
Warring uploads post with V-sign, deletes it in minutes
Ludhiana: Amid the defeat of Congress candidate Bharat Bhushan Ashu, who lost the Ludhiana West bypoll to the
Aam Aadmi Party
(AAP) candidate by over 10,000 votes, a post by the Punjab Pradesh Congress Committee President Amrinder Singh Raja Warring became a talking point.
His official Facebook page showed the victory sign with his picture.
Warring uploaded the post at around 1:04pm on Monday, by which time the AAP candidate's victory was almost assured. Although the post was deleted four minutes later, over 100 people had liked it by then.
Prior to this, Warring faced backlash on poll day when he, through a Facebook post, appealed to people of Ludhiana West to go out and cast their votes.
However, he did not specify who to vote for. In the comment section, people criticised him for not seeking votes for the Congress or its candidate, Bharat Bhushan Ashu.
The rift between Ashu and Warring is not lost on anyone. They have often been seen avoiding each other. After the MC elections in February this year, Warring visited the city to meet winning councillors, party workers, and leaders. However, Ashu skipped Warring's meeting that day.

Later, when Ashu was announced the bypoll candidate, Warring visited Ashu's residence but returned without meeting him as he was not home.
While Warring claimed that prior information had been given to Ashu about his visit, Ashu claimed that he had not been informed.
Warring did not join Ashu and his team during the election campaign too. Although he visited the city thrice, he was seen sharing the stage with Ashu only once.
They were seen together only when Ashu filed his nomination. Besides, Warring held a press conference in Ludhiana when the Vigilance Bureau issued a summons to Ashu; however, the PC was organised without Ashu. A few days before poll day, Warring, along with leader of opposition (LOP) Partap Singh Bajwa, joined Punjab in-charge Bhupesh Baghel for a press conference, in which Ashu was absent.
When Ashu was asked about Warring's post with a victory sign, Ashu said, "I have not seen any such post. But, if someone made any such post, it is because of his narrow-mindedness." Despite repeated attempts, Raja Warring was not available for comment.

All set for Rythu Bharosa Vijayotsavam meet today
Hyderabad: Deputy Chief Minister Bhatti Vikramarka said that the Congress-led people's government in Telangana "in a mere nine days, has provided Rs 9,000 crore under Rythu Bharosa (Farmers' Financial Assurance Scheme) to the farmers." He stated that the assurances to farmers have been fully implemented in a short time, which is unprecedented in the state's history. Participating in a meeting in Gandhi Bhavan here on Monday, he announced that the implementation of Rythu Bharosa started on June 14 and would be completed on June 24 (today). 'Following the completion of the implementation of the scheme, we, including Chief Minister A Revanth Reddy, will interact with members of farmers' forums at the Rajiv Gandhi statue opposite the Secretariat on Tuesday,' he said. 'Earlier, ahead of the agriculture season, farmers were provided Rs 10,000 per acre. However, we added Rs 2,000 and gave Rs 12,000. In the past, there were limitations of only 5 to 10 acres. Our government is providing financial assistance under the scheme to all cultivable lands," he said. Meanwhile, Agriculture Minister Tummala Nageswara Rao and Chief Secretary Ramakrishna Rao reviewed arrangements for the Rythu Bharosa Vijayotsavam Sabha scheduled for Tuesday with senior officials from all related departments. Nageswara Rao highlighted that the government is committed to supporting farmers with the main objective to improve the status of Telangana's farmers. The celebrations will be facilitated through the Rythu Nestham platform. Beneficiaries of Rythu Bharosa from all districts are expected to attend the event. He said the state government provided Rs. 21,000 crore in loan waivers to 2.5 million farmers.

Blame game mars probe into Delhi classroom project cost
Senior Aam Aadmi Party (AAP) leaders and former Delhi ministers Manish Sisodia and Satyendra Jain have reportedly told the Delhi government's Anti-Corruption Branch (ACB) that Public Works Department (PWD) officials should be held accountable for the alleged inflated costs in the previous government's school classrooms project, according to statements given to the agency, accessed by HT. AAP leader Manish Sisodia. (Vipin Kumar/HT Photo) However, PWD engineers interviewed by ACB investigators have alleged the changes that led to the ballooning of the project cost were made at the direction of the two ministers, the documents show. ACB is investigating alleged violations in a project involving the construction of 12,748 semi-permanent classrooms in schools run by the then AAP government. Initially valued at ₹ 860 crore, the project cost ballooned to over ₹ 2,800 crore, allegedly without new tenders or adherence to standard procurement protocols. Jain was questioned by ACB on June 6 while Sisodia was questioned on June 20. About 20 other witnesses – mostly government officials – were questioned in May this year. Their testimonies, according to internal ACB records, indicate a loop of blame between political and bureaucratic leadership. Asked whether he approved the construction of semi-permanent structures (SPS) at a meeting on August 8, 2015, Sisodia said the meeting was chaired by the principal secretary of the PWD and any decision would have been taken by officers present. He repeated this position when asked why SPS buildings were chosen over permanent ones that were already under construction. On why permissions weren't sought from local bodies, Sisodia said concerned officials would have followed the rules. When asked why a single consolidated estimate wasn't submitted and instead 16 separate preliminary estimates were prepared, Sisodia said officers dealing with the project should be questioned. Sisodia expressed confidence that all work was done within the framework of the General Finance Rules — which are to be followed in matters relating to public finances. ACB, according to officials familiar with the matter, has found that these 16 estimates were reportedly split into 63 smaller tenders. Sisodia denied knowledge of the architectural firm alleged to have recommended expensive specifications that drove up costs. Jain too said he did not approve SPS structures, and they were being built by PWD on available vacant plots. When asked about the changes in specifications, Jain said the education department, the client agency, had sought improvements for better student facilities—such as vitrified tiles, kota stone flooring, and brick cladding. He denied knowing the architectural firm. However, contradicting both leaders, a project manager with PWD, also questioned by ACB, said that works worth ₹ 42.5 crore across five schools were carried out without floating new tenders, based on verbal instructions from Jain. The official claimed Jain approved the move from permanent to SPS buildings and closely monitored the project—visiting sites, making phone calls, and convening meetings. A PowerPoint presentation by the architectural firm was reportedly shown to Jain on June 21, 2016, in his chamber, according to the PWD official's statement to ACB. This official told ACB, that Jain was 'close to' the architectural firm and a representative of the firm accompanied Jain in several meetings. The official also reportedly said Jain visited a school site on July 4, 2016, approved a sample model, and instructed changes in the scope of work. He alleged the richer specifications were implemented at Jain's insistence. Another former senior PWD engineer, in a statement to ACB, said both Jain and Sisodia regularly inspected sites and approved changes. ACB is now expected to evaluate contradictions in the testimonies as it investigates whether due process was bypassed and if political interference led to cost inflation in the high-profile classrooms project.
