SINCE its founding in 2000, Expand Construction has grown in tandem with Singapore's continued transformation, rising from a one-man startup into one of the nation's leading homegrown names in the built environment. Its progress reflects the country's own bold and forward-looking development.
At the heart of Expand's growth is a distinctive planning model structured around 15-year cycles, known internally as 'GSS'. The first cycle (2000 to 2015) focused on Growth, Strength and Sustainability, echoing Singapore's priorities during that period of nation-building. The current cycle, spanning 2016 to 2030, is centred on becoming Great, enabling Succession and achieving Stability. This approach has enabled Expand to contribute meaningfully to Singapore's changing landscape while preparing for the future.

2000-2005: Growth
From a humble start to a foothold in the industry
Started by Von Lee as a one-man operation in 2000, Expand Construction entered the built environment sector at a time when Singapore's older HDB estates were being refreshed under the government's main upgrading programme (MUP).
Expand was able to contribute to this key national initiative, helping to upgrade the homes and lives of Singaporeans while gaining a foothold in the industry. Survival hinged on hard work, calculated risks, and winning tenders by outbidding the lowest bidder, a bold move that paid off. These early years were about proving Expand's ability to deliver, no matter the odds.
2006-2010: Strength
A period of proving capability and earning trust
In the 2000s, Singapore set out to create a new kind of urban green space, and Gardens by the Bay would become a landmark project that would reshape the Marina Bay skyline and reflect the country's focus on innovation and sustainability. At the heart of this landmark development were the towering Supertrees, which would go on to become one of Singapore's most recognisable symbols.

It was during this pivotal period that Expand, focused on building trust and a solid track record, earned the opportunity to contribute to the national vision. Guided by the values of continual pursuit of excellence and consistently earning the trust and support of clients, consultants, sub-contractors, and suppliers, the company secured two milestone projects: the Supertrees and the Energy Centre at Gardens by the Bay. These were defining moments that elevated Expand's profile.
2011-2015: Sustainability
Turning experience into systems built to last
In the early 2010s, Singapore ramped up the development of HDB Build-To-Order (BTO) flats to meet rising demand for public housing. This national effort required dependable contractors who could deliver large-scale projects efficiently while maintaining high standards.

It was against this backdrop that Expand took a significant step forward. As the company matured, so did its ambitions. It launched a new vision: 'To be a World-class Builder, with World-class Professionals.' In 2011, the company achieved A1 status under the CW01 Building category and clinched its first HDB BTO contract in Punggol West worth S$157.6 million. By 2013, it had begun systematically building a strong internal talent pool, positioning itself for long-term resilience.

2016-2030: Expand's second 15-year cycle of GSS
2016-2020: Great
Defined by values, strengthened by safety
When Covid-19 hit in 2020, Singapore's construction sector was among the hardest hit. Projects were halted, timelines disrupted, and some contractors were unable to carry on. In the midst of this uncertainty, Expand stepped up to complete a housing project that had been left unfulfilled by another contractor. Going above and beyond to deliver under challenging conditions, the company was recognised with a Resilience Award from HDB for its efforts.

This commitment to responsibility reflected a broader vision that had been set in motion years earlier. The next chapter for Expand was not only about growing in size, but about becoming a 'Great' company defined by values and a deep commitment to safety. The company introduced a new safety slogan: 'Nothing is more urgent or important than working safely'.

In 2018, Expand also made its first major foray into infrastructure with a S$101.8 million project at Changi Naval Base. The experience and systems built during that phase enabled the company to respond effectively during the pandemic.

2021-2025: Succession
Shaping the next generation of leadership
As Singapore entered a period of leadership transition in the early 2020s, Expand too began preparing its next generation of leaders. Succession planning took centre stage, with senior leaders mentoring upcoming talent to ensure continuity and preserve the company's core values.

At the same time, the team worked tirelessly to navigate pandemic aftershocks, supply chain disruptions and labour constraints. By 2023, the foundations for leadership renewal were firmly in place.

In 2024, Expand began operating on a dual-engine model to keep its building arm strong while expanding its infrastructure capabilities. The milestone achievement of CW02 A1 Civil status in December 2024 marked a new level of capability for the firm. Expand also began investing in AI and digital tools to further strengthen its readiness for the future.

2026-2030: Stability
Securing the next chapter with confidence
As Singapore continues to plan for long-term resilience in a fast-changing world, Expand is also looking ahead too. The years ahead will focus on strengthening leadership continuity and ensuring long-term stability.

