
A vision for social security, designed by and for disabled people
Exploring the entirety of how ADP operates, the review recognised the achievements associated with ADP as a payment based upon the values of dignity, fairness and respect, while seeking to understand how to build on those achievements.
It includes several important recommendations, such as establishing a group of people who have direct experience of accessing ADP from Social Security Scotland – placing real-world perspectives at the heart of Scotland's social security agency. This would be augmented by agency-wide training for staff in how to support people who have experienced trauma, embedding a flexible approach which is crucial to preventing further harm.
Other simple, transformative suggestions include improvements to the ADP application form and giving people the option from the outset to discuss their circumstances with specialist staff either in person or remotely. Evidence from our network shows that many people struggle with the nature of their circumstances, often unable to articulate or even perceive them clearly. Giving people the opportunity to interact directly with agency staff can be the most effective way of conveying a complete and accurate picture of their situation. Empowering people in this way would help to avoid inaccurate decisions, resulting in fewer disputes that cause psychological and financial harm.
The review is clear. Ambition is needed if ADP is to become a truly world-leading payment. For example, facilitating seamless connections between social security to other agencies and services that a person might need, such as a local authority team, would facilitate consistency in decision-making and better anchor services to the needs of individuals.
Achieving this means revising the ADP eligibility criteria to focus on the impact of health on wellbeing and everyday outcomes, such as being able to prepare a nutritious meal. It means accounting for the way health conditions interact and explicitly recognising health related risks and potential harms.
The review has drawn a map towards a process that sensitively explores the multiple dimensions of a person's life and health, including medical information; the ability to perform tasks; personal circumstances; and social and environmental realities. Such an approach would radically improve the experience of, and trust in, social security and its ability to identify and fulfil the needs of disabled people.
The Scottish Government will now consider whether to accept the review's recommendations. Our view is that doing so would take Scotland forward toward a genuinely world-leading, participative and fair social security payment; surely a promising future worth investing in.

DWP changes: Full list of people eligible for a free bus pass after overhaul
In the UK, many individuals are entitled to a free bus pass, including those with certain disabilities or those aged over 66. Despite recent changes to Personal Independence Payment (PIP) eligibility, travel schemes dependent on disability benefit eligibility may still provide free travel, even if benefits are lost under the contentious welfare reform bill recently passed by Parliament. Under the English National Concessionary Travel Scheme, disabled individuals in England can obtain a free bus pass through their local council. There have been recent worries that disabled people might lose their entitlement to a free pass following the Government's overhaul of PIP benefit eligibility. However, due to the wording of the bill, you may still be eligible for the concessionary travel scheme pass even if you lose PIP. Other factors, such as receiving the higher rate mobility component of Disability Living Allowance (DLA) or holding a Blue Badge, can also qualify individuals for a free bus pass. Some regions also offer free bus passes based on specific disabilities or conditions, regardless of PIP status. Concerns have been raised about the potential impact on individuals who rely on the Blue Badge scheme or those who hold concession travel cards offering free bus journeys following the overhaul to the benefits system announced by Liz Kendall in March, reports CambridgeshireLive. The Bill was significantly watered down in June following a revolt by backbench MPs. Some MPs and disability campaigners continue to warn that benefit claimants with severe, lifelong illnesses could see their out-of-work benefits halved under the reforms. The qualifying element of the disabled concessionary travel scheme, which allows people to access free bus journeys across England, traditionally relies on PIP eligibility. However, if you are deemed to have mobility difficulties and you receive the enhanced rate mobility component of PIP, you still qualify for the pass even if you don't receive any payments from it. You can also get a free travel pass for a number of other reasons, including if you are over the State Pension age, a carer or qualified under the Armed Forces Compensation Scheme. Campaigners are calling on the Government to reduce the age that older people receive a free bus pass in England from 66 to 60 - in line with Scotland, Wales and Northern Ireland. Currently, you can apply for reduced cost or a free travel pass if you are: an older person who has reached their 66th birthday (current State Pension age) someone with a learning, speech, visual or physical disability under pensionable age a carer companion to someone who couldn't travel without your help Someone who qualifies under the Armed Forces Compensation Scheme If you wish to qualify as a disabled person for the scheme, here are the eligibility requirements: chronically sick and disabled and suffering from any disability which permanently and seriously impairs your ability to walk permanently blind and unable to perform any duties for which sight is required assessed as having learning disabilities registered as profoundly deaf, with or without speech without the use of both arms, whether through the absence of limbs or otherwise unable to drive having had a driving license refused or revoked on medical grounds registered as partially sighted (where disability can be assessed by a Consultant Ophthalmologist) You must have undergone a PIP assessment and provide proof of receiving the enhanced rate mobility component of PIP or have been awarded at least 8 points for "moving around" or "communicating verbally".

