
'We are yet to get over the shock': How splash of rainwater led to brutal finger bite of Bengaluru bizman
BENGALURU: In the latest incident of road rage in the city, an unidentified man severely bit the finger of a motorist after the latter's car splashed rainwater on to the former's vehicle while passing by.
The victim, a businessman, had to undergo a surgery in his injured finger, with medical cost running up to Rs 2 lakh. A criminal case was filed against the accused and a woman accompanying him. Police are on the lookout for the duo.
The incident occurred on the night of May 26 when the businessman, Jayant Shekhar, a resident of Magadi Road, was driving back home with wife Parvati, and his mother-in-law Manjula after dinner at a hotel.
Shekhar's electric vehicle was near the waterlogged railway colony on Magadi Road, when it splashed some of the rainwater on to an adjacent vehicle. The driver of the other car and the woman sitting next to him yelled at Shekhar. Apologising for the unintentional act, Shekhar moved on.
However, the accused overtook Shekhar, blocked his way and started shouting at him. The man forced Shekhar to get down, and soon a heated argument ensued.
In a fit of rage and hurling abuses, the accused attacked Shekhar. Even as Shekhar tried to escape, the man firmly held his hand and severely bit his right ring finger. He then punched him below the left eye and threatened him before driving off.
"Immediately, we moved Shekhar to a private hospital in Sheshadripuram, where doctors said the finger bones were damaged and a surgery was imperative. My husband is still in pain, while we are yet to get over the shock," Parvati told TOI.
According to Parvati, the woman sitting next to the accused in the car was also quite aggressive. "She got down, yelled at my husband and threatened to finish us off," she said. The next day, Parvati filed a police complaint.

Nagpur: Even as the state govt pumps in a staggering Rs197 crore into Nagpur's new Integrated Intelligent Traffic Management System (IITMS), the ground reality paints a grim picture. With over 30 lakh traffic challans pending and Rs248.19 crore unpaid fines over the last five years, questions are being raised about the impact and outcome of the ambitious traffic reform initiative. Official data accessed by TOI shows that between 2021 and June 2025, the Nagpur City Traffic Police issued 30,05,724 challans for a range of traffic violations — from speeding and helmetless riding to jumping signals and illegal parking. However, the compliance rate is alarmingly low, with only around 2.88 lakh cases forwarded to courts — a mere 9.6% of the total. This means that more than 90% of violators escaped without facing any legal consequence, exposing a glaring enforcement vacuum. The year 2024 was particularly shocking, with over 10.5 lakh challans issued — the highest in five years — accounting for fines worth Rs96.82 crore. Yet, only 10,200 cases were pursued legally. The pattern continues in the first five months of 2025, with 6.13 lakh violations and Rs65.11 crore in fines, but just 5,730 referred to the courts. These figures are even more concerning when viewed in the context of Nagpur's vehicular population, which now stands at nearly 20 lakh. In effect, traffic violations are being committed at a scale that nearly matches the city's total number of registered vehicles — and these are only the violations being recorded. One can only imagine the real state of lawlessness on city roads if one factors in the number of violations that go unreported or uncaptured. For years, TOI has consistently highlighted the deteriorating traffic conditions and the rising trend of violations across Nagpur Municipal Corporation limits. The combination of poor enforcement, public apathy, and a lack of deterrence has created an environment where flouting traffic rules has become routine and unpunished. In this backdrop, the Nagpur Municipal Corporation is now banking on the IITMS — a Rs197 crore project funded by the state govt — to bring order to the chaos. The system promises AI-powered surveillance, automatic number plate recognition, smart traffic signals, and real-time monitoring to reduce congestion and violations. But experts and civic observers warn that technology alone cannot solve the problem. "If the same lax attitude in enforcement and follow-up continues, the IITMS will meet the same fate as existing traffic management systems — reduced to mere hardware with no impact," said a senior civic official on condition of anonymity. The challenge, he said, is not in detecting violations but in recovering fines and ensuring accountability. Unless there is a parallel investment in manpower, stricter legal enforcement, integration with insurance and vehicle fitness databases, and an aggressive campaign to recover dues and penalise repeat offenders, the city risks squandering this significant investment. Without systemic reforms, Nagpur's roads may continue to reel under chaos — only now, under smarter cameras. Court sends dismissed Vidhan Bhavan cashier to seven-year rigorous imprisonment in disproportionate assets case
Mumbai: A special court on Thursday convicted and sentenced a 56-year-old dismissed Vidhan Bhavan cashier to seven years of rigorous imprisonment for committing criminal misconduct and amassing assets worth Rs 15.95 lakh — over 100% disproportionate to his known sources of income between 1991 and 2004. During this period, the accused, Manoj Gaonkar, earned a total of Rs 14.75 lakh. His properties included domestic articles valued at Rs 1.5 lakh, a flat each at Borivli and Mira Road, and a farmhouse in Talegaon, Pune district. Gaonkar was also fined Rs 50,000. In a 143-page judgement, special judge Shashikant Eknathrao Bangar said, "The accused was a public servant, he held assets disproportionate to his known income during the check period. He failed to satisfactorily account for them, he committed criminal misconduct under the Prevention of Corruption Act. He committed forgery, cheating, and criminal breach of trust under IPC." The order for forfeiting the properties amassed illegally is also stayed. On March 15, 2005, the pay and accounts department of Mantralaya lodged a police complaint after an audit found that Gaonkar deposited only Rs 7,000 in the state govt's account in the RBI but submitted a forged receipt showing he deposited Rs 70,000 and even produced a cash book. It was alleged that the money belonged to then MLC Anil Gote's medical entitlement. During the same period, a departmental inquiry was initiated against Gaonkar, and it was found that he misappropriated another Rs 52.3 lakh, including Rs 10 lakh from the Rs 30 lakh that Parliament gave the state govt for a conference. Hence, the first FIR was lodged in 2005, and Gaonkar was subsequently charged. In the disproportionate assets case, seeking stringent punishment, public prosecutor Prabhakar Tarange submitted that corruption cases are on the rise and are rarely detected and noticed for being brought to book. The judge said that the offences under the Prevention of Corruption Act are required to be dealt with a stringent view as per the observations of the Supreme Court. "...[T]he mitigating circumstances do not outweigh the aggravating circumstances against the accused, and there appears no reasonable justification for taking a lenient view while sentencing. " Relying on the deposition of the investigating officer, the judge noted that the investigation was detailed, trustworthy, and offered meticulous insight into disproportionate assets. "His findings, coupled with contemporaneous records and witness statements, establish prima facie evidence of the accused possessing property beyond his known lawful income. The prosecution's case stands substantially corroborated, and the deposition lays a strong foundation for further adjudication," the judge said.
