
Now thousands give up trying to get an ambulance to A&E and 'are finding their own way to hospital'
Long response times and scenes of emergency vehicles queuing outside hospitals are thought to have fuelled the surge in people turning to alternative transport - even in the most urgent cases.
NHS England data shows 19.5million attendances (79 per cent) were from people who walked, cycled or used public transport, a taxi or a private vehicle in 2023/24.
Now new analysis from a subset of 30 NHS trusts indicate a growing proportion were the sickest patients.
They recorded 2.7million non-ambulance A&E arrivals in 2024 - up 340,000 or 14 per cent since 2019.
Of these, 266,460 patients were assigned the most severe category one or two ratings on arrival, meaning they were in need of 'immediate' or 'very urgent' medical attention - a rise of 50 per cent over the same period.
Helen Morgan, health and social care spokesperson for the Liberal Democrats, who obtained the new data under Freedom of Information laws, said: 'These figures lay bare an Uber ambulance crisis, where people do not think they can rely on ambulance services even in the most serious of circumstances.
'This could have deadly consequences if people have lost faith that ambulances will be there when they need them.'
In 2022, Dr Katherine Henderson, the then president of the Royal College of Emergency Medicine, admitted she would consider calling a taxi or giving a loved one a lift to hospital, rather than call an ambulance as she was 'worried' one would not arrive on time.
Dennis Reed, director of Silver Voices, which campaigns for elderly Britons, said: 'Older people have lost all confidence that if they need an ambulance they will get one in time so will often resort to DIY solutions.
'A blue light ambulance used to be the quickest way to get to hospital but this is increasingly not true.
'If you live 30 minutes drive from hospital but the ambulance will take an hour to get to you then it becomes a no brainer.
'The solution is not so much not enough ambulances - as many are waiting outside hospitals because of a lack of beds.
'The solution is for the Government to stop ignoring the social care crisis.'
The latest official figures show the average response time for the most life-threatening 999 calls was 7 minutes 56 seconds in July, although one in ten callers waited more than 14 minutes 12 seconds.
The average target of 7 minutes has not been met for four years.
The average response time for category two calls, which includes heart attacks and strokes, was 28 minutes 40 seconds and the average for category three calls, including severe pain, was 1 hour 40 minutes.
The Trust that saw the largest rise in non-ambulance A&E attendances, according to the subset of Freedom of Information responses, was Sandwell and West Birmingham, where there was a 320 per cent rise since 2019, with the figures jumping from 3,900 to 16,500.
Mid and South Essex had the highest number of attendances not arriving in an ambulance last year at 322,000, up from 263,000 over the same period.
The Liberal Democrats also asked for figures non-ambulance A&E arrivals by those aged over 65.
Last year, there were 459,000, up 22 per cent on 2019's 375,000 according to the 22 NHS Trusts which responded with full data. Of these,56,700 were rated Code 1 or Code 2.
The steepest rise in over 65s non-ambulance attendances was in North Cumbria where they jumped 97 per cent to 22,305.
The Liberal Democrats want the Government to create a new £50 million-a-year emergency fund to allow ambulance trusts to reverse closures of community ambulance stations and to launch a campaign to retain, recruit and train paramedics and other ambulance staff.
Ms Morgan added: 'We are still seeing people being treated in A&E corridors and ambulances queuing up outside, causing delays that people are rightfully terrified by.
'Everyone should call and wait for an ambulance if they need one, but we also have to also make sure they reach people on time so no one thinks they have to take themselves to A&E in a life and death situation.
'That means protecting local ambulance stations from closure and launching a campaign to retain, recruit and train paramedics and other ambulance staff.'
Daniel Elkeles, chief executive of NHS Providers and former chief executive of London Ambulance Service, said: 'There may be lots of reasons why people chose to go to hospital themselves rather than call 999. The NHS is there for anyone in an emergency.
'Latest official figures show that ambulances are getting to people more quickly despite high demand, with staff attending more than 650,000 incidents and answering more than 843,500 calls to 999 in a month.
'Meanwhile, despite 2.4million A&E attendances - the busiest July on record - the highest proportion of patients in almost four years were seen within four hours. NHS trusts and staff work flat out to see patients as quickly as possible.'
Anna Parry, managing director of the Association of Ambulance Chief Executives, said: 'Data proves that NHS ambulance services have never been busier answering 999 calls and responding to more patients than ever before, something that is testament to our incredibly hard-working frontline staff, as well as those handling the calls and dispatching the most appropriate clinical response to patients in need.
'The NHS and its individual ambulance services continue to invest in the development and training of paramedics and other clinical staff, in order to manage the increase in demand for our services and provide high quality care in as timely manner as we are able.'
