Manila garbage crisis forces Isko Moreno to declare ‘health emergency'

Manila Mayor Isko Moreno on Monday announced the declaration of a health emergency in the city after two new garbage collection contractors terminated their operations.
'I opted to declare and request the city council tomorrow, first session day, declare a state of health emergency in the entire city of Manila,' Moreno said in a press conference.
'For the past so many weeks, we've been receiving a lot of complaints and requests from the people of Manila to confront the garbage situation of the city,' he added.
According to Moreno, the two contractors, PhilEco and MetroWaste, stopped their operations in the city due to unsettled payments since January. Also, the former contractor Leonel is still unpaid.
Moreno said around P950 million of payments remain unsettled for the garbage collection services from the past administration.
The mayor said the local government will take over the trash collection in Manila. —RF, GMA Integrated News

A family of four needs to earn over $100,000 a year just to maintain a "minimal" quality of life in the land of the American Dream — yet less than half of U.S. households can afford to reach that threshold. A recent study by the Ludwig Institute for Shared Economic Prosperity explored what it takes for Americans to maintain a "minimal quality of life" (MQL) — defined as the ability to afford basic necessities like housing, food, healthcare, and modest leisure activities. But the results revealed that the bottom 60 percent of households across the country fall far short of the income needed to reach even the baseline. Over the past two decades alone, the study found that the cost of living in the U.S. has nearly doubled — soaring by a staggering 99.5 percent. A single working adult with no children needs nearly $45,000 a year just to cover basic living expenses, while a working couple with two children must shell out a staggering $120,302 annually just to meet essential needs. 'The MQL reveals the harsh reality that the American Dream, with its promises of well-being, social connection, and advancement, is out of reach for many,' the study's conclusion read. 'Rising costs in essential areas like housing, healthcare, and education significantly outpace wage growth, leaving millions struggling to attain even a minimal quality of life.' The sobering study, published in May, put the American Dream under a harsh spotlight — asking whether the reality of today's economy still lives up to the promise of a fulfilling life for those who work hard. To get to the truth, the institute zeroed in on what it calls a 'minimal quality of life' — a no-frills basket of must-have goods and services that cover everyday expenses, letting families live decently and build a better future. The essentials factored in included raising a family, housing, transportation, healthcare, food, technology, clothing, and basic leisure — the core building blocks of everyday life. Leisure costs were defined as simple 'free-time' activities — including access to cable TV and streaming services, plus enough money for six movie tickets and two baseball game tickets annually. 'The MQL Index goes beyond traditional cost-of-living measures to provide a more comprehensive understanding of what it takes to secure a foothold on the bottom rung of the American Dream ladder and have a real opportunity to climb it over time,' the authors explained. However, the study painted a grim, harsh reality: the American Dream is slipping away, already out of reach for more than half of the country's lower-income households. The culprit? Soaring costs across nearly every aspect of life over the past two decades. Shockingly, more than half of Americans can't even afford something as critical as a $2,000 medical emergency, the study revealed. Since 2001, the costs of housing and healthcare needed to maintain even a baseline quality of life have skyrocketed — soaring by 130 percent and 178 percent respectively. This crisis is clearly reflected in the growing number of young adults still living with their parents — with the percentage of 25- to 34-year-olds in multigenerational households jumping from just 9 percent in 1971 to 25 percent by 2021. The number of Americans delaying medical treatment hit a record high in 2022, with 38 percent admitting they put off care due to the cost — a troubling sign of just how unaffordable basic health needs have become. More than half of U.S. adults — specifically 53 percent — have reportedly delayed major life goals due to financial hardships. Lower-income workers often turn to convenient options like eating out — but even that has become a luxury. Since 2001, the cost of dining out has skyrocketed by 134 percent, outpacing overall food price increases by a staggering 92 percent. Grocery store prices have surged even more dramatically, jumping by 24.6 percent since 2019 — putting even basic meals further out of reach for many families. Raising a family is yet another area hit hard by rising costs, making it increasingly difficult for even a small, traditional household to reach the minimal standard of living. Daycare costs have skyrocketed by more than 130 percent since 2001, the study revealed. Meanwhile, the price of year-round care for school-aged children has surged 106 percent over the past two decades — placing an even greater burden on working families. Since 2001, the average amount needed to attend an in-state college has soared by 122 percent, while even the cost of a simple trip has jumped 35 percent just since 2019. 'I get tired of the "Stop your Starbucks latte habit" advice, because in reality it's not people's fault,' financial planner Laura Lynch told CNBC in regard to the study. 'The structures around us have created an expectation of a lifestyle that is increasingly becoming unreachable for folks,' she added.

