CYBERCRIME DGP INTERVIEW
Jharkhand's director general of police (DGP) cum director general (DG) CID speaks to TOI's Sanjay Sahay on the growing impact of cybercrime in the state and how police is working overtime to thwart it. Excerpts:- Q: What is the overall scenario of cybercrime in the state? A: Cyber frauds can be categorised into low-value and high-value crimes. The low-value crimes are taking place by persuading the victims to download APK files in the name of preventing blocking of Aadhar card, bank accounts and other pretexts. The APK files enable the cybercriminals to see the victim's personnel data, which is used for committing the fraud. These crimes are mostly taking place from within the country. The high-value crimes like digital arrests and investment frauds are mostly being carried out from outside the country. Q: What are the measures taken by CID to curb the crimes? A: The victim can lodge their complaints by dialling 1930 or through in case of a fraud. Donate For Health Donate Now Undo The data is provided by Indian Cyber Crime Coordination Centre, a wing of Ministry of Home affairs (MHA). With the help of the data, superintendents of police are taking action against cybercriminals. Around 1,500 police officers from all over the country are also using Pratibimb. In case of cyber fraud from outside the country we can act if an Indian mobile number is involved as the person could be identified. However, if it is through a foreign number we would not know from which part of the country the criminal is making a call. We also cannot do much if it is a virtual number. Q: A large number of mule accounts in the state are helping cybercriminals sitting outside the country. What steps are being taken?. A. We have received data about many mule accounts, which are operational in Jharkhand, from Samanvaya portal of MHA and started taking action. Any person who lends his account for cybercrime on commission basis would be jailed. We have registered an FIR against 40 mule accounts having transactions of Rs 10 lakhs and above on Tuesday. Q: What measures have been taken to build infrastructure and manpower to tackle cybercrimes? A: The state govt has been very kind to us in this regard. As per Information Technology Act, only an inspector rank officer can investigate cybercrime cases. The state has, however, permitted that if the DGP desires he can take measures to allow a sub-inspector rank officer to investigate. This has addressed the manpower problem to a considerable extent. The state has also issued a special order allowing an officer air travel for bringing cybercriminals from various parts of the country. However, there is still shortage of trained people with technical knowledge to investigate the cases. We are emphasizing on on-the-job training. There are not many officers who are interested in cybercrime investigation, which is a problem. ‘State planning Centres of Excellence for indigenous & regional languages'
1 2 The National Education Policy emphasises on promoting mother tongues and local languages from schools to higher education. State's higher and technical education department's deputy director Vibha Pandey talks to Sanjay Sahay on the measures adopted by the state govt for promoting tribal and regional languages. Excerpts:- Q: Tell us about the govt's plans to promote major tribal and regional languages in the state A: Teaching in nine tribal and regional languages are underway in Ranchi University's Tribal and Regional Languages Institute (TRI) and other universities and colleges across the state. However, all nine subjects are not taught in every varsity due to various hurdles. The higher education department is working on plans to ensure teaching of those all over the state to cater to every section of the society. The appointment of faculty members would be done in this regard soon. This apart, the state govt has implemented several schemes including the Guruji Credit Card Scheme, Valmiki Scholarship Scheme, Maniki Munda Scholarship Scheme and CM Fellowship Scheme for Academic Excellence, which would focus on promotion of tribal and regional languages. Q: There is a demand for language academy in the state. Is the department considering the same? A: The state govt has announced setting up of Pandit Ragunath Murmu Tribal University for promotion of languages and other aspects of tribal people. We are looking for a plot in Ghatshila for its permanent premises with all the facilities. A proposal is also under consideration for setting up Centres of Excellence in Universities for indigenous and regional languages. Q: What about the infrastructure for languages studies? A: A detailed project report has been prepared for bolstering infrastructure of educational institutions across the state. The vice chancellors and the architects have shared their views on the matter. A power point presentation has also been showed to chief minister Hemant Soren in this regard. Q: University faculty members including of tribal and regional languages (TRL) are disappointed over not getting promotion for years A: The department has framed rules and regulation for promotion of higher education teachers. There are proposals with Jharkhand Public Service Commission (JPSC) in this regard. We would be soon writing a letter to JPSC to speed up the process.

