Trump and the Federal Reserve's independence
PRESIDENT Donald Trump recently escalated his long-running attack on Federal Reserve chair Jerome Powell, lambasting him for keeping interest rates too high and accusing him of 'playing politics'. He lamented that 'Powell's termination cannot come fast enough!' and warned: 'If I want him out, he'll be out of there real fast, believe me.'
After a strong negative market reaction, the president backtracked, until further notice, and said he does not intend to fire the Fed chair. Such an attempt would test the legal safeguards that protect the Federal Reserve from political pressure and destabilise financial markets, as Treasury Secretary Scott Bessent reportedly warned Trump and the White House in private.
The legal background
The Federal Reserve Act sets clear limits: Under Title 12 of the United States Code paragraph 242, the president may remove a Fed governor or chair only 'for cause'. Courts have long held that 'cause' means misconduct or incapacity and does not apply to differing views on policy. This suggests that any attempt to dismiss Powell on those grounds would collapse under legal scrutiny.
Another safeguard of the Fed's independence is the 1935 Supreme Court decision in Humphrey's Executor v United States. That ruling established that Congress may insulate officials of independent agencies from removal except for 'inefficiency, neglect of duty, or malfeasance in office'. Fed governors and chairs have relied on this decision for protection.
However, Trump's legal team is seeking to strip similar 'for cause' protections from the National Labour Relations Board and the Merit Systems Protection Board. They argue the president cannot be constrained in shaping his executive team. The Supreme Court decisions on these cases could reshape the contours of agency independence, including that of the Federal Reserve.
That the Fed sets monetary policy independently has historically been a cornerstone of financial system stability. The US Congress granted the central bank this status to ensure that it could set policies affecting the economy and banking system free from political interference. Indeed, the financial community as well as members of both parties in Congress see an independent Fed as vital to preserving a strong economy.

However, although the risk that Trump tries to fire Powell has now receded, during his four-year term, Trump and his team will have the possibility of increasing their influence on how the Fed sets US monetary policy.
Powell's term as Fed chair ends in May 2026. In the past, former Fed chairs stepped down from the position as Fed governors immediately or shortly after the end of their term as chair. If Powell resigns from the Fed, Trump will nominate one governor in his place, who would also be expected to become the new Fed chair.
Also, vice-chairs normally step down from their governor position after the end of their vice-chair term. Michael Barr resigned as vice-chair for supervision at the end of February 2025, and Trump nominated Governor Michelle Bowman in his place. It would not be surprising if Barr would soon also step down from his governor position, leaving another vacancy in the Fed board of governors for President Trump to fill.
In addition, Governor Adriana Kugler's term on the Fed's board expires at the end of January 2026, and Governor Philip Jefferon's term as vice-chair ends in September 2027. All in all, President Trump seems likely to have the chance to nominate four Fed governors, including the next chair and another vice-chair, before his presidential term ends in January 2029.
Likely market impact
Investors value stability and predictability highly. If Trump tried to fire Fed chair Powell, this would have likely prompted an even more violent reaction against US assets than was recently seen, encouraging money to flee abroad. Although less imminent, the risk remains that the Fed's anti-inflation credentials will be diminished under Trump's presidency.
Waning confidence in the Fed's resolve to curb inflation would lead bondholders to demand an increased risk premium to hold Treasuries, pushing up medium-to-long dated bond yields. As a counterexample of what could happen to bond yields if the Fed's independence is diminished is the market reaction to the Bank of England unexpectedly becoming independent in 1997. Several authors have documented how UK inflation expectations and bond yields fell, and long-term inflation expectations became less sensitive to the current state of the economy.
As short-term rates would be expected to be cut aggressively under a new Trump-appointed Fed leadership, the US yield curve would steepen dramatically, although that would not necessarily signal an improved growth outlook. Any attempt by the Fed under the new chair to limit the surge in yields, for instance by restarting quantitative easing, would likely be met with even stronger selling flows by private and international investors.
The US dollar would also be negatively impacted. Its role as the world's reserve currency rests on trust in US institutions. A politicised Fed would erode that trust. Foreign holders of US dollars will seek to diversify into other currencies and gold. The selloff in US government bonds would be mirrored by a sharp fall in the US dollar, compounding a trend that has already emerged after Trump's tariff announcements. In an adverse feedback loop, a weaker US dollar would eventually raise the price of imported goods, stoking inflation and inflation expectations and pushing bond yields higher.