As the company transitions into the hands of its second-generation leadership, it is sharpening its capabilities in AI, robotics and computational construction methods. The goal is to future-proof the business while remaining steady, sustainable and people-centred.

The international clientele dances to the house beat while laser lights reflect on the curvy swimming pool and on a sea of sunglasses worn after dark at the open-air venue. Many party-goers wear all-white; some show signs of altered perception. Ask those queuing outside this place and some of the Spanish Mediterranean island's legendary nightclubs and they'll say they're spending a lot but the experience is worth it. However, behind Ibiza's clubbing scene and beaches a housing crisis has forced many locals and seasonal workers to share cramped apartments, commute from off the island or stay in tents and motorhomes in unauthorised encampments. Ibiza's problems reflect a broader issue in Spain, where a lack of affordable housing in cities and popular coastal destinations has sparked protests to demand rent controls and denounce overtourism. Activists accuse landlords of preferring short-term tourist lets to less-profitable extended leases. On Ibiza, nearly 800 people have resorted to living in makeshift settlements, according to local authorities' figures from last year, which don't include an estimated 200 who lived in shacks, tents and vans at the "Can Rovi 2" camp before being evicted last month. "The island is paradise, the most beautiful place I've ever seen. But it has a flipside," said Jeronimo Diana, a 50-year-old water technician from Argentina who stayed at Can Rovi 2. A normal monthly rent would swallow most of his 1,800-euro salary, Diana said. Ibiza's average rents peaked at 33.7 euros per square metre in July last year, a 23% rise from July 2023, data from property website Idealista shows. That translates to about 1,500 euros ($1,756) for a small one-bedroom apartment. Spain's national minimum wage is 1,381 euros per month. In one possible knock-on effect, Ibiza is seeing a growing shortage of teachers and health workers, according to regional government data. Some public servants commute from neighbouring Balearic islands Menorca and Mallorca. Maria Jose Tejero, a 24-year-old emergency medical technician, said she shares a small flat with two housemates to make ends meet because the rent is twice her salary. Crewing an ambulance at night sometimes makes her feel "like a babysitter", Tejero said. "People come here, drink, take drugs and think life's just a party when that life can also end." Deflated balloons litter a bar-lined street in popular tourist town Sant Antoni. Dealers discreetly inflate the balloons with nitrous oxide - laughing gas - selling the brief high for 5 euros a pop. Lia Romero, a 28-year-old nurse from Spain's Canary Islands who sometimes moonlights as a dancer at Ibiza's club Amnesia, said she also shares a flat and can't afford bar cover charges or dining out. "Ibiza is all about posturing and displays of wealth," she said, "leaving no room for ordinary people". According to the regional statistics institute, Ibiza received 3.28 million tourists in 2024, 76% from outside Spain, while the island's resident population reached a record 161,485. Jonathan Ariza, a mechanic and construction worker from Colombia who said he is seeking political asylum in Spain, lives in a trailer near the island's main hospital. "As long as tourists keep coming, there'll be people willing to live in precarious conditions to be employed," he said. Alejandra, a 31-year-old Colombian with a residence permit, lives in a shelter managed by Catholic charity Caritas after failing to secure a rental. She said she slept in a tent with her 3-year-old son David until they were evicted. Alejandra said she had a new hotel job and wanted to move out of the shelter, but worried about losing work "for being slow" as she raced to log the Social Security contributions required to renew her permit. Social workers Gustavo Gomez and Belen Torres, who run the Caritas shelter, said landlords routinely discriminate against families with children and evict tenants to replace them with tourists during the more lucrative summer months. Local authorities are cracking down on illegal tourist rentals, imposing fines that start at 40,001 euros on those who post them. Vacation rental companies have agreed to automatically withdraw advertisements officials deem illegal instead of waiting for a slower judicial ruling, said Ibiza Council Vice-President Mariano Juan of the conservative People's Party, which governs the wider Balearic region. In Juan's view, high demand and limited buildable land result in "absolutely illogical" rent prices on Ibiza. At a national level, the centre-left government has pledged to triple the state housing budget and speed construction of social housing. But a 2023 law that introduced some rent controls has seen limited success, as many opposition-controlled regions decline to apply the rules given they have a high level of autonomy in housing policy. National landlord lobby ASVAL rejects rent controls, arguing they shrink supply and raise prices. It says the best ways to bring down rents are public incentives and more construction. Saray Benito, 32, said work as a contortionist and torch juggler at the famous Cafe del Mar is scarce in winter. Over 12 years in Ibiza, she said she has had to move 20 times and sometimes sleep on balconies. Italian drag performer Eva Cavallini, who is famous in the LGBTQ-friendly La Virgen district near Ibiza Town's port, lamented that soaring travel and accommodation costs dissuade other artists from visiting. "Ten years ago, we were around 200. Now it's just me - the only survivor here. If things keep going this way, the island is finished." REUTERS

