Former Putin-appointed Crimea governor jailed for UK sanctions breach

LONDON (Reuters) - A Russian politician appointed by President Vladimir Putin as governor of Russia-annexed Crimea's largest city was jailed for 40 months on Friday after being found guilty of breaching British sanctions, the first such conviction in Britain.
Dmitrii Ovsiannikov, 48, – who was appointed governor of Sevastopol in July 2016, two years after Russia annexed the Crimean Peninsula from Ukraine – was found guilty earlier this week of six counts of circumventing sanctions and two counts of possessing or using criminal property.
The jury was unable to reach a verdict on a seventh charge of circumventing sanctions.
After losing his job as the Deputy Minister of Industry and Trade in Russia, Ovsiannikov applied to have his EU sanctions lifted and moved to London.
He was accused of getting his wife Ekaterina Ovsiannikova, 47, to pay 76,000 pounds ($97,000) into his account, some of which was so that he could buy a Mercedes-Benz SUV.
Prosecutors said Ovsiannikov then got his 47-year-old brother Alexei Owsjanikow to buy the car and insurance for it, before Owsjanikow later paid just over 41,000 pounds ($53,554) for his brother's children's private school fees.
Owsjanikow was convicted of two counts of circumventing sanctions, in relation to the school fees, but was acquitted in relation to the car and insurance. Ovsiannikov's wife was cleared of all charges.
Dmitrii Ovsiannikov was jailed for 40 months at London's Southwark Crown Court. His brother was given a 15-month prison term but suspended for 15 months.
"Dmitrii Ovsiannikov and his family clearly knew that he was subject to these sanctions and deliberately took steps to circumvent the controls," said Graeme Biggar, Director General of Britain's National Crime Agency.
"These convictions demonstrate not only that designated individuals are on our radar, but so are those who enable breaches of the regulations."
When Ovsiannikov was charged last year, the National Crime Agency said he was the first person to be charged in Britain with breaching sanctions relating to Russia.

He was elected as the president, so Elon made a mistake, I think. But he's tired. He's stressed.' Trump has publicly downplayed the breakup with Musk, but warned the billionaire that there will be 'consequences' if he starts dipping into his deep pockets to help Democrats in the 2026 midterm elections. Elon has expressed openness to working to patch things up with the president and Vice President JD Vance had been optimistic they could bring the tech baron back into the fold. 'No, I don't have any plans,' Trump replied when asked by reporters if he had plans to reconcile with Musk, adding that he's 'not really interested' in such efforts. 'I'm not thinking about Elon. You know, I just wish him well.' 4 Elon Musk went berserk on President Trump last week as tensions boiled over. The president suggested that Musk had 'lost his mind' and gone 'crazy.' Privately, Trump bashed Musk as a 'big-time drug addict,' according to the Washington Post. Musk denies being addicted to drugs. Errol, who has a frosty relationship with his son, has long been a backer of Trump. LONDON (AP) — A member of Britain's armed forces has been arrested in Kenya and U.K. military police are investigating, the Ministry of Defense said Sunday. The BBC and other British media reported that a British Army soldier was accused of rape. 'We can confirm the arrest of a Service person in Kenya,' the defense ministry said in a statement. 'As the matter is the subject of an ongoing investigation by the Defence Serious Crime Command, we will not comment further.' A U.K.-Kenya defense cooperation agreement allows thousands of British soldiers to train in the East African country each year. About 200 U.K. troops are based there permanently to train Kenyan soldiers. Some Kenyans have long complained about the soldiers' behavior and the atmosphere around their training camp near the town of Nanyuki. There was an outcry over the 2012 death of 21-year-old Agnes Wanjiru, who was last seen alive leaving a bar with British troops near their training camp. Her body was later found in a septic tank. Wanjiru's family has campaigned for years for the suspected perpetrator, a serving British soldier at the time, to be charged. In April, U.K Defense Secretary John Healey met with Wanjiru's relatives in Kenya and vowed to 'help the family secure the justice they deserve.' The British Army has launched an inquiry into allegations of unacceptable behavior by U.K. personnel in Kenya. The Ministry of Defense said in a statement that all British personnel in the country 'have clear direction about how to behave, on and off duty, must complete mandatory training and attend compulsory briefings on conduct. We will have zero tolerance for unacceptable behavior.'
