The court of ADJ Veena Narayan also sent 5 others to 3 years' imprisonment. They were also imposed a penalty of Rs 68,000 each. The 12 individuals included Ajay Singh, Jagannath Singh, Vinod Singh, Krishna Magan Singh, Sahjram Singh, Karuna Shankar Singh, Sanjay Mishra, Sahab Baksh Singh, Munna Singh, Mukut Singh, Pramod Kumar Singh and Rakesh Kumar Tiwari. They were sentenced under section 148 IPC (rioting armed with deadly weapons), section 307 read with 149 IPC (attempt to murder by an unlawful assembly), section 436 read with 149 IPC (mischief by fire committed by a group), section 504 IPC (intentional insult with intent to provoke breach of peace), section 506 IPC (criminal intimidation), and section 3(2)(v) of the SC/ST Act (committing a serious offence against a member of a scheduled caste/scheduled tribe on the basis of caste).
Those who got three years imprisonment were Ramsingh, Mansharam, Amresh Kumar Yadav, Nankau and Sarvajeet.
Complainant Krishna Magan Singh—who won 2007 village head elections—said the violence stemmed from political and caste-based rivalry. Krishna alleged that the losing candidate Ajay Singh and his associates held a grudge after Krishna initiated proceedings to cancel the licence of a local ration dealer.
On March 4, 2007, the complainant and his relative Mansaram were at a tea stall when a verbal altercation broke out with Ajay Singh and Sahjram. A few hours later, over a dozen armed men stormed Krishna's home hurling caste-based slurs and issuing death threats.
They assaulted Krishna's family members—Chet Ram, Sundarlal, Durbari, Ramsingh, Lalaram, Milan and Nanku and set afire a house belonging to Ramsingh. Chet Ram later succumbed to his injuries.
Both sides filed FIRs against each other. During the long trial, four accused died. Three accused — Umeshwar Pratap Singh, Bhairav Baks Singh and Shankar Baks Singh — were acquitted due to lack of evidence.

Chandrababu distributes pension to elderly in Malakapalli, says committed to super six schemes

In a recent public forum in Malakapalli, East Godavari district, Andhra Pradesh Chief Minister Chandrababu Naidu highlighted the significance of pensions in invigorating local economies, stating that villages come alive on the first of every month due to pension distributions. The CM actively participated in the event by beating a drum on stage to mark the occasion. Emphasising the regime's commitment to their "Super Six" schemes, Chandrababu accused the previous government of mishandling salaries and pensions, asserting they have launched the 'Pedala Sevalo' programme aimed at assisting the underprivileged. He revealed that the government is allocating a substantial Rs. 2,750 crore monthly on pensions. "Rebuilding our state is our promise. We intend to lead it from devastation to development. The destruction witnessed during the YSRCP regime is unprecedented," he remarked, pledging efforts to rejuvenate the economy and distribute wealth more equitably. The Chief Minister announced plans for free transport for women via the RTC starting August 15, along with celebrating achievements that include two Guinness records and 21 records in the World Book stemming from the Yoga Andhra event held in Visakhapatnam. "We have deposited Rs. 10,000 crore as a tribute to our mother," he added, reinforcing his dedication to the region's progress.

Didn't discuss leadership change with MLAs, MPs in Karnataka: Congress leader Surjewala