The recommendations of top Wall Street analysts can help inform investors as they search for the stocks of companies with strong fundamentals and solid growth opportunities. Here are three stocks favored by the Street's top pros, according to TipRanks, a platform that ranks analysts based on their past performance. This week's first stock pick is Dell Technologies (DELL), a provider of IT hardware, software, and services. Following meetings with management, Evercore analyst Amit Daryanani reiterated a buy rating on Dell with a price target of $150. Meanwhile, TipRanks' AI analyst has an "outperform" rating on DELL with a price target of $128. Notably, Daryanani stated that he came away from the meetings incrementally positive about Dell's ability to deliver high-single-digit revenue growth and a double-digit increase in earnings per share (EPS) and free cash flow (FCF). Daryanani also noted Dell's confidence about navigating tariff woes, given that it "believes its diversified and global footprint is an advantage over its competitors." Recently, Evercore analyst Mark Mahaney upgraded Trade Desk stock to Buy from Hold with a price forecast of $90. Interestingly, TipRanks' AI analyst has an "outperform" rating on TTD stock, but with a lower price target of $83. Mahaney views the pullback in TTD stock as an attractive buying opportunity "to get involved again in what has proved over time to be one of the highest quality and most consistent performers across the Internet landscape." Explaining his bullish stance, Mahaney stated that recent checks have indicated that online ad demand sentiment has clearly improved since April/May, though uncertainty about the second half of the year remains significant. He added that the checks reflect a clear improvement in Trade Desk's execution. Also, solid product announcements, like that of Deal Desk, helped address some concerns about the transition from the company's legacy platform Solimar to the AI-powered Kokai platform. Mahaney mentioned that checks indicated a clear improvement in the company's execution, both on product and go-to-market strategy. While the analyst acknowledged increasing competition from Amazon's demand-side platform (DSP), he highlighted that Google's DV360 and not Trade Desk is more likely to be impacted due to its overlap with the areas where AMZN is strong. Finally, Mahaney thinks that Trade Desk's set-ups for the remainder of fiscal 2025 look quite achievable, with his billings analysis suggesting that the company is very likely to exit 2025 at premium growth levels (excluding political spend). This week's third pick is e-commerce and cloud computing giant Amazon (AMZN). In a research note dated July 1, Jefferies analyst Brent Thill reaffirmed a buy rating and increased the Amazon stock price forecast to $255 from $250. Meanwhile, TipRanks' AI analyst has assigned an "outperform" rating on AMZN stock with a price target of $233. Thill raised his price target after Jefferies' proprietary survey of nearly 700 U.S. consumers in mid-/late June indicated that Amazon "remains resilient despite price increases related to tariffs, with stable spend levels and upside if pricing on other websites becomes more expensive." The analyst noted that although 80% of the respondents are concerned about prices, the survey reflected a stable spending pattern by most Amazon shoppers (62% spent the same or more in the past three months). However, the survey noted some cost-conscious behavior, as 31% spent less in the past three months. Thill highlighted that the survey also reflected that Amazon Prime remains the most popular membership and a major loyalty driver for the company. Notably, 73% of respondents reported having a Prime membership, compared to 26% for rival Walmart. He also noted Amazon's superior positioning on fast and free shipping, selection, and low prices. The analyst said that given the heightened focus on prices, Amazon's Prime Day event could turn out to be more popular and impactful by running for four days instead of two (from July 8 to July 11 vs. July 16 to July 17 in 2024) across 20 countries. He expects the event to result in incremental Prime memberships, particularly among students and young adults ages 18 to 24 via six-month extended free trials.
