US Attorney's Office files to recover $6.7M stolen in scam against City of Portland
PORTLAND, Ore. (KOIN) — After the City of Portland was targeted by a $6.7 million fraud scheme earlier this year, the United States Attorney's Office has announced it is taking action to return the lost funds.
According to the City of Portland, they originally became aware of the scam back in February, when someone posing as a contracted employee with the city gained access to a payment system, then rerouted the contractor's bank information to the scam account.

The USAO said the city then notified law enforcement in March when the contractor's intended payment – which was set aside for use in the Bull Run Filtration Project – instead went to an unauthorized bank account.
Initially, the city filed a lawsuit against a New York law firm whose account held the deposited funds, Portland officials said.
According to that suit, a man going by the alias John Lisman allegedly fraudulently presented himself as a vendor for the Bull Run Filtration Project and manipulated city officials into rerouting the $6.7 million. However, the lawsuit was dropped after the law firm provided information supporting that they were also a victim, according to the city.

On April 16, the USAO and FBI obtained a search warrant and officials successfully seized the funds, which were then placed in the custody of the U.S. Marshals Service, USAO said.
Now, USAO announced Friday they have filed a civil forfeiture action to recover the funds alleged to be the proceeds from the fraud scheme.
They add this will 'allow the government to move quickly to seize the stolen funds, seek legal ownership of them, then promptly return them to the victims.'

PF&R investigating ‘suspicious' Powellhurst-Gilbert apartment fire
PORTLAND, Ore. (KOIN) – Portland Fire & Rescue is investigating after a 'suspicious' fire at an apartment building in the Powellhurst-Gilber Neighborhood early Sunday morning. Just before 6 a.m., PF&R responded to a reported residential fire near the intersection of Southeast 118th and Holgate, where the Bureau of Emergency Communication indicated that fire and smoke was seen from a recently vacated apartment. On the scene, crews saw the blaze on the first and second level of an apartment with smoke pushing through the garage and on the eave line. Body pulled onto swimming dock at Cathedral Park
PORTLAND, Ore. (KOIN) — A body that appeared to have been in the Willamette River for some time was recovered Saturday afternoon by a person at Cathedral Park, the Multnomah County Sheriff's Office confirmed. The body was pulled onto the swimming dock around 1:45 p.m. A death investigation is underway along with trying to determine who the person was. No further information is available. Man Arrested for Allegedly Calling in a Fake Bomb Threat After He Missed His Spirit Airlines Flight at Detroit Airport
A man was arrested after he allegedly called in a fake bomb threat when he missed his Spirit Airlines flight from an airport in Detroit on June 5 Charles Robinson allegedly made the threat after he "was told at the gate that he needed to rebook," the United States Attorney's Office said "The safety of our guests and team members is our top priority," Spirit Airlines said in a statement to PEOPLEA man was arrested after he allegedly called in a fake bomb threat when he missed his Spirit Airlines flight. He allegedly also gave a description of an individual, telling Spirit Airlines, per the attorney's office, "They're going to be carrying a bomb through the TSA" and "They're still threatening to do it, they're still attempted to do it, they said it's not going to be able to be detected. Please don't let that flight board.' The district attorney's office said the flight was immediately postponed, and passengers and crew were subsequently deplaned. When Robinson eventually returned to the airport to board another flight, he was detained, the district attorney's office said. He later appeared in federal court, where he was released on bond. Moore added that passengers were left on the plane for three hours before they were then asked to exit the plane without their belongings.
