
NGT recognises citizen's efforts in environmental protection, awards Rs 25,000 to ex-serviceman from Una
The case stems from a petition sent by an ex-serviceman Manoj Kumar Kaushal, a resident of Kotla Kalan on Lower Takka Road in Una. His petition, sent via post in 2023, was treated as an original application by the tribunal. Kaushal had raised serious concerns about widespread environmental violations linked to the development of an industrial area in village Pandoga, Tehsil Haroli, in upper Una.
The Tribunal of Judicial Member Arun Kumar Tyagi, Expert Member Dr Afroz Ahmad delivered the order on July 14. The order came in public domain on Friday.
Kaushal alleged that the setting up of industries in the region led to rampant cutting of hills and the felling of nearly 9,930 trees, severely impacting the local ecology. The promised Common Effluent Treatment Plant (CETP) of 5 MLD capacity was yet to be constructed, he noted, which raised significant questions about wastewater management.
The tribunal impleaded various state and central authorities over the course of the hearings, including the Ministry of Environment, Forest and Climate Change (MoEF&CC), Divisional Forest Officer, and industrial project proponents. In response, the state forest department acknowledged that 7,781 trees were indeed felled and claimed that 67,100 trees were planted over 60.99 hectares as a compensatory afforestation. However, it failed to clarify whether any of this plantation was done near the industrial area or in designated greenbelt zones.
Expressing concern over the lack of transparency, the NGT directed the Forest Department to file an additional response detailing the locations and status of the plantation efforts, particularly in the project periphery.
The tribunal also allowed Kaushal to visit both the industrial and afforestation sites and directed the authorities to fully cooperate. It emphasised that members of the public who raise genuine environmental concerns play a critical role in environmental governance, particularly when institutional oversight fails.
'Divisional Forest Officer, Una Tehri Forest Division has mentioned that 7,781 trees were felled by HP State Forest Development Corporation Limited under the supervision of HP State Forest Department and 67,100 trees have been planted in land measuring 60.99 hectares and that an amount of Rs 8,24,77,95 was deposited by the user agency… out of which, an amount of Rs 77,40,900 was utilised for carrying out plantation as mentioned above,' the tribunal said.
The NGT observed that a public member pointing out serious environmental violations needs to be 'encouraged and appreciated' and an appropriate amount by way of litigation expenses also needs to be paid out of the amount of the environmental compensation imposed.
'We appreciate the efforts of the applicant in sending the present letter petition to this tribunal and in the facts and circumstances of the case we also consider that appropriate amount is required to be paid to the applicant for compensating him for the expenses in filing the application and attending the proceedings. Accordingly, an amount of Rs 25,000 is ordered to be paid to the applicant out of the amount of environmental compensation deposited with the HPSPCB. The HPSPCB is directed to pay an amount of Rs 25,000 to the applicant within one month as mentioned above,' the order held.
Meanwhile, Kaushal called the decision 'encouraging' for all civilians who have been struggling to protect the environment. 'The tribunal has acknowledged the individual efforts of the general public. The decision is also an encouragement for me,' he added.