JAPAN – At a small distillery on the Amami Islands, speakers thump with reggae bass lines, hip-hop beats and other music. It is not for the workers, but for the barrels of 'kokuto' shochu absorbing the vibrations. The team behind this 'sonically aged' spirit says the music genres coax out different flavours , ad ding a rhythmic twist to the centuries-old island tradition that is gaining fans far beyond Japan. 'When I became the chief executive in 2021 after taking over the business from my father, I knew I had to make changes to appeal to a wider range of customers,' said Nishihira Distillery president Selena Nishihir a on the sun-drenched island in Kagoshima Prefecture. Made by fermenting boiled-down sugarcane syrup with rice koji, brown sugar shochu is prized for its fragrant, mellow character. It contains no artificial sweeteners or additives. Like Japanese sake and whisk y, this Kagoshima spirit is being rebranded for international palates as domestic alcohol consumption continues to decline. Brown sugar shochu's growth overseas is being driven by the end of Covid-1 9 restrictions, global interest in Japanese spirits and p otential for food pairing. The company ships to Singapore, the United States, Taiwan, Sweden, Thailand, Poland and Britain. It sells about 600 to 1,200 bottles of brown sugar shochu overseas a year. Awamori, a similarly distilled liquor made from long-grain rice, was produced on Amami Oshima an d t he Ryukyu Islands. Due to restrictions on using local sugarcane imposed by Japanese feudal domain Satsum a, brown sugar shochu was produced secretly on the Amami Islands as early as the 19th century. In the desperate days of World War II, rice shortages led Amami producers to use brown sugar as a substitute. Production officially began amid the turmoil of the US post-war occupation, which limited commercial transactions with mainland Japan, leading to rice scarcity. When the islands were returned to Japan in 1953, brown sugar shochu was taxed more heavily. It was classified along with rum as koji, a yeast starter, was not used. However, producers convinced the government to approve brown sugar shochu as a distinct type of shochu with a lower tax rate, on the condition that koji be used. After the war, Nishihira Distillery also began producing brown sugar shochu. Most of the koji production is done by hand and traditional jugs are used for brewing, said master distiller Yuya Kawaguchi. Although she was born into the business, Ms Nishihira, 37, pursued a career in music after graduating from music college. 'After about a decade, I finally figured out how shochu can be related to music, making the most of my musical background,' she said. As CEO, she has modernised label designs and created a high-alcohol product suitable for cocktails. In November 2023, the distillery started using sonic ageing , akin to the use of classical and other music in the maturation of whisky, based on an employee's suggestion. Workers installed special speakers onto six separate barrels in a music room, playing house music, hip-hop, reggae, Latin music, rock and 'shima uta' – the local folk music of the islands – to see how the sounds impart different flavours. The company believes sound waves from different genres stimulate the shochu, prompting chemical reactions between the liquor and barrel wood molecules, as well as accelerating and modifying the ageing process. 'Shima uta tends to have a more soothing effect with its lower frequencies, while genres like rock or hip-hop introduce more energetic vibrations due to their higher tempo and bass-heavy nature,' Ms Nishihira wrote on her company's website. Bartenders are also playing a key role in promoting brown sugar shochu, using their mixology expertise to introduce customers to the Amami spirit. With an alcohol content of around 40 per cent, brown sugar shochu is strong enough to make a cocktail. 'When I first tried brown sugar shochu, I was amazed by its rum-like flavour ,' said bartender Soran Nomura, the 41-year-old owner of several Tokyo establishments. He recently served a cocktail based on the brown sugar shochu Beni Sango, aged for more than five years in oak and sherry barrels, at Quarter Room in Tokyo's Setagaya Ward. Known as Flowers, the cocktail is a mix of Beni Sango, osmanthus coffee and other plant-based ingredients. Mr Nomura's menu features Amami distilleries such as Nishihira brown sugar shochu. He says his exploration of the spirit of the islands has only just begun. 'I am paying respect to the individual makers and their craft, which has been cultivated in a close-knit community,' he said. 'As a bartender, I always think about how I can promote brown sugar shochu to a wider range of customers, including those overseas.' The Nishihira distillery is promoting limited-edition 'comparison sets' of its three-year sonic-aged brown sugar shochu through crowdfunding till the end of August. Commentary: PM Lawrence Wong's NDR speech focused largely on practical policy issues for a reason