Tributes to doctor known for work on rheumatic diseases
Died: June 25, 2025 Hilary Murdoch, who was died aged 75, was one of Scotland's most distinguished rheumatologists. She worked for many years as a consultant rheumatologist at the Centre for Rheumatic Diseases at Glasgow Royal Infirmary and was best known to her colleagues and patients as Hilary Capell. She was born in South Africa, a second daughter for Aubrey and Gladys, and grew up in Johannesburg with her older sister Janice. On leaving school, Hilary went on to study medicine at the University of the Witwatersrand (Wits). She first came to Britain in 1970 to undertake a student elective at St Mary's Hospital in London. As this was such a positive experience, she returned later to tour more of the country and visited a friend working in Glasgow. Afterwards, back home in South Africa, she decided to return to Scotland to obtain the MRCP, a postgraduate medical qualification. Her first post was as a senior house officer in medicine at Stobhill Hospital. During this time Hilary not only passed her exams but met her future husband Robert Murdoch, a mathematician. They married in 1976. She quickly became an honorary Glaswegian although the finer points of the patter sometimes eluded her. An amused Robert received a call one morning with a question. She had seen three patients who all told her they had the dry boak – did he know what this was? Later as a consultant, she was at a loss when referred to as the heid bummer! Attracted by the work of Professor Watson Buchanan who had not long before established the Centre for Rheumatic Diseases in Baird Street, Hilary was appointed as a registrar in his unit and began her career in rheumatology. She thrived there and became a consultant at the early age of 29 at a time when there were very few senior medical women. Her main research interest lay in the use of disease-modifying anti-rheumatic drugs (DMARDs). The aim was to reduce disease activity in inflammatory arthritis and thereby improve the lives of affected individuals. When her work began there were very few good therapeutic options. She initially studied the use of gold, penicillamine and sulfasalazine and later the pros and cons of corticosteroids in rheumatoid arthritis. She also considered other interventions such as the effects of a Mediterranean-type diet. Research findings were regularly presented with her team at many national and international meetings and published in both medical and rheumatology journals. She led the working group for the SIGN Guideline on the Management of Early Rheumatoid Arthritis (2001). Over the years, Hilary inspired a number of young doctors to enter her speciality and she mentored many trainees, some of whom went on to become consultants themselves. She asked searching questions and had high standards but was, at the same time, supportive and encouraging, quick to look for a silver lining rather than dwell on a setback. She was also formidably well organised but her superpower was undoubtably her ability to get people to do things – people who sometimes afterwards wondered what on earth had induced them to take the task on. Hilary contributed to medicine more widely and became a Fellow of the Royal College of Physicians and Surgeons of Glasgow, served on its council and examined in its postgraduate exams. She was made an honorary professor by Glasgow University. After she retired in 2008 she continued to support Pharmacy NHS Education for Scotland for several years. In retirement, her interest in fostering the potential of young people continued. She and Robert answered an advert for the Intergenerational Mentoring Network in the Centre for Lifelong Learning at Strathclyde University. This led to them providing additional support to young people at Springburn Academy who wished to go on to university. Hilary was particularly interested in trying to help those keen to pursue careers in healthcare. More recently, she and Robert were providing support to young people studying at the Royal Conservatoire of Scotland. Foremost among Hilary's interests was her passion for travel and not many places in the world were left unexplored. Difficult conditions didn't put her off and she remained unruffled by technical hitches such as being stranded on a sandbank in a small boat in the middle of an Indian river when the boatman became disorientated in thick early morning fog. She was never happier than when on safari in Africa or India observing wildlife in their natural surroundings. Back home in Glasgow she enjoyed long, chatty lunches often tucked away in a corner of the Buttery. On one such occasion the group knew that they had definitely overstayed their welcome when a staff member very politely asked