Commentary: Southeast Asia has agency to navigate a global system upended by Trump

SINGAPORE: On a research trip in the middle of April, we found ourselves in Washington bathed in springtime sunshine, with smiling tourists taking photos outside the White House. Speaking to US government officials and think tank analysts provided us quite a different picture: The raft of 'Liberation Day' tariffs announced just days earlier, they said, was 'an exercise in unbridled chaos'.
Now that the US and China are finally starting trade talks this weekend, there is some hope that weeks of brinksmanship between the world's two largest economies might finally give way to something constructive.
Both sides need a deal. For Southeast Asia, it must be a deal that does not create more collateral damage, better still a deal that does not force countries to walk a tightrope between the two strategic rivals.
Southeast Asia worries about becoming the dumping ground for excess Chinese goods, about being forced to cough up exorbitant tariff fees to continue exporting to America, and the expectation to impose trade or investment restrictions on China.
It's really all about China. American officials are brutally frank when it comes to Southeast Asia. They don't hide their disinterest in the region.
The Trump 2.0 administration is focused on righting the 'wrongs' of trade imbalances between the US and its trading partners. For now, it is less concerned about Washington's strategic approach to Southeast Asia and the Indo-Pacific. Any ounce of interest comes in the form of lamenting the region's sanguine approach to China, when Washington is keen to line up a defensive perimeter around China.
A COHERENT CHINA STRATEGY, OR LACK THEREOF
Yet it does not appear that Mr Trump has formed a coherent China strategy, apart from what is effectively a trade embargo on China and using tariffs to exert pressure on everyone else to limit their relationship with Beijing.
In the interim, it appears that the US' lazy default on Taiwan and the South China Sea will be implicit deterrence. One think tank analyst reminded us of his favourite Trump quote about his relationship with Chinese President Xi Jinping: 'I wouldn't have to (use military force), because he respects me and he knows I'm f****** crazy,'.
But Washington cannot have a coherent China strategy if it does not have at least some Southeast Asian cooperation or acquiescence.
The Indo-Pacific is the world's new centre of gravity, and Southeast Asia lies at its core. The region's economy will eventually reach US$4.5 trillion to become the world's fourth biggest economy come 2030, overtaking economic powerhouses like Japan and Germany. With ASEAN and its related entities such as the East Asia Summit in its diplomatic toolkit, the grouping exercises some form of convening power among the major powers.
Southeast Asia also sees the US as a way to balance China, as suggested in the ISEAS-Yusof Ishak Institute's 2025 State of Southeast Asia Survey. A significant portion of respondents welcomed Mr Trump's strongman persona and his ability to stand up to China's aggression, particularly in the South China Sea, though it should be noted the survey was conducted before 'Liberation Day'.
The centre cannot hold, however. Speaking at this year's edition of the S Rajaratnam lecture in April, Singapore Prime Minister Lawrence Wong underscored how the post-World War II rules-based international order was fraying, given that the US is retreating from its traditional role as the guarantor of global order and no country is able to fill the void.
COURTING PARTNERS INTO EXISTING TRADE PACTS
A changed global order does not mean that Southeast Asian countries have no agency. The region is not without ammunition in the ongoing trade war between China and the US.
Courting trading partners who are looking for alternatives in the face of US tariffs is one. ASEAN may be a distinctive group of 10 economies but it has spun a complex web of bilateral and regional free trade agreements (FTAs) together as a collective grouping.
These include the Regional Comprehensive Economic Partnership (RCEP), the world's largest FTA comprising 30 per cent of the world's total GDP and population. Four ASEAN countries are also part of the Comprehensive and Progressive Agreement for the Trans-Pacific Partnership (CPTPP), the precursor of which was abandoned by the first Trump Administration.
ASEAN's proposed Digital Economic Framework Agreement, the world's first regional digital economic trade agreement, could be another game changer in the burgeoning digital services trade.
Despite on-off talks of an FTA with ASEAN, the EU has held back due to reservations about ASEAN's ability to harmonise and meet up to stringent EU trade, environment and human rights rules. The perfect cannot be the enemy of good. It would be timely for the two blocs to revive and accelerate these talks.
