13MP: Malaysia to table climate change bill, launch National plan for climate resilience
Prime Minister Datuk Seri Anwar Ibrahim said the reforms reflect Malaysia's serious commitment to preserving the health of the planet and tackling climate-related threats.
'The responsibility of preserving the Earth's health and addressing the effects of climate change must not be taken lightly,' he said while tabling 13MP in Parliament.
The National Adaptation Plan will serve as a framework to better prepare the country for climate-related risks, especially as extreme weather events become more frequent and severe.
Urban and spatial planning will also be updated, with disaster risk management measures to be integrated into all State Structure Plans and Local Plans.
To enhance disaster preparedness, the government will improve early warning systems by deploying artificial intelligence (AI)-powered technology, ensuring faster alerts and greater protection for the public.

PUTRAJAYA: The government is conducting a structured assessment to explore the role of nuclear energy as a potential source of clean, stable and competitive electricity in the country's future energy mix. This initiative considers the need to diversify energy sources, strengthen long-term energy security, support carbon emission reduction targets, and reduce dependence on fossil fuels, in line with Malaysia's climate change commitments and rising energy demand. The Energy Transition and Water Transformation Ministry said the Nuclear Energy Programme Implementing Organisation (NEPIO), under MyPOWER Corporation, has been tasked with coordinating preparatory efforts based on guidelines recommended by the International Atomic Energy Agency (IAEA). "This preparatory phase is being carried out through the coordination of an organised framework via a technical committee mechanism involving ministries, departments and agencies to ensure a comprehensive and integrated national approach. "Its implementation will be guided by the IAEA Milestone Approach, which includes national positioning, the development of legal and regulatory frameworks, stakeholder engagement and human capital development,' the ministry said in a statement on Saturday (Aug 2). However, the ministry said that no decision has been made at this stage regarding the implementation, type of technology or capacity of any nuclear reactor to be developed. The ministry said the government's priority is to ensure that any future decision is based on comprehensive technical analysis and aligned with national development priorities, while also complying with international obligations. "This is in line with the aspirations of Malaysia Madani, which emphasises long-term national planning that is grounded in knowledge, sustainable resource use and the well-being of the people and future generations,' it added. New access road linking Samarahan to KIA southern zone to open this September

KUCHING (Aug 2): The new access road linking Jalan Datuk Mohammad Musa in Samarahan to the southern zone of Kuching International Airport (KIA) is expected to be completed and open to traffic by next month (September), said Works Minister Datuk Seri Alexander Nanta Linggi. During a site visit today, Nanta said the project was 96 per cent complete, with the remaining four per cent involving the installation of road furniture and street lighting. 'This road will serve as an alternative route once completed, helping to ease road congestion from Samarahan to Kuching,' he told reporters at the project site. He said the federally funded project was progressing smoothly and would be completed to high quality standards. Once completed, the new road will feature an elevated interchange, flyovers, improved drainage systems, utility infrastructure, and a new electricity substation. 'With a more structured and competitive road network, we are unlocking broader development potential and strengthening urban connectivity,' he said, highlighting the importance of strategic investments in road infrastructure to support inclusive and sustainable growth. 'The Works Ministry will continue to uphold this mandate responsibly to advance the state and ensure the well-being of its people, in line with the aspirations of Sarawak Maju Makmur 2030,' he added. The RM112.9 million project was designed to improve connectivity between Bukit Berangan in Kota Samarahan and Stampin Baru in Kuching, traversing a critical zone near the KIA Runway 25 precision approach. Previously, the project faced delays pending approval from the Civil Aviation Authority of Malaysia (CAAM). Final clearance was granted by CAAM's Air Navigation Services and Aerodrome Division (ANSA) on July 3 this year. On broader development, Nanta said Sarawak stood to gain significantly from initiatives under the 13th Malaysia Plan (13MP), which align with the state's Post Covid-19 Development Strategy 2030 (PCDS 2030). He pointed to infrastructure, human capital, education, healthcare, green technology, renewable energy, and hydrogen as key focus areas. 'The 13MP mentioned that Sabah and Sarawak, the two Borneo states, will be developed as hubs for the energy industry,' he said. As for the Works Ministry, Nanta reaffirmed its core mission of implementing infrastructure projects such as road networks and public utilities. 'The Public Works Department (JKR) plays a major role not only in road construction but also in building schools, colleges, hospitals and clinics for other ministries such as the Ministry of Education and Ministry of Health,' he said. He added that the Construction Industry Development Board (CIDB) oversees Malaysia's construction industry to ensure it meets international standards.
