US space chief warns of emerging threats from China and Russia

Surging technologies spearheaded by Chinese and Russian forces represent the greatest threat in space defense, Chief of Space Operations Gen. B. Chance Saltzman said Thursday at the POLITICO Security Summit.
'The PRC has developed what we've kind of, you know, tongue in cheek, called a 'kill web,' and it's nothing more than a series of hundreds of satellites that are a sensor network that provide real-time updates, targeting quality information of our force,' Saltzman said, warning that the strategy represents the biggest threat in U.S. adversaries' growing space capabilities.
Saltzman emphasized the need to bolster U.S. capacity to disrupt the satellite network, saying it most acutely affects the Indo Pacific region.
But China's kill web isn't the only area of concern for the space chief. Saltzman also noted Beijing's 'accelerated ability to put capacity on orbit,' adding that Russia, another major U.S. adversary, is similarly demonstrating strength in that arena.
Russia, which is partnering with China to launch a joint lunar exploration project dubbed the International Lunar Research Station, also poses major threats to U.S. space defense, Saltzman said.
'The Russians are demonstrating reckless aggressive behaviors with regards to how they intend to contest the space domain that will have far-reaching impacts beyond any localized military effect,' Saltzman said, outlining three major areas of concern in Russian space technology development.
Russia's demonstrated kinetic kill capability, which saw it destroying a satellite and generating massive amounts of orbital debris in 2021 before launching its invasion into Ukraine; its cyber attack against Viasat the day it began its Ukrainian incursion and continued jamming efforts; and its ambition of putting a nuclear weapon on orbit all pose significant threats to security, the space chief said.
Saltzman's warnings come as the two U.S. adversaries ramp up their efforts to expand their space capabilities. Just last week, Beijing and the Kremlin signed a deal to build a joint nuclear power plant on the moon to power their planned International Lunar Research Station. The project aims to create a permanent base on the moon by the mid-2030s, in competition with the U.S.-led Artemis moon mission.

By Suzanne McGee and Ross Kerber (Reuters) -Investment manager Vanguard's new exchange-traded fund targeting emerging markets outside of China appears to have followed a push from the Missouri State Treasurer's office for products excluding Chinese stocks. The product highlights a new front in the decoupling of economic links between the U.S. and China as a result of the trade war U.S. President Donald Trump has begun between the world's two largest economies. Vanguard filed on May 30 with the U.S. Securities and Exchange Commission to launch the Vanguard Emerging Markets Ex-China ETF. Vivek Malek, Missouri's Treasurer, told Reuters the announcement came six weeks after a series of requests and meetings with Vanguard, a claim backed by letters and e-mails reviewed by Reuters. Malek successfully pushed for the state's pension fund to divest from publicly traded Chinese stocks in December 2023 and also pressed for a China-free fund option for the state's $4.5 billion 529 educational savings plan in an April 14 letter to the plan's program manager working with Vanguard. "I believe we moved the needle in the direction that helped them reach this decision," Malek said. Vanguard did not directly comment on Malek's statements, citing quiet period restrictions on discussing fund products still under SEC review. A Vanguard spokesman said the firm's goal is to offer investors of all kinds of lower-cost options. Had Vanguard not filed for its ex-China ETF when it did, the firm risked losing its position as the main provider of investment products in the state's 529 plan, Malek said. Next year, Missouri will be reconsidering which asset managers will be entrusted with those savings, and one of the conditions any firm must meet will be offering a fund that excludes Chinese stocks, Malek said. MORE EX-CHINA PRODUCTS Ex-China ETFs have been launched with growing frequency within the last three years, according to Morningstar, and Vanguard's ETF would bring the total to 13, four of which debuted in 2024. Like other Republicans, Malek has been a critic of investments in China and made removing them from state investment portfolios a political objective. In his April 14 letter, Malek pointed to economic, legal and geopolitical risks associated with Chinese stocks, adding these are "real, accelerating and incompatible with long-term fiduciary responsibility". Malek's