BENGALURU: Former JD(S) MP Prajwal Revanna was sentenced to life imprisonment Saturday after being found guilty of repeatedly raping a 47-year-old domestic worker, the first of three rape cases filed against him. The 34-year-old grandson of former PM HD Deve Gowda, once seen as a rising political star, became the first former MP in Karnataka to get life term as a convicted rapist. Special court judge Santosh Gajanan Bhat delivered the sentence in a packed courtroom, a day after Prajwal was convicted under eight sections of IPC. Special prosecutor Ashok Nayak added: "He's a crorepati, elected to serve the public. Instead, he ruined a woman's life. The fine must be heavy so that she gets justice." The case followed an FIR in April last year against Prajwal. The woman alleged sexual abuse when she worked in Prajwal's household between 2019 and 2022. The survivor alleged Prajwal exploited her over months, filmed her without consent, and used them to blackmail her. The woman alleged sleaze videos of Prajwal surfaced during 2024 LS election campaign, and her husband began suspecting her. Prajwal was arrested in June. His conviction put his family under intense scrutiny as his father HD Revanna, a former MLA, mother Bhavani, and brother Suraj, a surgeon-turned-politician, also face serious allegations. SIT chief BK Singh praised the survivor's courage. 'She stood like a rock. The defence tried every possible way to derail the proceedings,' he said. SIT faced challenges in gathering evidence since the crime occurred nearly four years before the survivor filed her complaint. 'Despite the time gap, her testimony proved crucial,' Singh said. Prajwal's counsel Nalini Mayegowda, alleged political conspiracy. 'Why did the woman come forward only just before the elections, despite SIT inviting complaints earlier? EC doubles pay for BLOs involved in roll revision
. NEW DELHI: A day after asking its poll personnel in the field to ignore repeated threats and allegations by some opposition netas and continue working impartially, the Election Commission decided to reward the officers involved in electoral roll revision, reports Bharti Jain. For booth-level officers (BLOs), annual remuneration and incentive for roll revision stands doubled to Rs 12,000 and Rs 2,000 respectively. These rates were last revised in 2015. BLOs will also get Rs 6,000 as special incentive for special intensive revision (SIR). The BLO supervisor will receive an annual remuneration of Rs 18,000 as against Rs 12,000, in force since 2015. EROs and assistant EROs, who did not get any honorarium so far, will now receive an honorarium of Rs 30,000 and Rs 25,000 each. Stating that pure electoral rolls are bedrock of democracy, EC Saturday commended the electoral roll machinery comprising EROs, Asst EROs, BLO supervisors and BLOs for doing "a lot or hard work" and playing "a pivotal role in preparation of transparent rolls". Bhupesh Baghel, Son Move Supreme Court Over CBI, Probe Agency Role In Liquor Case
New Delhi: Former Chhattisgarh Chief Minister Bhupesh Baghel and his son Chaitanya Baghel have approached the Supreme Court, seeking the legal authority and jurisdiction of central investigative agencies-the Central Bureau of Investigation (CBI) and the Enforcement Directorate (ED)-in probing alleged irregularities linked to the multi-crore liquor scam in the state. The petition, according to reports, filed amid escalating political tensions, seeks clarity on whether the agencies have overstepped their mandate under the Prevention of Money Laundering Act (PMLA) and other statutes. The matter is scheduled for hearing on Monday before a bench comprising Justice Suryakant and Justice Joymalya Bagchi. The move comes days after Chaitanya Baghel was arrested by the ED in connection with a Rs 2,160 crore liquor scam that allegedly operated during Bhupesh Baghel's tenure as Chief Minister. The ED claims that a parallel liquor distribution network siphoned off massive sums through unaccounted sales and illegal commissions, implicating several political and bureaucratic figures. Bhupesh Baghel has publicly denounced the arrest and subsequent raids at his Bhilai residence, calling them politically motivated and designed to suppress dissent. "The ED is being used as a tool to target opposition leaders," Baghel said, alleging that the timing of the arrest-on his son's birthday-was symbolic of the Centre's vendetta politics. The Congress party has backed Baghel's stance, staging protests across Raipur, Jagdalpur, and other districts, accusing the BJP-led Centre of weaponising investigative agencies to intimidate political opponents. Chaitanya Baghel, son of former Chhattisgarh Chief Minister Bhupesh Baghel, was arrested by the Enforcement Directorate (ED) on July 18, 2025, which was also his birthday. The arrest was part of an ongoing investigation into a Rs 2,160 crore liquor scam allegedly involving a nexus of politicians, bureaucrats, and liquor contractors operating during Bhupesh Baghel's tenure. ED officials conducted raids at the Baghel family residence in Bhilai, Durg district, early in the morning on July 18. Chaitanya was taken into custody under Section 19 of the Prevention of Money Laundering Act (PMLA). The ED cited non-cooperation during the search as grounds for immediate arrest. Bhupesh Baghel publicly condemned the timing, calling it a "birthday gift" from the Central government and alleging political vendetta. The first ED raid at Bhupesh Baghel's Bhilai residence occurred on March 10, 2025. Baghel claimed that this earlier raid was timed to prevent him from participating in the state budget session, alleging that it was politically motivated and aimed at silencing opposition voices. Between the March raid and the July arrest, Baghel stated that no formal notice or inquiry was issued to his son, raising questions about procedural fairness. The ED alleges that Chaitanya Baghel received Rs 16.70 crore in illicit funds and played a key role in laundering over Rs 1,000 crore through real estate and other channels. The case has since become a flashpoint in the broader debate over the use of central agencies against opposition leaders.
