
After HC directives, govt restrains cops from contacting parties, lawyers of pending cases directly
The development came when 90-year-old petitioner – Gauri Shankar Saroj of Jaunpur-- alleged that local police personnel had threatened him to withdraw his petition against alleged encroachment of Gram Sabha land. It was further alleged that the police had also raided his house in retaliation.
In the circular dated July 25, the state govt issued a comprehensive statewide guideline to prevent police interference in sub-judice (pending) matters.
These guidelines strictly prohibit police personnel from contacting petitioners, or their advocates concerned with pending matters without lawful authority and prior sanction from a competent officer or court.
Earlier, the high court had taken a serious note of the allegations made by the petitioner. Subsequently, on July 15, the state had sought 10-day time to formulate statewide directions on the issue.
During the course of hearing on July 28, the state govt informed the court that it has issued a comprehensive circular in this regard on July 25.

Taking the personal affidavit filed by principal secretary (home), UP on record, Justice JJ Munir termed the guidelines as 'commendable'. However, the court also voiced concerns about their implementation.
"This court, not without reason, has apprehensions that the guidelines, like many others, would be forgotten in course of time. They would gather dust with the bureaus of district officials, where they are meant to be implemented," the court observed.
In this backdrop, the court also directed the additional chief standing counsel to consult state officials and then make suggestions about how to implement these guidelines.
The court in its order dated July 28 also took on record an affidavit by the superintendent of police, Jaunpur regarding disciplinary action against the officers allegedly involved in the intimidation of the petitioner and his lawyer. The court has directed to hear this matter on July 31.

Pune: The Bombay high court has declared that a wife's allegations of impotency against her husband during divorce proceedings do not constitute defamation and that such claims, when made to protect a woman's interests, are a necessary part of the legal process. Dismissing a man's defamation complaint against his estranged wife and her family, Justice S M Modak in his July 17 order, made public on Friday, noted that under the Hindu Marriage Act, allegations of impotency are 'very much relevant' and can be a legitimate ground for divorce. Justice Modak stated that a wife is 'justified in making those allegations to support her interest' and to prove that she suffered cruelty in the marriage. The man had argued that his wife's claims, made in her divorce and maintenance pleas and in a separate FIR, had become part of the public record and therefore damaged his reputation. The allegations of impotency being a ground for divorce are necessary, it said. 'This court feels that when litigation between spouses arises in a matrimonial relationship, then the wife is justified in making those allegations to support her interest,' the court said, adding the same cannot be held as defamatory. The man had stated that his estranged wife had, in her pleas seeking divorce and maintenance and also in her FIR against him and his parents, claimed that he was impotent. These documents were part of the public record and hence defamatory. The woman, her father and brother had moved the high court seeking to quash a sessions court order, directing a magistrate's court to conduct an inquiry into the man's defamation complaint. The woman, in her plea to the high court, said that her husband's impotence was one of the grounds for dissolving the marriage. (PTI)

A former primary school teacher accused of brutally murdering a married couple in front of their two daughters at Devil's Den State Park in Arkansas had previously displayed alarming behaviour towards young girls at a school in Texas, a concerned parent has claimed. Andrew James McGann, 28, is accused of stabbing Clinton David Brink, 43, and Cristen Amanda Brink, 41, to death on Saturday, while their daughters, aged 9 and 7, fled the scene unharmed. Authorities said McGann later confessed to the killing and was charged with capital murder following a five-day manhunt. In an interview with New York Post on Friday, Zacharri Polyak, whose son attended Donald Elementary School in Flower Mound, Texas, when McGann was a teacher there, alleged deeply troubling past behaviour. 'This monster was around our children,' he said. Polyak recalled that McGann once put a little girl on his lap and said 'things like, 'I wish I could date you, I wish you could be my girlfriend,' just really nasty like grooming behavior.' Polyak criticised the school's response, 'It should have been an immediate firing with reports to Child Protective Services,' he said. Another parent, Sierra Marcum, whose son was in McGann's fourth-grade class, described him as distant and disengaged. '[He was] pretty cold. You could ask him a question, and he would give you a one-word response,' she told WFAA. 'Overall, just pretty disinterested in his students.' Marcum said she raised concerns with the school after her son came home visibly upset. 'Eventually, he told me that he and some other classmates had noticed that Mr. McGann was very touchy and showed a lot of favoritism to certain girls in the class,' she said. 'I guess [the murder allegations] did surprise me, because while I thought he was off, I never thought he was violent.' McGann was later hired for the 2023–2024 school year at Spring Creek Elementary in Oklahoma. The district said McGann passed all legally mandated national background checks, and there had been no disciplinary issues during his time there. He had also secured a job at Springdale Public Schools in Arkansas, where he was due to start teaching in a week. Superintendent Jared Cleveland confirmed McGann's hiring, but stressed that he 'has not at any time come into contact with Springdale students or the families we serve,' according to 5 News. The shocking murders took place on a hiking trail in the Arkansas state park. Authorities say McGann ambushed the Brink couple, stabbing them to death while their daughters escaped and raised the alarm. He was eventually located and arrested mid-haircut at a local barbershop. McGann appeared in court on Friday (local time) and was ordered to be held without bail. Investigators have not yet established a motive for the killings.

Developers begin making payment in Sports City housing scheme
The Noida authority on Friday said that two builders who have their group housing projects in the Sports City scheme have paid their pending dues and rest of them are in the process of clearing their dues soon. The move comes after the authority issued notices to the developers to pay the dues against their respective housing projects. Developers begin making payment in Sports City housing scheme 'We have issued the notices to the developers, who are yet to clear their dues in the Sports City scheme,' said a Noida authority official aware of the development. The lead developer Lotus Greens, who has its housing projects in Sector 150, have made ₹90 crore payment to the Noida authority in response to the notice. The Lotus Greens has Godrej, Tata, Brick Rise Developer and Ace among others as its consortium members, who are developing housing projects in Sector 150, said authority officials. In March 2025, the Noida authority had issued notices to the developers following an Allahabad High Court order passed in February. Other builders from the same project have also shown interest in making payments soon, said officials. At least 62 notices were issued in the Sports City projects, which together owe about ₹12,000 crore. The authority had allotted the housing land in 2010 onwards to four lead developers who later subleased the land to these 62 developers, said officials. On February 24, 2025, the Allahabad High Court passed 12 judgments pointing out major problems in how the projects were handled. It ordered the Central Bureau of Investigation (CBI) and Enforcement Directorate (ED) to investigate three of the four projects. The court mentioned misuse of land, financial irregularities, and failure to build the sports facilities that were promised. It also pointed to a dirty nexus between builders and Noida authority officials. The court said developers cannot sell plots, book flats, or change shareholding in their companies until they finish building the required sports facilities. It also rejected their requests for relief, such as waiving penalties and cancelling demand notices. Several builders have gone to the Supreme Court to challenge the High Court's decision. The top court has allowed the investigations to continue but told the agencies not to take harsh action for now. The next hearing is in the first week of August, 2025. Following the court's direction, the Noida authority has formed a committee led by an Additional CEO to ensure developers follow rules, pay dues, and build the required sports infrastructure. The court looked closely at projects in sectors 78, 79, and 101 (led by Xanadu Estate), and Sector 150 (by Logix Infra and Lotus Greens). The fourth project is led by ATS Homes. The projects were supposed to build sports facilities on 798 acres of land, including golf courses and a stadium, but instead focused on group housings and commercial buildings. Two developers, Xanadu and Logix, are now under insolvency, which the court said was being used to avoid paying dues.