AICC general secretary and party's Karnataka in-charge Randeep Singh Surjewala on Tuesday ruled out gathering any opinion on leadership change, remarks that came in the wake of internal bickering in the Congress' state unit over the matter. Surjewala said that he has been meeting the MLAs and MPs to understand the work done by them in their respective constituencies. "Some of you asked me are you taking opinion on leadership change. The answer I had given yesterday also and I am answering again today-- the answer is clearly 'no' in one word," Surjewala said in a press conference. Flanked by Deputy Chief Minister D K Shivakumar, who is also the Karnataka State Congress president, Surjewala said he had a meeting with the party MLAs, MPs, MLCs and party candidates who contested the assembly and Lok Sabha elections. He also said that in the next seven to eight days he would meet all the MLAs. Live Events Explaining the reason, the Congress general secretary said, "We are meeting the MLAs and MPs. We are trying to understand from our MLAs what work they have done in the past two years in their respective constituencies. It's important to review their performance." "If I'm an MLA, I'm obliged to ensure that my accountability to the people and the election promises of the Congress party are fulfilled in my constituency. So, I am asking my MLAs to give their report cards," he added. The MLAs will also be asked about the status of the Block Congress Committee, Assembly Congress Committee and the number of party meetings they held from time to time, the Congress leader said. "We are also asking them (MLAs) what, if any, difficulty or aspiration he or she has. Every MLA has some aspirations or some more work to be done in the constituency," he explained. Stating that it was fine to have aspirations, Surjewala said their ambitions will be conveyed to government and whatever best can be done on a priority basis will be taken up. After the MLAs, the Congress leader said he would meet the ministers to understand what they have done in their respective constituencies. The role of the frontal organisations such as NSUI, Mahila Congress, SC/ST and OBC, Minority, Kisan departments and Youth Congress will be reviewed, he said. Surjewala said it was necessary to see the status of the implementation of the five guarantees. The five guarantees are Rs 3,000 monthly assistance to homemakers, loan waivers up to Rs 3 lakh for farmers, Rs 25 lakh health insurance per family, Rs 4,000 monthly allowance for unemployed youth, and free bus travel for women. On the BJP being critical of the five guarantees, he said, "This is a bogey raised by BJP in Karnataka. They want the guarantees to be shut down." "I reiterate that the BJP leaders from R Ashoka to Vijayendra want the five guarantees to be stopped. They want Rs 58,000 crore not to go to the accounts of Kannadigas in a transparent manner," he alleged. The Congress leader said the five guarantees will never be stopped. On some Congress MLAs' charges that there was no development work happening in their segments, Surjewala said there are sufficient funds with the government in Karnataka. Regarding MLAs giving open statements in public against the government, the Congress leader said, "What we deliberate in the party should remain within the party. I have advised my MLAs also. If they have a problem, instead of raising an issue or a non-issue to settle score, raise it with the head of the family -- In the PCC, there is Shivakumar and in the government there is Siddaramaiah." Madras HC Slams Police Probe, Orders Fresh POCSO Investigation After DNA Test Clears Accused

Last Updated: The court clarified that the present accused was not exonerated and that his role should also be reassessed during the re-investigation The Madras High Court recently quashed the chargesheet against a man initially accused of impregnating a 13-year-old girl, after a DNA test conclusively ruled him out as the biological father. The court directed a fresh investigation—without arresting suspected individuals merely for DNA testing—to identify the real culprit. A bench of Justice K. Murali Shankar, while hearing a revision petition filed by the accused man, pointed out the glaring lapses in the police investigation, especially the fact that no DNA test was conducted before filing the final chargesheet despite the allegation involving pregnancy of a minor. The accused had been charged under Sections 5(l), 5(j)(ii), 5(n) read with 6 of the POCSO Act, along with Section 506(i) of the IPC, based on a complaint filed by the minor's mother in September 2020. The girl, a Class 10 student, was found to be six months pregnant, and named the accused—her cousin—as the person who allegedly lured and sexually assaulted her three times under the promise of marriage. A trial ensued, and after charges were framed, the accused moved the court seeking a DNA test to disprove paternity. The DNA report from the Forensic Sciences Department, dated February 28, 2022, clearly stated that he was excluded as the biological father. Despite this, the trial court declined his discharge petition under Section 227 CrPC. Challenging that, the accused approached the high court. Justice Shankar criticised the 'casual and mechanical" nature of the original investigation, observing that the police made no effort to identify who actually fathered the child. 'The prosecution proceeded as if the petitioner alone was the culprit. There is no explanation why a DNA test was not conducted before filing the chargesheet," the court said. While acknowledging that a negative DNA report alone does not absolve an accused if other evidence exists, the court emphasised the need for a thorough re-investigation, especially in view of the gravity of POCSO offences. It noted that either there were two different perpetrators (one who assaulted and one who impregnated the girl), or the sole accused may not have been involved at all. Crucially, invoking its powers under Section 482 CrPC, the court ordered the Pudukkottai Superintendent of Police to appoint a Deputy Superintendent-ranked officer to re-investigate the matter and submit a fresh final report within three months. The investigating officer has been permitted to conduct DNA tests on new suspects without arresting them, provided standard safeguards are followed. The court clarified that the present accused was not exonerated and that his role should also be reassessed during the re-investigation.