A Department of Health and Social Care spokesperson said: 'We inherited an emergency care system on its knees, with patients left facing lengthy waits for ambulances and often even longer handover delays when they reached hospital.
'Despite record A&E demand, we are turning things around, with ambulances getting to patients faster in July than the same time last year, and handover delays also coming down.
'Our £450 million investment in urgent and emergency care services includes new ambulances, to make sure the NHS can be there for all of us on time when we need it.'

Health chiefs are attempting to lure nurses to work on the UK's most remote island—with the promise of up to £50,000. In an effort to recruit a nurse to the idyllic Scottish spot of Fair Isle, the successful candidate will also be offered £10,000 worth of allowances and a car. NHS Shetland bosses have aimed the tempting deal at a full-time resident nurse who wants to be part of an island with a 'truly welcoming atmosphere' and 'resilient community'. Fair Isle, which measures just three miles long by one-and-a-half miles wide, lies halfway between Shetland and Orkney Islands and boasts a population of just 50 residents. The successful applicant will be expected to provide personal care in the absence of any social care provision on the island. Under the lucrative offer, the nurse will be paid between £41,608 and £50,702. Health officials are also offering an annual 'distant island allowance' of £2,482 per year, as well as up to £8,000 to relocation expenses. A car will be provided and a two-bedroom traditional stone-built house will also be available for the nurse to rent. NHS Shetland, which is spearheading the recruitment drive, said: 'Fair Isle is a wonderful place to live and work, offering low pollution, low crime, excellent schools, great leisure facilities, unique wildlife and amazing scenery, whilst still only a short flight away from the UK mainland. One resident, Eileen Thomson, grew up on Fair Isle, and moved back to the island from Edinburgh with her young family eight years ago. 'On Fair Isle, you get to be so much more of a nurse than you would anywhere else,' she said. 'On the mainland, you might see a patient for five minutes, and not see them again for months, or even ever. 'But here, the nurse gets to really look after people. 'You get that continuity of care living and working alongside people, and you get that chance to look after your flock—it's a wonderful opportunity for someone.' A key quality to living and working on the island, she said, was being able to throw yourself into its 'vibrant' community. 'We need people who are going to work hard and get on,' she said. 'If anyone wants solitude and isolation, they're better off living in a city. 'On Fair Isle, we need people to chip in, who can help out, and who want to be sociable, because that's how we all thrive.' The island, owned by the National Trust for Scotland since 1954, has had a resident nurse since 1903. Until then, those on Fair Isle had to rely on a community medicine chest. In June, a £5.6 million contract was awarded to a Yorkshire firm to build a new roll-on, roll-off ferry for Fair Isle, expected to come into service next year. It comes as the future of nursing in the UK and in the NHS has been under the spotlight for the last two years. Historic strike action has already seen NHS nurses take to the picket lines in England in a dispute over pay. The campaign saw claims that NHS nurses were leaving the profession for less demanding roles in supermarkets for equal or better pay than what they received in the health service. While the dispute has been formally resolved after an RCN ballot to continue the action failed, union officials have continually hinted that NHS nurses pay is still not enough to encourage people to join the profession and further action will be considered. In March, an alarming investigation also revealed that thousands of patients were being put at risk of harm by a severe shortage of NHS nurses. At least a third of hospitals routinely have dangerously large gaps in their rotas, with baby and critical care units worst hit, the probe by Channel 4 found.