if they would like him to call them a taxi. She did of course have a few foibles. High on the list of these was her favourite drink which was unusually, indeed unnaturally, weak tea. The brew consisted of sugary (very) hot water over which tea leaves were transiently wafted. Virtually no-one other than herself could ever make this to her specifications. Although Hilary lived in Scotland for over 50 years, she never forgot her South African roots. She kept in close touch with her family and visited every year with Robert, sometimes taking Scottish friends with them. Hilary and Robert were a devoted and highly sociable couple with many friends. They were the organisers of many get-togethers, away days and theatre visits. A tremendous double act who marked their 49th wedding anniversary earlier this year. By any standard, Hilary's was a life well lived and enjoyed to the full on her own terms. Who among us could ask for more. NHS to spend more on US drugs as Britain bows to Trump
Ministers are preparing to boost NHS spending on US drugs in a race to avoid a future tariff hit from Donald Trump. The Government told drugmakers last week that it would agree to boost spending on medicines to comparable levels with the US. The promise to increase the GDP share allocated to medicines is understood to have been made as part of talks with drug bosses over the NHS drugs spending cap. It follows demands from the US president that other countries stop 'freeloading' on American innovation and pay more for its medicines. In the US-UK trade agreement, signed earlier this year, ministers said the NHS would review drug pricing to take into account the 'concerns of the president'. The UK's expenditure on new innovative medicines currently stands at just 0.28pc of GDP, around a third of America's proportionate spending of 0.78pc of its GDP. Even in Europe, the UK lags other countries, with Germany spending 0.4pc of its GDP and Italy spending 0.5pc. Ministers are understood to have offered to take steps to get the UK level closer to the US proportion. However, sources said the Government did not provide details on timing or concrete actions as to how the NHS would increase medicine spending. One insider claimed the proposal was 'a lot of jam and a lot of tomorrows'. The offer comes weeks after the US president told the world's biggest drugmakers that they needed to lower prices for Americans, suggesting they pay for this by charging higher fees abroad. In a letter sent to the bosses of 17 pharmaceutical companies, Mr Trump demanded they 'negotiate harder with foreign freeloading nations' for their medicines, suggesting he would use tariffs to push through higher prices if countries resisted. Earlier this year, the Telegraph revealed that the White House was already pressing for the NHS to spend more on American drugs. US officials are particularly concerned by an arrangement that allows the NHS to spend less on medicines than other countries by forcing drugmakers to pay rebates. The UK's voluntary scheme for branded medicines pricing, access and growth (known as VPAG) makes sure that the NHS does not overpay for medicines. It does this by requiring pharmaceutical companies to pay sales rebates back to the NHS if its medicine bill rises faster than expected, essentially keeping a cap on drug costs. Earlier this year, the Department of Health launched a review of the scheme under pressure from Mr Trump and the pharmaceutical industry. Since then, ministers have been in negotiations with drug companies over how much the NHS should be able to claw back in rebates. Drug company chiefs are expected to vote on whether to accept the latest offer next week. The offer follows years where drug bosses have called for the UK to spend more on medicines. Albert Bourla, the chief executive of US drug giant Pfizer, said in June: 'We represent in the UK 0.3pc of their GDP per capita. That's how much they spend on medicine. So yes, they can increase prices.' He said countries were other countries were 'free-riding' on the US. A government spokesman said: 'The VPAG review is one of many ways in which we are taking decisive action to unlock innovation and drive investment in the UK's world-class pharmaceutical sector including the Life Sciences Sector Plan. 'We will make sure the next game changers in medicine are developed here in Britain, for the benefit of our health at home and abroad. 'We continue to work closely with industry, including Associated of the British Pharmaceutical Industry, on the VPAG review and the outcome will be announced in due course.' The Government previously argued it would 'only ever sign trade agreements that align with the UK's national interests and to suggest otherwise would be misleading'.