Equity markets would not be spared the shock. Volatility would spike as investors price in the implications of a central bank subject to the will of the US president. An increased equity risk premium would depress US share prices and negatively affect their expected returns relative to other markets.

South-east Asia's polymer production crisis worsens as US-China trade shift looms
[SINGAPORE] South-east Asia's petrochemical industry is facing a double whammy of weakening export demands and potential import surges, as trade tensions could redirect US polymer to the region's already-saturated market, sustaining pressure on production. Polyethylene (PE) and polypropylene (PP), as crucial downstream segments, are encountering 'considerable challenges' in the region, noted commodity markets intelligence firm Argus. This is amid trade uncertainty exacerbated by a US federal appeals court ruling on Wednesday (Jun 11) that President Donald Trump's tariffs can remain in place while it reviews an earlier court decision to block them. The latest ruling complicates newly drafted US-China plans to ease trade tensions. Argus highlighted that additional US polymer supply is anticipated to enter South-east Asia as part of trade flow redirection, driven by cost-competitiveness and the low likelihood of countries in the region imposing retaliatory tariffs on US cargoes. The London-headquartered research firm found that some US producers and regular exporters had already begun sending their cargoes to Vietnam instead of China. 'However, the situation remains fluid, and any continued shift in trade flows could contribute to additional supply entering the South-east Asian market,' the research firm said. Sign Up Sign Up During the US-China trade war in Trump's first term in office, US polymer exports were redirected to countries in the Asia-Pacific. Specifically, US PE exports to Singapore and Malaysia rose by 328 per cent and 264 per cent, respectively, Argus noted in another report released on May 30. Plastic goods pressuring demand Meanwhile, trade uncertainty could prompt new trade routes for finished plastic goods, beyond the polymer trade. Chinese plastic products once bound for the US will likely seek alternative markets – including South-east Asia. This threatens to further strain the region's export-dependent finished goods sector, putting indirect downward pressure on polymer demand. In 2024, around 8 per cent of the US' imported finished plastic goods came from South-east Asian countries, which now see the risk of a significant fall in demand, noted Argus. Around 17 per cent of China's PE imports were from the US in 2024. The intelligence firm noted that South-east Asian countries could explore opportunities to increase run rates and export PE to China with low-cost feedstocks amid the trade tensions between the world's two largest economies. 'But this remains a challenge for the region, as it predominantly relies on naphtha as a feedstock, which is less cost-competitive than lighter options,' it added. It also said that limited upstream integration further disadvantages the region, compared with markets in the Middle East and North-east Asia, where more integrated supply chains enhance cost efficiency. China factor Other than trade uncertainty, China's expanding polymer production capacity also threatens to deepen South-east Asia's existing polymer production crisis, where some regional crackers had been in extended shutdowns since late 2024. Fumiko Dobashi, manager of Asia-Pacific chemicals price reporting at S&P Global, highlighted a trade dynamic between the US, China and Asia in a briefing on Jun 3: The US exports raw materials such as ethane, liquefied petroleum gas and polymers, while Asia ships back finished plastic products and rubber products. However, China has been expanding its polymer capacity, transforming itself into a net exporter from a net importer and adding to the polymer flood into nearby regions, said Dobashi. She noted that while the US remains a major polymer exporter, the trend of China becoming a significant player continues, with the country increasing its exports to Asean nations such as Vietnam. Declining operating rates Over the past five years, South-east Asia's PE and PP operating rates have declined by 25 per cent and 20 per cent, respectively, on average as exports fell and imports rose, Argus noted. Meanwhile, the region's PP net trade position has shifted from net exporter to net importer since 2022; as has its PE trade position since 2024, amid China's accelerated progress towards self-sufficiency and increasing exports. Specifically, China's PP exports into the region have trebled to 636,000 tonnes over the past five years, mainly to Vietnam and Indonesia. China's focus on self-sufficiency also significantly reduced South-east Asia's PE and PP exports by 1.8 million tonnes, or 37 per cent, over the same period, according to the research firm. It added that the region's polymer prices will be further depressed by shrinking downstream export demand and more supply entering the market.