Mounjaro maker Eli Lilly revealed last week it would dramatically raise its pharmacy charges for the UK in September, prompting slimmers to scramble to stock up on the jab before price hikes set in. The manufacturer said it has agreed a secret, cheaper deal with the NHS but could not control private pharmacy prices. Rates first revealed by The Sun show the UK wholesale price for a month's supply of the popular 5mg dose will double from £92 to £180 come September. Meanwhile, the minimum 2.5mg dose will cost pharmacies £133 up from £92, with a 10mg dose rising from £107 to £255 and the maximum 15mg from £122 to £330. A prescription with private pharmacy mark-ups - which typically costs buyers £150 to £200 - could now surge to more than £300. But the NHS said it will issue prescriptions for patients who were previously paying for the jab privately, as long as they meet certain criteria, the Telegraph has revealed. The health service has a deal in place to roll out the Mounjaro - also known as tirzepatide - at a cheaper price than private providers, with patients paying £9.90 for a prescription. A letter from NHS officials to GPs seen by The Telegraph said the NHS could continue treatment 'for people that have previously accessed tirzepatide through a private provider' if they meet eligibility criteria when assessed by a weight management service. Under current guidelines, patients must have a body mass index of 40 or more as well as four or more weight-related health issues - such as diabetes and high blood pressure - to be given the jab. From next April, people with a BMI of 35 or more will also be able to get the jab on the NHS. As of the end of June, there were 32,000 patients waiting for an appointment at a weight management service. While the majority of patients are being seen within 18 weeks, more than 2,000 have been waiting for more than a year. People buying weight loss injections privately are supposed to have a BMI of more than 30. But some people with lower BMIs have been 'cheating the system' in order to get their hands on the jabs, according to Health Secretary Wes Streeting. In the letter seen by the Telegraph, NHS officials told GPs to tell patients asking for weight-loss jabs if they are not currently eligible. This includes those who may have had BMI above 40 before starting treatment, but are now below that threshold. 'We recognise this may be disappointing for people,' officials said. Are you eligible for fat jabs on the NHS? TO be eligible for NHS weight loss injections, you typically need a high BMI (Body Mass Index) and a number of weight-related health conditions. A BMI of 40 or more is usually required, or a BMI of 37.5 or more for certain ethnic groups. For individuals from South Asian, Chinese, other Asian, Middle Eastern, Black African, or African-Caribbean ethnic backgrounds, a lower BMI of 37.5 or higher may be considered due to increased health risks at lower BMI levels within these groups. Additionally, you must have at least three or four of the following conditions: Type 2 diabetes High blood pressure Heart disease Obstructive sleep apnoea Abnormal blood fats These injections are generally provided with a structured weight management programme that includes lifestyle support. If you're looking to access weight loss injections on the NHS, discuss your options with your GP. They said doctors 'could provide reassurance to the person that stopping tirzepatide is not known to cause withdrawal symptoms, but that they should continue, where appropriate, a reduced-calorie diet and increased physical activity if they want to reduce the risk of weight regain'. Anyone with questions about stopping the drugs should speak to their private provider, the letter added. More than a million people in the UK are estimated to be buying fat jab injections privately. It's thought that some 625,000 Mounjaro users will now turn to Wegovy - the second most popular weight loss injection in the UK - after it maker revealed it would not be hiking up its prices in response to Lilly's announcement. Studies suggest the jab, known as semaglutide, is not as strong as Mounjaro but is still super-effective. Wegovy currently costs between £100 and £200 per month from private online pharmacies. Danish firm Novo Nordisk told The Sun committed to keeping its weight loss injection affordable. A Novo Nordisk spokesperson told The Sun: 'We currently have no plans of changing our offering in the UK. 'Our focus is on supporting patients, and we are committed to ensuring that our medicines are not only innovative but also accessible and affordable for those who need them most." Aaron Arman, Superintendent Pharmacist at CheqUp, said it was possible for patients to make the switch to Wegovy. He said: 'Both Mounjaro and Wegovy work in similar ways and are proven to be highly effective in supporting people tackling obesity or seeking to reduce their weight, and both are suited to patients meeting the same clinical criteria. 'For patients unable to afford the increase in price, it is possible to switch from Mounjaro to Wegovy though the dose they can switch to will depend on the Mounjaro dose they are currently on.' Meanwhile, experts have warned of a risk to patient health as Mounjaro price hikes could push people to buy jabs off dodgy sellers. There are concerns cash-strapped users will be tempted by the black market of bogus online pharmacists or even buying on social media. Abdal Alvi, of Simple Online Pharmacy, said: 'Cheap is not cheap when it comes to your health.' Amid fears that patients could be forced to stop taking weight loss jabs or turn to dangerous alternatives, the Government is looking into ways to maintain access. A Department of Health spokesman said: 'This government is committed to ensuring that more people have access to these revolutionary drugs when needed, and crucially that they are able to do so in a safe and controlled way. 'Pricing in the private market is a matter for Eli Lilly and for private providers of weight loss and diabetes services. Eli Lilly are working with providers to maintain patient access. 'NHS commissioning of tirzepatide, based on clinical priority, is unaffected by the change in list price.' A Lilly spokesperson last week said: 'Following a review, Lilly will increase the UK list price for Mounjaro (tirzepatide) from 1 September to address pricing inconsistencies compared to other developed countries, including in Europe. 'In parallel, we have reached an agreement with the NHS to ensure continued supply and patient access. 'While Lilly does not determine the prices that private healthcare providers set, we are working with them to maintain patient access. 'The UK was one of the first countries where Lilly launched Mounjaro, and our priority was to bring it to patients as quickly as possible during a time of limited supply of GLP-1 RA treatments for type 2 diabetes. 'At launch, Lilly agreed to a UK list price that is significantly below the European average to prevent delays in NHS availability. 'With changes in the environment and new clinical evidence supporting the value of Mounjaro, we are now aligning the list price more consistently to ensure fair global contributions to the cost of innovation.'
