Flintshire council accused of blackmail in Connah's Quay CCTV row
A town could be left without CCTV coverage because of a contract row between two councils.Flintshire council has threatened to "remove coverage" from Connah's Quay unless a previous bill for the service is settled by the town's council.Connah's Quay town councillors voted to stop payments in September after claiming there was no contract or agreement with one representative, Alan Manship, calling the threat to remove CCTV "more or less blackmail".Flintshire council said: "These discussions are part of an ongoing contractual matter between the two councils and as such should remain confidential while we work to reach a resolution."
A new agreement has been signed for the 2025-26, including an upgrade of cameras, the Local Democracy Reporting Service said.But Connah's Quay council said it was waiting for evidence of a legal agreement proving it was obliged to pay Flintshire council for the remainder of the 2024-25 financial year.
In a strongly worded email read to town councillors, Flintshire council chief executive Neal Cockerton wrote: "Should payment not be forthcoming, I am minded to instruct that coverage is removed."Mr Manship said he felt this was "really out of order".Town council clerk Suzanne Wilson said she had held her role since 2022 and had "never signed anything".She added: "If you want payment from us we need proof of signature."The council paid about £6,600 from April to September 2024 when it voted to stop payments.
CCTV has played a vital role in crime prevention and police investigations in Connah's Quay.The 2017 murder of Matthew Cassidy by two drug dealers relied on images captured by CCTV to identify witnesses, two vehicles connected to the case and, ultimately, the killers themselves.Police and Crime Commissioner for North Wales Andy Dunbobbin, also a Connah's Quay town councillor, said: "It's important to note there is a responsibility on local authorities where councils have to have due regard of the need to reduce crime, disorder and anti-social behaviour."

Greg's sister had urged residents in Cerro da Aguia west of Albufeira to check home cameras and doorbell footage between 2am and 5am on May 28 after it emerged the last sighting of him had been in the hill area dotted with large villas. The police insider said today: 'The GNR police force had requested help from the Polícia Judiciaria force which confirmed yesterday the missing man's body had been found. 'They then got given CCTV from one of the villas in the Cerro da Aguia areas which enabled them to trace him jumping over a wall of a neighbouring property. 'With that information the searches were immediately moved to the scrubland below the houses. 'Sniffer dogs that were being used by the GNR were brought in again. 'When the dogs were put to work in the area, around 11am, they went straight to a bush where the missing man's body was laying.' Another police insider added: 'The investigation into exactly how he died is ongoing. 'But all the evidence so far is pointing to the tourist losing all notion of where he was in a place he hadn't been to before, and under the effects of alcohol jumping over a first wall into a private property and then a second wall in the back garden not realising there was a steep drop the other side.' Greg's girlfriend Nicole Kelso as well as the Scot's mum and dad travelled to Albufeira after he went missing. A couple are taking legal action against a health board after their daughter died just hours after she was Iris Thomas died due to complications during labour on 10 October 2022, 20 hours after she was born at the University Hospital of Wales in Brazier and Rhodri Thomas, from Cardiff, claim Ms Brazier was left alone to give birth despite the pregnancy being classed as high-risk and said they were living "every parent's worst nightmare".Cardiff and Vale health board shared its condolences and said it was fully engaged with the inquest process but added that "it would be inappropriate to comment further until the inquest concludes". "I have very hazy memories of my labour but then I vividly remember peeling back the covers and seeing Liliwen there, completely still and lifeless," said Ms Brazier."That image will be with me forever. I still have flashbacks and nightmares and have been in counselling since it happened." Mr Thomas said he was not present when Ms Brazier went into labour due to the maternity unit not allowing partners on the ward overnight unless their partner was in active labour."I should have been there, I could have been Emily's advocate," he said."I would have pressed the call bell and alerted midwives that she was clearly in active labour and needed extra monitoring and help."Shortly before midnight on 9 October, Ms Brazier said she was given pain relief and left with gas and air before stirring from her drowsiness after 02:00 to discover her daughter had been born."It was absolute panic from that point, they took Liliwen away and rushed me up to the delivery suite, I had lost a lot of blood and needed stitches, IV fluids and a blood transfusion," she was treated in the neonatal intensive care unit but died later that day. Since her death Ms Brazier, who at the time was studying to be a nurse, has opted against a career in the profession and has been diagnosed with post-traumatic stress disorder. The couple are also parents to daughter Carys and son Ellis but Ms Brazier said "so many happy memories and special family moments are tinged with sadness". "I dread family events and Christmas as Liliwen will never be there, she will always be the missing piece. I will never get over her death, I feel stuck in time," she said."Holding your child as they take their last breath, leaving them behind after their last ever cuddle, walking out of the hospital with an empty car seat, there are so many painful memories seared into my health board said: "Our sincere thoughts and heartfelt condolences remain with Liliwen's family during this incredibly difficult time."
