CHR urges stronger PH enforcement of Int'l Humanitarian Law

The Commission on Human Rights (CHR) on Wednesday called on the government and stakeholders to strengthen the enforcement of the International Humanitarian Law (IHL) as persons displaced by armed conflicts now face evolving threats.
In a statement, the CHR stressed that conflict situations are becoming increasingly complex with changing technology and new modes of warfare. Addressing the issue, the CHR said, is a "shared responsibility."
"The CHR calls on the government, policymakers, and non-government partners to adapt the implementation of IHL to local contexts while also ensuring stronger enforcement," the CHR said.
Tangible actions are needed, the CHR said, including strict application of the law, prosecution of violators, and enhanced training for military and police personnel.
"The Commission urges the government to reassess the situation of persons displaced by armed conflicts. Protection is only one step. Ensuring access to basic needs, restoring livelihoods, and safeguarding dignity are equally critical," it added.
"The CHR calls for full accountability from all parties in upholding IHL, so that justice and protection become lived realities for every civilian affected by armed conflict," the Commission said.
Taking concrete steps on the IHL, also known as the law on conflict situations, is front and center of CHR's observance of IHL Month this August. This year's theme is, "Galvanizing Commitment to International Humanitarian Law: Challenges and Opportunities in the Asia Pacific Region."
The CHR recognized that the country is hosting a four-day Asia Pacific Regional Conference on IHL from August 11 to 14.
The conference is a vital opportunity for the country to strengthen its role, the CHR said, as a "champion of IHL, especially in addressing emerging challenges, such as cyber operations, and autonomous weapons systems."
While it clamored for stronger IHL enforcement, the CHR nonetheless commended the government's "active commitment" in advancing the IHL.
According to CHR, this was evident in the enactment of Republic Act (RA) 9851, or An Act Defining and Penalizing Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity; and RA 11188, or The Special Protection of Children in Situations of Armed Conflict Act.
It also acknowledged the Marcos administration's declared intent to seek a non-permanent seat on the United Nations Security Council (UNSC) in 2027-2027 as this "further underscor[es] the country's commitment to global peace and security grounded in humanitarian principles." — Mariel Celine Serquiña/ VDV, GMA Integrated News

The government wants to continue its emergency employment program to disadvantaged individuals and displaced workers with the proposed P11 billion allocation to the Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) program of the Department of Labor and Employment (DOLE). Under the 2026 National Expenditure Program (NEP), the labor and employment agencies, composed of the DOLE and Department of Migrant Workers, are set to receive P55.2 billion funding next year — among the top departments with the biggest proposed budget for next year. Of the figures, the DOLE will get P44.38 billion — lower than its P51.20 billion budget in 2025. The DMW, meanwhile, will receive P9.48 billion, higher than its P8.08 billion funding for this year. According to the NEP, a total of P12.24 billion will be appropriated for the DOLE's TUPAD program and the Government Internship Program (GIP). This amount is lower than the P18 billion budget of the two programs this year. Under the TUPAD program, beneficiaries will be working for 10 days in community clean-up, debris clearing, and rehabilitation of public infrastructures. They will be paid with the highest prevailing minimum wage rate in the region. TESDA Meanwhile, the Marcos administration likewise allocated funding for Technical Education and Skills Development Authority (TESDA) scholarship programs. This includes the training for work scholarship program (P4.34 billion); special training for employment program (P1.62 billion); and technical-vocational training programs (P5.05 billion). At least P300 million will also be appropriated for the Bagong Pilipinas Merit Scholarship Program, and P1.65 billion for the TESDA Tulong Trabaho Program. In July, President Ferdinand 'Bongbong' Marcos Jr. touted major strides in the country's higher education sector, highlighting the expansion of TESDA scholarships and financial aid for poor families during his fourth State of the Nation Address (SONA). The 2nd San Juanico bridge project in Tacloban City has been allocated P10 billion under the P6.793-trillion National Expenditure Program for 2026. The said project was included in the Department of Public Works and Highways' (DPWH) over P881.3-billion allocation for next year. The expenditure program for 2026 recently submitted by Malacanang to Congress showed that the second San Juanico bridge project is a Japan International Cooperation Agency-assisted project. DPWH Secretary Manuel Bonoan earlier said the government plans to build a new bridge adjacent to the existing San Juanico Bridge, which would be about 2.6 kilometers long. A flagship project of the Marcos administration, Bonoan hoped that the detailed engineering design would be completed by 2026 and the construction would follow immediately. A three-ton load limit had been imposed on the San Juanico Bridge since May this year after an assessment showed significant structural compromises to the bridge. The President had said more than P500 million has already been allocated for the San Juanico Bridge's repair. DPWH said it is expediting the repairs to increase its load limit to 12 - 15 tons by December this year. Built in 1969 and completed in 1973, the San Juanico Bridge is the third-longest bridge spanning a body of seawater in the Philippines, connecting the islands of Samar and Leyte. —LDF, GMA Integrated News

Unprogrammed appropriations slashed to P250 billion in proposed 2026 budget

File photo The Marcos administration is reducing the amount as well as the share of unprogrammed appropriations or 'standby funds' in the proposed P6.793-trillion national budget next year. Based on the Fiscal Year 2026 National Expenditure Program (NEP), the budget level for unprogrammed appropriations amounts to P249.99 billion, slashed by 68.79% from the P363.42 billion level in the Fiscal Year 2025 General Appropriations Act (GAA), net of vetoed items at over P168 billion. The amount is equivalent to 3.68% of the proposed 2026 NEP, also lower than unprogrammed appropriations' 5.7% share in the 2025 GAA. The Department of Budget and Management (DBM) defines unprogrammed appropriations as those that provide standby authority to incur additional agency obligations for priority programs or projects when revenue collection exceeds targets, and when additional grants or foreign funds are generated while appropriations with definite/identified funding as of the time the budget is prepared. In simple terms, unprogrammed appropriations are akin to planned household purchases that may only proceed if extra money is available, either from additional income, like bonuses or from loans. The unprogrammed appropriations were among the contentions in the controversial 2025 GAA amid allegations of insertions during the bicam—an issue which compelled both chambers of Congress to open the bicameral conference committee meetings to the public. During the Kapihan sa Manila Bay Forum on Thursday, Budget Secretary Amenah Pangandaman defended the practice of having standby funds or unprogrammed appropriations in the national budget. 'You know the unprogrammed [appropriations] it's a standby fund… marami din naman nagagawa 'yan [it can accomplish a lot],' Pangandaman said. The Budget chief cited that standby funds were tapped to finance the health emergency benefits of healthcare workers. The Budget Department had earlier explained that unprogrammed appropriations exist 'outside the approved government fiscal program, which serve as an important tool for the government to address unforeseen expenditures and prioritize essential programs and projects.' For her part, DBM Undersecretary Mary Anne dela Vega said the Budget Department maintains a 'ceratin percentage at least mga 5% of the total expenditure program' for the unprogrammed appropriations. 'We stick to our proposal that it should be 5% or lower of the total expenditure program,' dela Vega said during the news forum.