staff met with Vanguard executives in early May, according to e-mails reviewed by Reuters, ahead of a May 21 meeting of the board of trustees for the Missouri college savings plan, the agenda for which included discussion of other investment options excluding China. On May 30, Vanguard advised the Missouri Treasurer's office that it would be launching the ex-China ETF. At nearly the same time as the e-mail was sent, it filed with the SEC. "Typically, the product development cycle is a matter of months, not weeks, so it's quite possible that Vanguard had already been looking at this as an area to explore," said Bryan Armour, an ETF analyst at Morningstar. Malek said he sees the new ETF as an example of effective collaboration between conservative state treasurers and asset managers. Since Vanguard has responded favorably to his request, Malek plans to make sure the new ETF is a success, pointing out that he has influence with the 120 or so other smaller pension funds across Missouri. "I'll be using my bully pulpit to encourage those pension funds to utilize this particular ETF from Vanguard," he said. Latvia was elected on June 3 to the United Nations Security Council for the first time in its history. Along with four other countries – Bahrain, Colombia, the Democratic Republic of the Congo, and Liberia – Latvia will serve a two-year term, beginning in January 2026, as a non-permanent member of the UN Security Council. Reacting to the vote, Latvian Foreign Minister Baiba Braze called it a "historic day for Latvia." "We are honored by the trust placed in us and ready to take on this responsibility to defend the rules-based international order," she wrote on the exception of Latvia – which is taking a seat on the council for the first time – all the elected countries have previously served. The newly elected countries will take the place of Algeria, Guyana, the Republic of Korea, Sierra Leone, and Slovenia, whose terms will end in December 2025. They will join the five non-permanent members that were elected last year – Denmark, Greece, Pakistan, Panama, and Somalia. The UN Security Council is the main UN body responsible for maintaining international peace and security. It is composed of 15 members, including five permanent members – China, France, Russia, the United Kingdom, and the United States. The permanent members hold veto power. Since the start of Russia's full-scale invasion of Ukraine, the Kremlin has repeatedly used its veto power to block resolutions concerning its actions in Ukraine. Latvia, a vocal critic of Russia, has consistently pushed for stronger Western support for Ukraine. The Baltic nation has been a steadfast ally of Ukraine – it recently delivered 1,500 combat drones to Ukraine and has committed providing military support at the level of 0.25% of its GDP every has also urged the European Union to adopt tougher measures against Russia, including an EU-wide ban on issuing visas to Russian citizens. A Texas man who was arrested on Tuesday for trespassing at Mar-a-Lago allegedly told investigators he wanted to 'spread the gospel' and 'marry Kai,' President Trump's 18-year-old granddaughter and eldest child of Don Jr. Palm Beach police were called to the property around midnight and were met by Secret Service agents who'd detained Anthony Reyes after he allegedly 'jumped over the wall' surrounding the property, according to an arrest report obtained by NBC News. The Secret Service said he did not have permission to be there. The 23-year-old suspect was previously arrested for trespassing at Mar-a-Lago on New Year's Eve of last year, police said. Reyes was booked at the Palm Beach County Jail and charged with misdemeanor trespassing, according to online records. His bond was set at $50,000 with conditions including he have no contact with the Trump family. Reyes pleaded not guilty during his first court appearance later on Tuesday, reported the Palm Beach Daily News. Mar-a-Lago began receiving round-the-clock Secret Service surveillance last July following an assassination attempt during a rally in Pennsylvania for then-candidate Trump. Later in the campaign, a man was accused of trying to assassinate Trump while he played golf at the club. There were similar trespassing incidents at Mar-a-Lago in January, February and April. Zijie Li, a Chinese national, has also been busted twice for trying to breach security at the property to speak with President Trump. Kai Trump is the oldest of Don Jr. and Vanessa Trump's five children. The couple were married for 12 years before their divorce in 2018. Vanessa is currently dating Tiger Woods, whose son attends The Benjamin School in North Palm Beach with Kai. _____
