RCB marketing head among four arrested over Bengaluru stampede

The Karnataka Police on Friday arrested four persons, including a representative of Royal Challengers Bengaluru, in connection with the stampede outside the Chinnaswamy Stadium that killed 11 persons and injured more than 50, The Indian Express reported.
Nikhil Sosale, the marketing head of Royal Challengers Bengaluru, along with event management firm DNA Entertainment Networks' Sunil Mathew, Kiran and Sumanth, were arrested at the city's Kempegowda International Airport, NDTV reported.
This came hours after Chief Minister Siddaramaiah on Thursday said that the state government had ordered the arrest of representatives from the Karnataka State Cricket Association, DNA Entertainment Networks and Royal Challengers Bengaluru for the stampede.
A first information report had been filed at the Cubbon Park Police Station against them earlier in the day based on a complaint that alleged that criminal negligence had led to the stampede.
Unidentified police officers told The Indian Express that the Karnataka State Cricket Association officials had been absconding since Thursday night.
The stampede took place on Wednesday at Gate Number 3 of the stadium, where fans had gathered to celebrate Royal Challengers Bengaluru's victory in the Indian Premier League and welcome the team.
On Thursday, Siddaramaiah suspended Bengaluru Police Commissioner B Dayananda and several police officers, The Hindu reported.
The state government named Seemanth Kumar Singh, the Additional Director-General of Police (Bengaluru Metropolitan Task Force), to replace Dayananda.
Apart from Dayananda, Additional Commissioner of Police (West) Vikash Kumar Vikash, Deputy Commissioner of Police (Central) Shekhar Tekkanavar, Assistant Commissioner of Police (Cubbon Park Division) Bala Krishna and Cubbon Park Police Station Inspector Girish were suspended.
'The matter was discussed with the senior ministers and legal advisor AS Ponnanna,' The News Minute quoted the chief minister as saying. 'We felt the police had been irresponsible and negligent. I have never seen a stampede since I became MLA. This has distressed us all.'
The investigation in the case would be handed over to the Criminal Investigation Department, the chief minister said, adding that prima facie there was negligence on the part of the police, The News Minute reported.
He also said that a judicial inquiry would be conducted by a one-man commission headed by former Karnataka High Court judge Michael D'Cunha, The Hindu reported.
Earlier on Thursday, the Karnataka High Court had taken suo motu cognisance of the incident and issued a notice to the state government. It also sought a 'further status report' from the state.
Prior to this, state Home Minister G Parameshwara had alleged that Royal Challengers Bengaluru and the Karnataka State Cricket Association wanted to organise the victory event and the state government only facilitated it.
Siddaramaiah had also made the claim on Wednesday evening, saying: 'It is not us. We didn't make any request regarding the celebration to RCB [Royal Challengers Bengaluru] and KSCA [Karnataka State Cricket Association]. They organised this.'
He had claimed that two lakh to three lakh people came for the victory march at the stadium, which has a capacity of only 35,000.
The Bharatiya Janata Party, meanwhile, had called for Siddaramaiah and Shivakumar's resignations.
Royal Challengers Bengaluru on Thursday announced Rs 10 lakh compensation for each of the 11 families of the deceased. The team also said it was setting up a fund, RCB Cares, to support those injured in the incident.

Absolutely gutted" while resharing an official statement from his IPL franchise RCB. BCCI secretary Devajit Saikia expressed his condolences to the family of the deceased while slamming the organisers of the event. 'It is very unfortunate. This is a negative side of popularity. People are crazy for cricketers. The organisers should have planned it better. My deepest condolences to the family of the deceased. I wish early recovery of the injured," Saikia told news agency PTI. 'When one organises a victory celebration of this magnitude, proper precautions, safety and security measures need to be taken. There have been some lapses somewhere. After such a glorious ending to the IPL, this has been an anti-climax," he added. The RCB squad arrived in Bengaluru on Wednesday morning before heading to Vidhana Soudha where they were felicitated by Karnataka CM Siddaramaiah and Deputy CM D K Shivakumar. They then headed to the M Chinnaswamy Stadium to continue their victory celebrations where fans had gathered to witness a musical performance before the players including RCB captain Rajat Patidar and Kohli delivered speeches. The close aide of the CM became the first Cabinet-rank official to be sacked in the aftermath of the stampede that occurred outside the Chinnaswamy stadium during the IPL victory celebrations of the Royal Challengers Bangalore, leaving 11 people dead. Govindaraju, currently an MLC, conceived the idea of a victory parade and celebration at the Vidhana Soudha, the state legislature, despite the Bengaluru City Police denying permission for the event, according to multiple sources in the government and the police. 'He reportedly liaised between the state government, KSCA (Karnataka State Cricket Association) and RCB even though the police denied permission,' a source said, adding that the police, at a certain point, were kept in the dark about the communications happening between the KSCA and the state government. Sources in the Congress alleged that Govindaraju pushed the idea of a large-scale celebration as he aspired to contest the KSCA polls. Labelled the de facto 'sports minister' by a section of state Congress leaders, Govindaraju is viewed as a 'troubleshooter who operates behind the scenes'. In the last two decades, he has always occupied important positions whenever the Congress is at the helm of affairs. He has been president of the International Basketball Federation (FIBA) Asia, the Basketball Federation of India, and the Karnataka Olympic Association. Govindaraju has denied all the allegations and told the media on Friday that he was not involved with the RCB and 'never contacted by the KSCA'. Claiming that he was disturbed by the sequence of events, he told The Indian Express, 'It has happened over a minor issue and nothing big. I will speak to you next week.' Hailing from a family of bureaucrats from Kolar, sources said Govindaraju had access to the corridors of power as his elder brother is an IAS officer promoted from the state services. A senior Congress leader credited Govindaraju's 'entreprising behaviour and never-say-no attitude' for his rise in the echelons of power. 'He first came into contact with state Minister K J George and then with (former CM) S M Krishna. He is seen as a man who caters to the needs of powerful politicians,' a leader said. Govindaraju also had a stint in electoral politics when he made his Assembly poll debut from the Shivajinagar seat in 1999. But he lost the election. He continued to remain a part of the state power circles and was elected MLC in 2012. He also served as Siddaramaiah's parliamentary secretary between 2015 and 2018. Seen in Congress circles as the party's 'fundraiser', Govindaraju found himself in the centre of a controversy in 2017 after Income Tax officials recovered a diary from him with details of payments worth Rs 600 crore allegedly made to senior Congress leaders.