The EU also needs to consider if joining the RCEP and CPTPP could help to bolster its own trade resilience and strengthen its equally precarious trade position vis-a-vis the US. Similarly, an expansion of the CPTPP – which Indonesia, China, Taiwan, Costa Rica, Uruguay and Ecuador have applied to join – would serve to extend and strengthen trade linkages between Asia, Latin America and Europe.
The real cherry on the cake will be getting India to join the club. It is the fifth-largest economy by gross domestic product and soon-to-be the world's third-largest consumer economy, and its young demographic dividend is alluring.
Getting India to enter more trade pacts has been difficult. But on May 6, it struck a mega deal with the United Kingdom which may be indicative that India is open to trade agreements in this volatile geoeconomic environment.
A DEFENCE SHAKEDOWN
On the security front, regional countries are not holding their breath either. If Mr Trump can settle tariff negotiations with Southeast Asian countries, a proper approach would be to use the 'Free and Open Indo-Pacific' strategy to get US allies and partners to uphold principles, such as freedom and navigation and no recourse to the use of force, as an implicit deterrent on China.
For now, Trump 2.0 appears to be heading in the right direction. In his first meeting with Quad leaders in January, Secretary of State Marco Rubio upheld this strategy. In his inaugural tour of Japan and the Philippines in March, Secretary of Defense Pete Hegseth stressed that America First does not mean America Alone.
But such a traditional US approach to regional security cannot be assured. The fear is that the US will shake down its allies and partners to carry more of the defence burden as the US cuts back on its forward-deployed posture.
No wonder, there is talk about Southeast Asian countries deepening security cooperation with Quad countries sans the US, and revived debates about South Korea and Japan breaking the taboo on nuclear weapons.
As the US-led world order frays in a multipolar one, Southeast Asian countries still retain agency to chart their own paths.

SINGAPORE: Singapore is trying to find solutions to deal with the "worst-case scenario" where Singaporean Harvard University students are not able to physically study in Boston, Minister for Foreign Affairs Vivian Balakrishnan said on Saturday (Jun 7). His ministry will continue to seek clarification on international student visas with the US State Department and Department of Homeland Security, he told reporters, though he made no promises that the matter would be resolved in time. Dr Balakrishnan on Saturday completed a four-day working visit to Washington DC. This was the first ministerial visit to the US since both countries elected new governments. Harvard's ability to enrol international students was thrown into turmoil last month after the US government said it would block the university from accepting foreign students, affecting study plans. Though all Singaporean students are set to be affected by the visa issue and possible delays in processing their applications, those studying at Harvard have the "greatest concern", and Singapore's ambassador to the US, Mr Lui Tuck Yew, has held a virtual townhall with them. "We are also trying to find solutions to deal with the worst-case scenario where they would not be able to physically study in Boston," Dr Balakrishnan said, adding that the ministry has some ideas about how to help the students deal with that "without impairing their academic and professional progress". Those who are not in the US yet and have not secured visas may need to have backup plans, he said. "But my main point is we will stay in touch, and we will continue to keep you informed." A court on Thursday ruled that the government cannot enforce US President Donald Trump's latest move to bar most new international students at Harvard from entering the country, following legal action by the university. Beyond Harvard, Reuters also reported last month that the US ordered its consular offices to stop scheduling new visa interviews for students and exchange visitors. "I am not in a position to give any guarantees that this will be resolved in time," said Dr Balakrishnan, when asked about contingencies being planned for Singaporean students. He noted that it is already June, and the academic year in the US usually begins in August. "We will have to watch this space, but rest assured that we will continue to do our best to try to at least get clarification, get certainty ... (and) thereafter, give our students specific advice," he said. Dr Balakrishnan said he hoped that there will be clarifications from US authorities in the next few days, but that these are domestic political issues. "The situation confronting our students is not confined to Singapore, but indeed to all international students," he said. "It is not directed at us. Nevertheless, you can become affected as collateral damage." He added that it is in the interest of both countries keep opportunities open to Singaporeans who want to study and even work in the US. "I hope we will be able to find suitable solutions for our students who want to pursue educational opportunities in the United States." "NO HURDLES" Dr Balakrishnan also said there were no challenges in interacting with his US counterparts during his trip. "There were no hurdles or impediments interacting with the Americans ... We got along in our own usual direct and constructive manner," he said, adding that there was no anxiety on that front. "The anxiety is that we have reached the end of a world order that has prevailed for 80 years, and we are now in a period of transition to a new world order." Singapore has benefited from open trade and free flow of investments and the multilateral rules-based order, he said. "That is clearly changing, and the time of greatest danger is the interregnum – the transition period from one world order to the next. That is why this is a time where we need to be alert, we need to keep our eyes and ears open, and we need to respond promptly and quickly to changes." It is also important to interact frequently, candidly, openly and constructively, especially with a superpower which is of "great strategic importance to us", he said. In response to a question on how tariff discussions are going, Dr Balakrishnan said it will take time because the US is looking for multiple rounds of negotiation with its trading partners. Based on conversations with senators and members of Congress from the two major US political parties, there is still a recognition that trade, investment, intellectual property protection, reliability and supply chain security are vital issues, he said. "Do not just look at the headline numbers of what the tariffs are, but rather think about the primary considerations and anxieties of policy makers across the whole world," he said. Negotiators from different countries have to exercise discretion and care in how they seek to preserve and protect their national interests.

