One of the several policy issues identified by the Central government during the fortnight long 'Vikshit Bharat Krishi Abhiyan' based on their extensive interactions with farmers was the need to move towards direct transfer of all subsidy schemes and assistance that the Centre and states give, instead of routing them through intermediaries.
The Abhiyan, which concluded a few weeks back, has identified a set of policy initiatives which the Central government could adopt in the years to come; the move towards a more direct transfer of benefits is one of them.

Home textile exporters from Karur foresee a tough time ahead due to the trade tension between India and the USA following the imposition of 25% import duty, plus penalty, on goods from India. According to industry sources, the value of exports of home textiles such as bed linen, table covers, kitchen cloths, mats, sofa covers, is about ₹2,000 crore per annum. It constitutes 30% to 35% of the total value of exports from Karur. Nearly 200 exporters focus mainly on U.S. markets. At present, most of the home textile items attract import duty between 3.5% to 12%. There are exporters who export through e-commerce platforms that attract no import duty up to consignment value of $800. With the United States imposing higher tariffs, the exporters fear that they will feel the heat of declining export volume in the near future. To avoid higher tariffs, the exporters have taken extra efforts to book the items, which are at ports and transit shipments, as early as possible. 'We anticipate a tough time as consumers will think twice before buying any product that is priced at 25% more than the existing price. The importers will naturally avoid goods that attract higher import duty and look for other options. Our priority is that the current volume of exports should not be affected,' says R. Gopalakrishnan, Karur Textile Manufacturing and Exporters Association. N. Senthil, an exporter from Karur, says the situation is fluid. Most buyers are taking slow decisions in placing fresh orders due to the uncertainty. It has been the scenario since June. A clear picture would emerge at the end of August. V. Ashok Ramkumar, managing director of Asian Fabrics Pvt Ltd., said the situation was being closely watched. The U.S.-based buyers had not placed orders but for some high demand items. They were following a 'wait and see' approach. However, exporters sound optimistic that there is a value for cotton based Indian products among the buyers in the US. But the volume of export may come down if the new tariffs are not brought down or rationalised. Mr. Gopalakrishnan said the current situation had forced the exporters to demand the reintroduction of interest subvention scheme. The demand had already been made to the Central government.

Central, State bodies in A.P. owe over ₹5,400 crore to urban local bodies in property taxes

The Department of Municipal Administration and Urban Development (MA&UD) has launched a rigorous campaign against property tax defaulters, targeting both Central and State institutions as well as private landowners. The action follows a statewide review meeting led by Principal Secretary S. Suresh Kumar, who underscored the urgent need to recover dues to improve municipal financial health. According to the department's latest data, the total outstanding tax dues across Urban Local Bodies (ULBs) amount to approximately ₹5,480 crore. This includes ₹1,680 crore from Central institutions, ₹962 crore from State departments, ₹1,860 crore in Vacant Land Tax (VLT) arrears and ₹978 crore entangled in court cases. Among State institutions, the biggest defaulter is A.P.-Transco's 132KV Yard in Kalyanadurgam, which owes ₹2.56 crore. In Cheemakurthy, A.P. Social Welfare Gurukula Patasala owes ₹1.34 crore, while the Mandal Revenue Office there owes ₹26 lakh. Other State defaulters include the office of Executive Director of the Scheduled Caste Corporation in Kakinada with ₹27 lakh in arrears towards the Peddapuram ULB, and the Electrical Substation Office in Darsi, which owes ₹25 lakh. Collectively, these top five State institutions owe ₹4.68 crore. Defaulters among Central entities are even more prominent. The Rashtriya Ispat Nigam Limited (RINL-Visakhapatnam) under the Greater Visakhapatnam Municipal Corporation (GVMC) alone owes the civic body a staggering ₹778 crore on vacant land and an additional ₹584 crore on non-residential properties tax, making it the largest tax defaulter in the State. Other Central bodies with substantial dues include office of the Development Commissioner of Visakhapatnam Special Economic Zone, which owes ₹33 crore, the Visakhapatnam Port Trust with ₹22 crore and South Central Railway in Vijayawada with ₹13.51 crore. Together, these institutions owe the civic bodies ₹1,430.51 crore. The Principal Secretary has directed all municipal commissioners to issue statutory notices to these defaulters within a week. Additionally, the ULBs must publicly disclose the names and details of defaulting properties to initiate a more transparent enforcement process. Officials were also instructed to identify properties not yet captured in the tax network and place notice boards on-site to warn of imminent legal action if dues remain unpaid, especially regarding vacant land holdings.