Among the major issues in districts under his jurisdiction are cybercrime, extremism, drug peddling and organized crime. He talks to TOI's Sanjay Sahay about the plans and measures for overall crime control. Excerpts... What measures are underway to eliminate extremism from South Chotanagpur which includes a Maoist hotbed in West Singhbhum district? Chaibasa (West Singhbhum), where top Maoist leaders are hiding, is the only core area of the rebels in the state. State police and CRPF are conducting joint operations to sanitize the area. In some districts like Ranchi, Khunti, Loharadga and Gumla, the splinter groups of Maoists have a presence but their activities have dwindled considerably. The active groups are mainly criminals using the name of the rebels to extort money. Most of these anti-social elements are identified and actions are being taken against them. What steps police have taken to curb it? Awareness is necessary to save citizens from falling victim to cybercriminals. The elderly, who are soft targets of such criminals, should be also focused. I have instructed Ranchi police to improve their achievement against cybercriminals with the help of the Pratibimb app. Directions have been issued for registration of cases as soon as they are reported and for immediate action. We will also try to take financial institutions on board for the speedy recovery of money cheated from the victims. What steps will be taken to address the public grievances? In my meeting with Ranchi police recently, I instructed them to ensure speedy disposal of public complaints lodged with the centralized public grievance redressal and monitoring system. This system will be on vigil in other districts, too. We are planning to give a copy of the inquiry report to the complainants if it does not involve confidential information. The citizens will have the option of disputing the report at higher levels. What are your instructions to prevent crime in the state capital? I have asked the police personnel to identify entry and exit points of Ranchi city and build infrastructure so that it could be sealed immediately when a crime is committed. So far, around 20 spots have been selected in this regard. We will set up drop gates at these places. The step will also enable regular checking, which will prevent inter-district and inter-state movement of smugglers and other criminal groups. ‘CCTVs, speed guns would help detect violators'
1 2 Joint transport commissioner Pradeep Kumar speaks to Sanjay Sahay on their plans to minimise road accidents through awareness campaigns and safety provisions. Excerpts While there are laws for road safety, violations of their provisions are common. What measures are being taken to enforce them? Govt plans to detect and punish the violators of road safety rules with the help of closed circuit television cameras, speed guns and breathalysers as the steps would deter them from committing the offence again in future. The CCTV cameras to be set up at black spots would not only detect over-speeding but also spot people not wearing seat belts and issue fines. What are the new policies to be implemented in the state? The 'Rahveer' and cashless treatment of road accident victims are two main plans. The cashless scheme would ensure treatment upto Rs 1.5 lakh to all motor vehicle accident victims on any category of road. The 'Rahveer' plan has been announced this year which will increase incentives for good Samaritans from Rs 5,000 to Rs 25,000. What measures would be taken to spread awareness about govt policies? The district level authorities would distribute pamphlets, display banners and also broadcast on FM radio to educate people about the policies. What measures are being taken to improve road safety environment at black spots? The National Highway Authority of India has been asked to correct the road design at black spots located in their areas. Short-term measures including putting up of signages, speed breakers and levelling the roadsides with roads are also to be taken.

India came under cyberattack from hackers backed by Pakistan and led by China and other countries after military strikes under Operation Sindoor. Hackers targeted key sectors to steal sensitive defence data and disrupt critical infrastructure, report says. read more India faced not only heavy attacks on its western border from Pakistan after military strikes under Operation Sindoor on Islamabad-backed terror hubs but was also targeted in cyberspace, The Times of India reported, citing sources and experts. According to the report, state-backed hackers and hacktivists from Pakistan, Turkey, Bangladesh, Malaysia, and Indonesia, with support from China, targeted Indian digital systems. The attacks focused on defence PSUs, their MSME vendors, and critical infrastructure such as ports, airports, power grids, Indian Railways, airlines, telecom companies like BSNL, fintech platforms like UPI, digital wallets, stock exchanges, and large Indian conglomerates involved in infrastructure. According to Interpol trainer and cyber forensic expert Pendyala Krishna Shastry, these cyberattacks were part of a broader Pakistani campaign against Indian digital assets. The attackers used malware, phishing, and denial-of-service attacks to target key sectors such as finance, telecom, energy, and public services. Zone-H, a website that tracks website defacements, reported breaches of Indian government domains. The website of the National Institute of Water Sports ( was defaced, while another site, was also hacked but later restored. The Central Coalfields Ltd (CCL) website faced a major glitch on Tuesday after a message appeared from a group calling itself 'Mr Habib 404 – Pakistani Cyber Force,' saying, 'You thought you were safe, but we are here.' However, officials avoided confirming whether it was a cyberattack from Pakistan, reports Sanjay Sahay. CCL's Public Relations Officer, Alok Gupta, said, 'The website has been restored and is functioning normally. There was no loss or tampering of company data. For now, we believe it was a technical issue and cannot confirm if it was a hack.'
