Andhra Pradesh Technology Services to establish offices in all 26 districts

Andhra Pradesh Technology Services
(APTS) is set to establish district offices in all 26 district headquarters in the state. APTS Chairman Mannava Mohana Krishna announced this initiative, aimed at providing better technological services, strengthening the district-level IT ecosystem, enhancing IT infrastructure and procurements, encouraging local startups, and supporting local entrepreneurs.
Each district-level APTS office will be headed by an IT manager and supported by three assistant managers. According to Mohana Krishna, the establishment of these offices will simplify the state government's e-governance programs and support initiatives such as the Ratan Tata Innovation Hubs, data centers, co-working space initiatives, and e-office systems.
Addressing the media at his chamber in Vijayawada on Thursday, Mohana Krishna said that the APTS is undertaking multiple initiatives to promote digital governance, strengthen cyber security, and expand information technology in the state under the leadership of chief minister N Chandrababu Naidu and IT minister Nara Lokesh.
Mohana Krishna highlighted the organization's achievements, including transactions worth Rs 110 crore carried out through APTS Procurement Services between July 2024 and April 2025.
The APTS Procurement Services has set a target of achieving Rs 600 crore worth of transactions for the current fiscal year, with more procurements of software, hardware, and IT consultancy services expected in the coming days. Additionally, APTS has successfully executed Aadhaar-based transactions worth Rs 19.39 crore and e-KYC transactions worth Rs 5.98 crore over the past year.

APTS has also issued 19,500 digital signature certificates and conducted over 650 cybersecurity audits of government web and mobile applications. The organization is currently monitoring 30,000 events per second (EPS) through the AP Cyber Security Operational Centre (APCSOC). Furthermore, APTS has published 55,486 tenders worth Rs 41,000 crore through the e-procurement platform.
With these initiatives, APTS is playing a key role in promoting digital governance and strengthening cyber security in Andhra Pradesh. The establishment of district offices is expected to further enhance the organization's efforts in supporting local entrepreneurs, startups, and the state's economy.

(Bloomberg) -- The judge overseeing the bankruptcy of 23andMe questioned the limits proposed for a second auction that is designed to push bids higher than a current $256 million offer from Regeneron Pharmaceuticals for the genetic-testing firm. US Bankruptcy Judge Brian Walsh asked lawyers for Regeneron and 23andMe to justify the limits they're supporting, but which have been criticized by the only other bidder, a California-based research institute backed by former 23andMe Chief Executive Officer Anne Wojcicki. Walsh has to decide whether to limit the auction in a way that gives Regeneron the chance for a final bid, but not Wojcicki and TTAM Research Institute. The current proposed rules for the auction appear to be 'inefficient,' said Walsh, who also questioned a $10 million breakup fee payable to Regeneron if it loses. All sides were present during a federal court hearing in St. Louis on Wednesday to determine how to revive bidding, after 23andMe held an auction last month that the company initially claimed that Regeneron won with a $256 million final bid. Wojcicki objected after the auction, arguing the bidding was unfairly closed in order to favor Regeneron. The current proposal is 'one-sided with a last look for Regeneron,' Wojcicki's lawyer, Susheel Kirpalani, told Walsh. 'There is absolutely not a level playing field.' Last month's auction lasted three days with each side accusing 23andMe of unfairly favoring their competitor, company bankruptcy attorney Christopher Hopkins said in court. Afterward, TTAM and Wojcicki made a bid that was 'substantially higher' than Regeneron's, he said. 23andMe then proposed a new, final bidding round with the current limits, which Regeneron accepted, but which Wojcicki opposes. Without the limits, Regeneron may cancel its $256 million bid, Hopkins argued. That would mean no more offers would come in allowing TTAM and Wojcicki to get 23andMe for $156 million, since that was their last, binding bid before the auction ended. A wave of customers and government officials have demanded that 23andMe protect the genetic data it had built up over the years by collecting saliva samples from customers. Both bidders have pledged to comply with 23andMe's privacy policy, which allows customers to have their personal information deleted upon request. 23andMe filed for bankruptcy in March after failing to generate sustainable profits by providing medical and ancestry-related genetic testing to more than 15 million customers. About 550,000 people had subscribed to the company's two primary services, which hasn't been enough to keep the company afloat. One of those services, Lemonaid Health, was not part of the sale and will be wound down, 23andMe said in a statement. In the months leading up its bankruptcy, 23andMe tried to attract a buyer while struggling to end a class-action lawsuit related to a 2023 data breach that gave hackers access to customer information. The company will try to resolve those claims as part of the bankruptcy. Dehradun: The Uttarakhand cabinet on Wednesday approved 12 proposals, including four related to development projects in Badrinath and a tax exemption for CNG and electric vehicles. Secretary Shailesh Bagauli said permission was granted for creating Sudarshan Chakra and Sheshnetra Lotus wall artworks at prominent Badrinath locations, including Arrival Plaza and Lakefront. Another decision pertains to the construction and installation of the Tree and River Sculpture at Badrinarayan Chowk. In a major green push, the cabinet has amended the tax structure for certain categories of eco-friendly vehicles. Under a notification dated Jan 2, 2019, issued under the Uttarakhand Motor Vehicle Taxation Reform Act, 2003, one-time tax rates were specified for vehicles powered by electric batteries, solar energy, or CNG. The tax exemption will be applicable only once during the financial year 2025–26. To streamline recruitment processes for Group-C positions outside the purview of the Uttarakhand Public Service Commission, the state had earlier established the Uttarakhand Subordinate Service Selection Commission, creating a framework of 64 temporary positions—of which 62 were created, with the remaining two treated as a dying cadre. Given the rising number of requisitions from departments, the cabinet has now approved a restructuring of the commission's framework by creating 15 new positions—one regular and 14 outsourced—on top of the existing 62. In another administrative decision, the cabinet approved the designation of the head of the Uttarakhand Forensic Science Laboratory Department. With the lab now directly under the control of the Home department, the director of the Forensic Science Laboratory will now be officially recorded as the department head in govt records. The cabinet also cleared a proposal to restructure the Uttarakhand Human Rights Commission, which was established in 2011 with 47 positions. The structure has not been revised in over a decade, affecting its functioning. To address operational requirements, 12 new positions will be created. In line with central govt directives, the cabinet approved a proposal to make employees covered under the National Pension Scheme (NPS) eligible for gratuity within the state. To ensure transparency and uniformity in recruitment processes for uniformed positions, the cabinet has approved the promulgation of the Uttarakhand Uniformed Constable Direct Recruitment Selection Process Rules, 2025, and the Uttarakhand Uniformed Sub-Inspector Direct Recruitment Selection Process Rules, 2025. These rules were formulated in consultation with relevant departments and selection bodies to ensure a standardised selection process for constables and sub-inspectors. Also, changes were made to benefit the dependents of deceased environmental workers under the 1974 rules. Under the Clean Mobility Transition Policy, 2024, the transport department had planned to deposit funds for various incentives in an escrow account titled the Uttarakhand Clean Mobility Transition Fund. However, banks raised concerns regarding the opening of such accounts. As per a finance department order dated July 5, 2023, budgetary grants must be deposited in Single Nodal Agency (SNA) accounts integrated with IFMS. In view of this, the cabinet has decided to open an SNA account instead of an escrow account for the same fund.