SINGAPORE: In a year when Singapore marked its 60th birthday and the incumbent People's Action Party secured a decisive win at the polls, many had expected this year's National Day Rally (NDR) – depending on who you asked – to be uplifting, inspirational or even come with a touch of razzle-dazzle. I for one was curious to see what approach Prime Minister Lawrence Wong would take. This was his second NDR as leader, and the first since securing an improved mandate in the May general election - bucking the historical trend of the ruling party's vote share declining after a new prime minister takes office. Would he seek to add more texture to the vision of his 4G team for Singapore in the next 60 years, lay out a road map for how Singapore can remain ' exceptional ', address the multiple challenges facing the country in an increasingly complex and contested global environment, or would he continue the SG60 celebratory rhetoric? A FOCUS ON PRACTICAL POLICY As it turns out, Mr Wong devoted most of his speech to addressing practical policy issues that are likely on the minds of many Singaporeans. These included the government's efforts to review the economy amid global headwinds, its prioritisation of technology and innovation as a way to create jobs for Singaporeans while remaining competitive and attractive to talent and investment, and how to tap on emerging technologies like quantum computing and artificial intelligence while protecting the youth from the negative effects of overuse and over-reliance on such tech. He also spoke about social challenges such as vaping, and Singapore's journey to becoming a super-aged society in the years ahead. About two-thirds of his one-and-a-half-hour speech in English focused on these policy areas, with the rest spent on broader ideas tied to his vision of a 'Singapore Spirit'. Perhaps this should not be surprising, given what emerged during GE2025. Many observers noted that Singaporeans had displayed greater pragmatism and a more practical approach when casting their votes, evaluating candidates more on what they had or could do on the ground, rather than lofty ideals or political rhetoric. 'That is how my team and I intend to lead. Not just doing things for Singaporeans – but doing things with Singaporeans,' Mr Wong said in his speech. With this in mind, Mr Wong could have been seeking to send a clear message to these citizens that he and his government remain focused on addressing the key challenges facing the country, while potentially avoiding any over-reliance on the SG60 narrative. At the same time, some observers have noted that, if these are the most pressing issues that the Singapore Prime Minister had to address in his most seminal speech of the year, then perhaps Singapore deserves its reputation as a comparatively stable, secure and well-run nation amid the current global uncertainty. A 'WE FIRST' SOCIETY But Mr Wong did devote time in his speech to laying out his vision for what he called the 'Singapore Spirit', with an emphasis on building a 'we first' society. He described this as one in which Singaporeans focused on 'strengthening bonds with each other instead of just looking out for their own self-interests', and said that this will be essential in ensuring that Singapore continues to survive and thrive. He said that this is because 'if everyone only thinks about 'me', and puts 'me' ahead of 'we', then we are finished. Society will fray, and things will fall apart.' Mr Wong also took the opportunity to underscore the need for collective effort involving government, businesses, workers, unions, community groups and civil society as 'we certainly don't want to end up as a society where people rely solely on the government'. This is shaping up to be a key feature of his 4G government, where co-creation with citizens and not a unilateral approach from the government will form the basis of the character and future of society. NOT IN MY BACKYARD Given the growing tendency for countries around the world to look inward and place greater emphasis on individual interests as opposed to collective good, and the manifestation of this in the form of protectionist behaviour and rejection of external ideas and even the presence of foreigners, Mr Wong's call to action to Singaporeans is a timely one. The critical question is what this vision will require in terms of actual shifts in mindset and behaviour across society. Such societal shifts are notoriously difficult to effect, if historical precedent is anything to go by. It is not uncommon for a 'not in my backyard' or 'NIMBY' attitude to outweigh the instinct to sacrifice individual concerns for the greater good. But perhaps the first and most important step is to acknowledge the challenges that precipitate the need for such a shift, and what better occasion than one of the most anticipated national addresses like the National Day Rally. Unlike in previous years, there were no big reveals or headline-grabbing 'goodies'. Last year, for example, Mr Wong announced changes to the Gifted Education Programme for primary schools, a major revamp of the Kallang precinct, an additional 10 weeks of shared parental leave and temporary financial support for involuntarily unemployed workers. Perhaps, in line with putting 'we' before 'me', Mr Wong may be leaving such announcements to his 4G team. More importantly, he used the occasion to speak to the more existential challenge of defining the Singapore spirit needed to ensure that all stakeholders – the government and every citizen – begin to pull in the same direction together for the country to be successful now and in the decades to come.
