso building was dangerous or showed signs of becoming dangerous to life or property. In contrast, the evidence presented by Botes elsewhere demonstrated that the JPC and, by extension, the City of Johannesburg were aware that the Usindiso building was dangerous or showed signs of becoming hazardous to life or property, yet no steps appeared to have been taken to uphold applicable laws to ensure public safety. Experts advocate for robust data sharing in SA to crack down on economic crime
Financial crime on the continent isn't just growing — it is mutating. With billions of rands lost annually and corrupt structures entrenched, it's clear that breaking down silos and boosting private-public information sharing is no longer optional; it's now essential. This was the scary picture that emerged at a recent Institute of Commercial Forensic Practitioners conference. Experts from both the private and public sectors hammered home the message that the future of economic crime prevention in Africa hinges on smashing information silos and building airtight data-sharing frameworks. 'Economic crime remains a significant issue in South Africa, with South Africans losing millions due to economic crime,' said Elzé Matthee, researcher and academic trainee at North-West University. According to the SA Banking Risk Information Centre's 2023 annual crime statistics, an actual loss of R3.35-billion was recorded due to economic crime — on the back of 1.5-million separate criminal incidents. Meanwhile, the 2024 Transparency International Corruption Perceptions Index indicates that South Africa's score has further dropped by three points since 2019 to a score of 41 out of 100. South Africa shares the same ranking as Burkina Faso, Kosovo and Vietnam, followed by Colombia at 87th. The problem is complex, expensive to investigate, and worsened by outdated frameworks that keep private-sector intelligence locked away from those who need it most — the authorities. Matthee said that one measure to enhance the prevention and detection of economic crime was through information-sharing frameworks in the form of private and public sectors. What this means going forward Effective information sharing between the private and public sectors is a critical, yet underutilised, weapon in combating economic crime. Key benefits include: The private sector holds an extensive pool of information that is often inaccessible to public authorities. This data supports identifying beneficial owners of corporate structures, verifying customers, monitoring transactions and conducting intelligence-driven enquiries. Enhanced information sharing strengthens anti-money laundering and counter-financing of terrorism efforts through targeted and timely actions. It enables faster, more pertinent reporting during ongoing investigations and live incidents, improving responsiveness. When prioritised within specific private-public information sharing frameworks, it significantly increases the detection and disruption of suspicious activities. From theory to action Matthee said that between 4 October and 15 October 2024, South Africa ran 14 coordinated operations targeting corruption, illegal wildlife trafficking and illicit financial flows. More than R189-million was recovered, and the Financial Recovery Committee issued Section 34 directives against 30 individuals linked to money laundering in state-owned enterprises. These wins, though impressive, represent just the tip of the iceberg — but are proof that strategic data pooling between sectors works. Significant step forward The broader institutional landscape has also taken notice. The National Treasury also recently announced that the Financial Action Task Force confirmed that 'South Africa has substantially completed all 22 action items' that were contained in the action plan adopted when South Africa was greylisted in February 2023. Dirco clarifies its response to US report that claimed racial minorities are abused in SA
Dirco disputed the 'inaccurate and distorted account of the facts' in the US Human Rights Report. The Department of International Relations and Cooperation (Dirco) has updating its initial statement challenging the 2024 US Human Rights Report's assessment of safety conditions in South Africa's rural and farming communities. The report, released this month, stated that 'South Africa took a substantially worrying step towards land expropriation of Afrikaners and further abuses against racial minorities in the country'. It highlighted 'significant human rights issues', including unlawful killings, arbitrary arrest and the repression of racial minorities. 'The [South African] government did not take credible steps to investigate, prosecute, and punish officials who committed human rights abuses, including inflammatory racial rhetoric against Afrikaners and other racial minorities, or violence against racial minorities.' SA government rejects racial motivation claims Dirco on Wednesday said the South African government wishes to clarify what it called 'an inaccurate and distorted account of the facts'. It said the nation addresses all forms of crime as a significant challenge affecting all citizens, regardless of their race or location. 'The suggestion that these crimes represent a concerted practice of racially motivated attacks, as insinuated by the US report, is not borne out by the facts,' Dirco stated. The data covers rural safety for the fourth quarter of the 2024/2025 financial year, from 1 January to 31 March 2025. Dirco highlighted that during this period, six murder cases occurred in farming communities. The breakdown of victims demonstrates that crimes do not target a single racial group. According to the statistics quoted by Dirco, the three victims were farm employees, one was a farm dweller, and two were farmers. 'These figures underscore that violent crime in rural areas affects everyone who lives and works on farms and related rural areas,' the department said. 'While the loss of any life is a tragedy, these statistics do not reveal a pattern of action driven by inflammatory racial rhetoric against a specific community.' ALSO READ: US report on human rights abuse in SA rejected Rural safety strategy Dirco said the government continues implementing a multi-disciplinary approach to rural safety. It said the National Rural Safety Strategy remains a priority and operates in police station areas serving rural and farming communities. By the end of the fourth quarter of 2024/2025, the strategy had been fully implemented in 893 out of 900 identified rural police stations. The initiative focuses on strengthening police capacity and encouraging community involvement, including traditional leaders and agricultural organisations. Parties involved in rural safety strategy The strategy incorporates multiple stakeholder groups in its implementation. Commercial farmers associations participate through organisations including: African Farmers Association of South Africa, National African Farmers' Union, Agri-SA and its provincial structures, and Transvaal Agricultural Union. Labour unions also play a role, particularly the Food and Allied Workers Union and organisations advocating for farm workers' rights. Interest groups such as AfriForum, the South African Agricultural Research Institute, and Stop Attacks and Farm Murders contribute to the collaborative effort. Private sector collaboration The government said it actively strengthens public-private partnerships through specialised programmes. 'Furthermore, we are actively strengthening public-private partnerships through initiatives like the Eyes and Ears (E2) programme, coordinated with Business Against Crime South Africa (Bacsa),' the department stated. This initiative utilises the private security industry's technological and logistical capabilities, which improve response times to rural crimes. Commitment to transparency Dirco said South Africa maintains its commitment to transparent and collaborative crime-fighting approaches. The government expressed readiness to engage with other countries on matters of mutual interest through established diplomatic channels. 'We stand ready to engage with any nation on matters of mutual interest through established diplomatic channels, and we will continue to provide accurate, data-driven information to counter any misrepresentations of our domestic situation,' the department concluded.
