South Chotanagpur zone inspector general Manoj Koushik has joined the office recently following a major reshuffle in the police administration. Among the major issues in districts under his jurisdiction are cybercrime, extremism, drug peddling and organized crime.
He talks to TOI's Sanjay Sahay about the plans and measures for overall crime control. Excerpts...
What measures are underway to eliminate extremism from South Chotanagpur which includes a Maoist hotbed in West Singhbhum district?
Chaibasa (West Singhbhum), where top Maoist leaders are hiding, is the only core area of the rebels in the state. State police and CRPF are conducting joint operations to sanitize the area.
In some districts like Ranchi, Khunti, Loharadga and Gumla, the splinter groups of Maoists have a presence but their activities have dwindled considerably. The active groups are mainly criminals using the name of the rebels to extort money.
Most of these anti-social elements are identified and actions are being taken against them. I also request people to inform the police if there are extortion calls from organised crime groups.

Cybercrime is on the rise. What steps police have taken to curb it?
Awareness is necessary to save citizens from falling victim to cybercriminals. The elderly, who are soft targets of such criminals, should be also focused. I have instructed Ranchi police to improve their achievement against cybercriminals with the help of the Pratibimb app. Directions have been issued for registration of cases as soon as they are reported and for immediate action.
We will also try to take financial institutions on board for the speedy recovery of money cheated from the victims.
What steps will be taken to address the public grievances?
In my meeting with Ranchi police recently, I instructed them to ensure speedy disposal of public complaints lodged with the centralized public grievance redressal and monitoring system. This system will be on vigil in other districts, too. We are planning to give a copy of the inquiry report to the complainants if it does not involve confidential information.
The citizens will have the option of disputing the report at higher levels.
What are your instructions to prevent crime in the state capital?
I have asked the police personnel to identify entry and exit points of Ranchi city and build infrastructure so that it could be sealed immediately when a crime is committed. So far, around 20 spots have been selected in this regard. We will set up drop gates at these places. The step will also enable regular checking, which will prevent inter-district and inter-state movement of smugglers and other criminal groups.

A week ago, contractual workers demanded the cancellation of the kilometre-scheme tenders being floated for private bus operators and pressing for overdue salary payments and other job-related demands. The protest was temporarily suspended after govt intervention. However, the workers issued a warning that they would resume their protest beginning Aug 14 if their demands were not met. The employees are also demanding regularisation and addition of new buses to the PRTC and Punbus fleet. The workers claimed that as per the state govt transport policy of 1986, govt and private buses need to be operated at a 70:30 ratio, a move not being followed. Around 400 govt buses completed their 15 years of life in the last three years and are non-operating. Nevertheless, the state govt failed to add any new buses to the govt fleet, with only around 800 new buses being added in 2021, they claimed. The strike caused inconvenience to a number of commuters, especially women who have been provided free travel access in govt buses. 1 2 Jind: His victory stamped by the first-ever recount of an EVM result in Supreme Court, Mohit Kumar on Thursday took oath as sarpanch of Buvana Lakhu village, 25km from the Panipat district headquarters. In the last panchayat elections in 2022, Kuldeep Singh was declared the winner and served as the sarpanch for the last 33 months. In the historic recount in SC on Aug 11, the scoreline was reversed and Mohit was found to have got 51 votes more than Kuldeep. A bench of Justices Surya Kant, Dipankar Datta, and N K Singh then ordered the Panipat deputy commissioner-cum-election officer to issue a notification within two days declaring the appellant, Mohit, elected, and allowing him to assume office immediately. He took charge on Thursday. There were seven candidates for the Buana Lakhu sarpanch post, with the main contenders being Mohit and Kuldeep. Six booths were set up, 65-70, but an error occurred at Booth 69, where the vote counts for the two main candidates got exchanged. "Of the 3,767 votes polled, I secured 1,051 votes while Kuldeep got 1,000. A recount was ordered promptly and it revealed Mohit had indeed received 51 votes more than Kuldeep. "The same day (Nov 2, 2022), the district officer declared me the winner again after a recount. However, my opponent, Kuldeep, obtained a stay order from Punjab and Haryana high court, which remained in effect for over one and a half years," Mohit said. "I approached the tribunal in Panipat, which again ordered a recount. But my opponent once more secured a stay from high court. In July 2024, I filed a petition in Supreme Court, seeking a recount, but no decision was given at that time. Then, on July 31, 2025, I approached SC again, and on the same day, the court ordered a fresh count," he said. The unprecedented recount was carried out on the SC premises by the Supreme Court registrar in the presence of both parties and their counsel on Aug 11. It was a hard-fought victory for Mohit. "Justice was delayed, but it was served well. The entire village is happy. Now, the entire focus will be on development work. The irregularities in the election were committed by the presiding officer, which have now been rectified after Supreme Court's intervention," he said. "Today, after a long battle, I finally took the oath as sarpanch. CHANDIGARH: A 29-year-old woman, whose naked body was found on August 12 in Kiratpur Sahib in Punjab's Ropar district, has been identified. She was from the remote tribal region of Pangi in Himachal Pradesh's Chamba district. The tribal woman, who was married in Lahaul's Madgram Village, had been missing from Kullu along with her three-year-old daughter since August 4. The family members of the victim said that the child was still missing. According to the family members, the woman had travelled to Kullu for the medical treatment of her daughter but went missing soon afterward. A family member told TOI that they suspected the kidnapping and murder of the woman. The woman spoke to her husband last time on August 4 when she informed him that she was safe and in Manali. However, after the woman's phone went switched off on August 4, her husband also reached Kullu from Lahaul and started searching for her at their relatives' houses. When he couldn't find her and the daughter, the family informed Lahaul Spiti police on August 6 and filed a complaint of kidnapping. Authorities in northern India are investigating the suspected murder of a woman from Himachal Pradesh's Lahaul region after her naked body was found along a roadside in Punjab's Ropar district. Meanwhile, family members of the victim reached Ropar on August 14, a day after they came to know of the body. A police officer said that a postmortem would be conducted after a police team from Udaipur police station in Lahaul Spiti arrives in Ropar. It may be mentioned that on August 12, passersby had discovered the body on the outskirts of Bara Pind village, near Kiratpur Sahib, near the Chandigarh–Manali highway.
