‘State planning Centres of Excellence for indigenous & regional languages'

The National Education Policy emphasises on promoting mother tongues and local languages from schools to higher education. State's higher and technical education department's deputy director Vibha Pandey talks to Sanjay Sahay on the measures adopted by the state govt for promoting tribal and regional languages.

Q: Tell us about the govt's plans to promote major tribal and regional languages in the state
A: Teaching in nine tribal and regional languages are underway in Ranchi University's Tribal and Regional Languages Institute (TRI) and other universities and colleges across the state. However, all nine subjects are not taught in every varsity due to various hurdles. The higher education department is working on plans to ensure teaching of those all over the state to cater to every section of the society.
The appointment of faculty members would be done in this regard soon.
This apart, the state govt has implemented several schemes including the Guruji Credit Card Scheme, Valmiki Scholarship Scheme, Maniki Munda Scholarship Scheme and CM Fellowship Scheme for Academic Excellence, which would focus on promotion of tribal and regional languages.
Q: There is a demand for language academy in the state. Is the department considering the same?
A: The state govt has announced setting up of Pandit Ragunath Murmu Tribal University for promotion of languages and other aspects of tribal people.
We are looking for a plot in Ghatshila for its permanent premises with all the facilities. A proposal is also under consideration for setting up Centres of Excellence in Universities for indigenous and regional languages.
Q: What about the infrastructure for languages studies?
A: A detailed project report has been prepared for bolstering infrastructure of educational institutions across the state. The vice chancellors and the architects have shared their views on the matter.
A power point presentation has also been showed to chief minister Hemant Soren in this regard.
Q: University faculty members including of tribal and regional languages (TRL) are disappointed over not getting promotion for years
A: The department has framed rules and regulation for promotion of higher education teachers. There are proposals with Jharkhand Public Service Commission (JPSC) in this regard. We would be soon writing a letter to JPSC to speed up the process.

New skills policy will be transformative for India's youth: Jayant Chaudhary
The ministry of skills development and entrepreneurship is adopting a multi-pronged approach including development of global skills taxonomy , creating a national registry of skills and developing a new overarching policy to guide India's skilling mission over the next one decade, Jayant Chaudhary , minister of state for skills development and entrepreneurship (independent charge) said. 'Just as the National Education Policy (NEP) has been a game changer for the education sector, the upcoming National Skill Development and Entrepreneurship Policy will be equally transformative for India's workforce,' he said on Tuesday while addressing the media on 10 years of Skill India Mission . 'It will redefine the way we skill, upskill, and reskill our people while preparing them to thrive and lead in an increasingly dynamic global economy,' he said. The ministry has put out the draft policy in public domain for views from the stakeholder. According to the minister, over the past decade, schemes like the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) have trained over 16.4 million youth, while more than 14,500 Industrial Training Institutes (ITIs) have been supported through reforms in quality, governance, and affiliation norms. Elaborating on the recently approved Rs 60,000 crore ITI revamp scheme, Chaudhary said Rs 10,000 crore will come from the private sector through corporate social responsibility (CSR) contributions. 'We want to move beyond funding. We want the industry to shape the curriculum, certification, and training standards. This is how we create employable youth and make ITIs future-ready,' he said. Chaudhary said his ministry has de-affiliated 4.5 lakh vacant seats which were vacant over the last six years and similar action is ongoing on over 99,000 more seats that have remained unutilised. 'As a result, In 2024, our ITI admission rate in 2024 increased by 11%, showing that trust is returning to the system,' he said, adding that the government is committed to quality of skills training and not just numbers. Chaudhary said his ministry is collaborating with states to identify hubs and spoke ITIs to be developed under the Rs 60,000 crore scheme. There will be 200 hub ITIs and 800 spoke ITIs out of the over 3000 government ITIs which will be upgraded under the scheme.

'11 Years Of Modi Govt Will Be Written In Golden Letters': Shah At Bharat Vikas Parishad Event
Amit Shah praised the Bharat Vikas Parishad for its contributions to India's development, highlighting the organisation's commitment to social service and nation-building. Union Home Minister Amit Shah on Monday addressed the 63rd foundation day programme of Bharat Vikas Parishad, an NGO, where he lauded the achievements of the Narendra Modi government and said the 11-year rule will be written in golden letters. Shah credited Prime Minister Modi for ushering in development in all spheres of life and protecting India's heritage. 'Whenever there is a discussion on the change taking place in India, historians will write about the 11 years of PM Modi's government in golden letters," he said. Shah also praised the Bharat Vikas Parishad for its significant contributions to India's development, highlighting its role in bridging the gap between those who want to serve and those who need service. He also highlighted the organisation's commitment to social service and nation-building. He said the Parishad's approach of linking service with organisation and culture with nation-building remained highly evident today, and connected its mission with PM Modi's national development goals for 2047, including liberation from colonial mindsets, pride in heritage and a strong sense of duty. Amit Shah On Naxalism, Terrorism The Home Minister also highlighted other achievements of the Modi government in the last 11 years, including the construction of the Ram Temple in Uttar Pradesh's Ayodhya and 5G technology. 'Today, the country is on the verge of being free from Naxalism. Along with this, by establishing the Ministry of Cooperation, opportunities for self-employment are being provided to small farmers and the rural poor," he said, while also listing the new National Education Policy as one of the government's major accomplishments. Hailing the activities of the Parishad, Shah said it will continue to contribute with even greater enthusiasm when India celebrates the 100th anniversary of its independence. 'Over the years, the workers of this organisation have considered service itself as a form of devotion and have moved forward. Treating the nation as a family, they have strived to share in the suffering of every distressed person." The Home Minister also noted that the Parishad operates in 412 districts, with over 1,600 branches and 84,000 affiliated families. He also lauded the Parishad for felicitating Manipur's freedom fighter Nilamani Singh, who was part of Netaji Subash Chandra Bose's Azad Hind Fauj. The Bharat Vikas Parishad was originally founded as the 'Citizens Council' in 1963 on the birth anniversary of Swami Vivekananda. It is a voluntary non-government organisation which focuses on social service for a 'Swasth-Samarth-Sankarit' (Physically, economically and morally strong) India.