Musk says some of his posts about Trump ‘went too far'
[WASHINGTON] Billionaire businessman Elon Musk said on Wednesday (Jun 11) he regretted some of the posts he made last week about US President Donald Trump as they had gone 'too far'. Trump said on Saturday his relationship with Musk was over after they exchanged insults on social media, with the Tesla and SpaceX CEO describing the president's sweeping tax and spending Bill as a 'disgusting abomination.' Musk has since deleted some posts critical of Trump, including one signalling support for impeaching the president, and sources close to the world's richest man say his anger has started to subside and he may want to repair the relationship. 'I regret some of my posts about President Donald Trump last week. They went too far,' Musk wrote in a post on his social media platform X on Wednesday, without saying which specific posts he was talking about. Tesla shares in Frankfurt rose 2.7 per cent after Musk's post. Musk bankrolled a large part of Trump's 2024 presidential campaign, spending nearly US$300 million in last year's US elections and taking credit for Republicans retaining a majority of seats in the House and retaking a majority in the Senate. Police make 'mass arrests' in LA during nighttime curfew
[LOS ANGELES] Los Angeles police began arresting people in the city's downtown late Tuesday (Jun 10), as groups gathered in violation of an overnight curfew after a fifth day of protests against Donald Trump's immigration crackdown. Looting and vandalism in the second-biggest US city have marred the largely peaceful protests over ramped-up arrests by immigration authorities. The demonstrations, which began on Friday, and isolated acts of violence prompted Trump to take the extraordinary step of sending in troops, over the objection of the state governor. The protests again turned ugly after dark on Tuesday, but an hour into the overnight curfew only a handful of protesters were left downtown, with police making several arrests as they warned stragglers to leave. 'Multiple groups continue to congregate on 1st St between Spring and Alameda' within the designated downtown curfew area, the Los Angeles Police Department (LAPD) wrote on X late Tuesday. The number of arrests was likely to rise as law enforcement worked to remove the remaining protesters from the area, the newspaper said. Earlier, Los Angeles Mayor Karen Bass said she had issued the curfew 'to stop the vandalism, to stop the looting.' One square mile (2.5 square kilometers) of the city's more-than-500 square mile area will be off-limits from 8:00 pm and 6:00 am (0300 to 1300 GMT) for everyone apart from residents, journalists and emergency services, she added. One protester told AFP the arrest of migrants in a city with large immigrant and Latino populations was the root of the unrest. 'I think that obviously they're doing it for safety,' she said of the curfew. 'But I don't think that part of the problem is the peaceful protests. It's whatever else is happening on the other side that is inciting violence.' At their largest, the protests have included a few thousand people taking to the streets, but smaller mobs have used the cover of darkness to set fires, daub graffiti and smash windows. Overnight, Monday 23 businesses were looted, police said, adding that more than 500 people had been arrested over recent days. Protests against immigration arrests by federal law enforcement have also sprung up in cities around the country, including New York, Atlanta, Chicago, San Francisco and Austin. Trump has ordered 4,000 National Guard troops to Los Angeles, along with 700 active-duty Marines, in what he has claimed is a necessary escalation to take back control – despite the insistence of local law enforcement that they could handle matters. A military spokeswoman said the Marines were expected to be on the streets by Wednesday. Their mission will be to guard federal facilities and to accompany 'federal officers in immigration enforcement operations in order to provide protection.' Demonstrators told AFP the soldiers 'should be respected' because they had not chosen to be in Los Angeles, but Lisa Orman blasted it as 'ridiculous.' 'I was here for the Dodger parade,' she said, referring to the LA team's World Series victory. But at a military base in North Carolina, Trump was painting a much darker picture. 'What you're witnessing in California is a full-blown assault on peace, on public order and national sovereignty,' the Republican told troops at Fort Bragg. 'This anarchy will not stand. We will not allow an American city to be invaded and conquered by a foreign enemy.' California Governor Gavin Newsom, a Democrat who has clashed with the president before, said Trump's shock militarisation of the city was the behaviour of 'a tyrant, not a president.' In a filing to the US District Court in Northern California, Newsom asked for an injunction preventing the use of troops for policing. US law largely prevents the use of the military as a policing force – absent the declaration of an insurrection, which Trump has mused.