SINGAPORE: A woman caused a bit of a stir online after calling out in a LinkedIn post government officials who post selfies when they fly business class for official trips. In her post, the woman, whose bio says she is a joint managing partner at a law firm, writes an open letter to political officeholders. 'I know it's important to signal that you're hard at work and that promises made during the election period were not empty ones. I hereby clap for you. But sharing photos of you dashing about on work trips IN A BUSINESS CLASS SEAT is distinctly counterproductive. It's a humblebrag.' She added that the only acceptable situation for posting a selfie on the plane would be when one performs a heroic act, but took that back, saying it 'would not be cool either.' When a commenter on her post said that office holders could travel first class, and therefore the post had not been a humble brag, the post author doubled down, saying it was 'tone deaf from a comms angle.' Another commenter, who had seen a recent post of this nature from a top government official, wrote, 'It's literally just him with the headrest, talking about being glad to go home,' and added that the woman's post is 'so unnecessary.' The post author clarified that she was not referring to anyone in particular. 'I don't know who 'him' in your post refers to. I'm not talking about any specific POH or any specific post. I wouldn't be so cowardly as to do that without stating details. I've noticed a number of posts showing politicians doing this and think it's counterproductive from a comms perspective, and it's this trend I'm addressing,' she replied. The commenter fired back with, 'Regardless of who it is, I find virtue signalling on this or bringing this up in the tone that you did, tone deaf, when there are actual bread and butter issues Singaporeans really care about, than this. This just sounded like office water cooler gossip to me.' On Reddit, where the LinkedIn post was shared, and then later on, taken down, some of the commenters were more pointed. 'Why the snarky remarks? Only bigshot lawyers can take Business Class? Please… Stay in your own lane,' wrote one. 'I have zero issues with my taxpayer monies being used to fly a political office holder on business class for work. In fact, I want that for him. Better to have him well-rested and well-fed so that he can handle the important negotiations and discussions that affect the future of this country,' opined another. 'What is she trying to stir? Flying commercial in business class on work trips is not anywhere flaunting wealth or power lor. Cheng didn't shy away from admitting that the closures have been heartbreaking—familiar neighbourhood hangouts, late-night bars where friends gathered, even family-run cafes that felt like home, have all folded one after another. Yet he urged us to pause before pointing fingers at landlords. 'Most mall spaces are still taken,' he reminded readers, suggesting that behind every lease negotiation is a landlord weighing risks—sometimes betting on higher rents only to discover too late that demand has shifted. In his view, it's not a matter of landlords callously letting spaces sit empty; it's a delicate, often agonising decision that can leave both tenant and landlord worse off if the timing or market dynamics don't line up. 'It is simplistic to just blame rentals,' he wrote. 'Most of the time, landlords also take a gamble during renewal… If they make the wrong decision, they may end up with a lower rent.' It's tempting to let free-market forces decide—after all, high-profile brands bring in foreign investments and big leases fuel massive growth. But when a local hawker or startup can't renew their lease because the rent jumps too much, it isn't just a business closing: it's one less place where friends meet for kopi, one less corner of our community. If the sheer cost of business keeps squeezing smaller operators, soon there won't be any local names left on the storefronts—just global logos. The real test is whether we can find a way to let big and small businesses coexist, so that big brands, aspiring and small entrepreneurs feel at home here. That balance can shape what Singapore looks and feels like in the years ahead.
