
Assolda p'yat: Curchorem STP obstructs flow of rainwater
The Assolda panchayat has written to the Sewerage and Infrastructural Development Corporation of Goa Limited (SIDCGL), raising concerns about the construction activities of the sewage treatment plant (STP) at Curchorem.
The panchayat pointed out that the ongoing construction work is obstructing the free flow of rainwater, posing flood risks to Hodar.
Sarpanch Custodio Fernandes, in his letter to SIDCGL, stated that Hodar, which comes under the Assolda panchayat's jurisdiction, faces the threat of flooding as natural water flow is disrupted by the project activities. The panchayat has requested immediate action.
The concerns raised by Assolda panchayat assume significance in the backdrop of a joint inspection of the under-construction sewage treatment plant by Goa Coastal Zone Management Authority (GCZMA) and the Goa State Pollution Control Board (GSPCB) on Monday, following complaints of environmental violations by local residents.
Locals pointed out that the sewage treatment plant is being constructed disregarding religious sentiments as Ganapati visarjan takes place hardly a few metres from the site. Environmental activist Aditya Dessai, who filed the complaint triggering the inspection, said that the project has bypassed crucial environmental safeguards.
He demanded an immediate halt to all construction work and relocation of the sewage treatment plant to a non-ecologically sensitive area.

1 2 Pune: As Ganapati mandals across the city prepare for the 10-day long Ganeshotsav, scheduled to begin in the last week of Aug, PMC has issued guidelines to them regarding the erection of pandals with a focus on maintaining traffic flow. The mandals have been asked to keep adequate space for walkers and avoid blocking the entire road or footpath. They have also been told to prepare a plan for the movement of vehicles and pedestrians in the surrounding area during the festival. Over 3,500 mandals celebrate Ganeshotsav across Pune by erecting pandals. Pune Municipal Corporation (PMC) officials said mandals are also expected to ensure that their pandals are erected with adequate safety measures in place, considering the huge footfall of visitors. Shukrawar Peth resident Ganesh Pawar said, "There should be no chaos due to festivities that obstructs school traffic. We also PMC and mandals to restore the roads and clear footpaths soon after the festival ends." Shivajinagar resident Vikrant Soman said, "Police should not close roads without reason. Stretches can remain open for commuters in the daytime and shut for vehicles post-evening. Complete closure could lead to hardships." In Pimpri Chinchwad, the police appealed to Ganesh mandals to celebrate a laser-free festival. While seeking permission, mandals should mention details of their trustees, size of pandal, and registration letter from the charity commissioner's office. Asked about preparations, PCMC commissioner Shekhar Singh said they will soon start road repairs, cutting of tree branches, and shifting electricity poles and wires on procession routes. "We will keep the ghats clean for immersions. PCMC has also started a single-window system for issuing necessary permissions for mandals," Singh said. The report on the 'Results of the Educational Census of Madras November 1871' throws some interesting light on the sharp divide in the pyall schools in the Madras Presidency. The Educational Census was meant to ascertain the exact state of education in Madras as shown by the number of schools, their standards of instruction and the number of their pupils. In that era, the pyall school was an important aspect not only in education but also in the social and religious life of people. The author of the Education Census report tried to highlight the difference in payment for teachers in a school for the well-to-do and those in a school for the poor. 'We will suppose the son of a respectable, good-caste writer to be sent for the first time to the nearest pyall school, the teacher of which will almost certainly be a Brahmin,' the author writes. For this, a lucky day must first be chosen, and then the teacher comes to the new pupil's house together with all his scholars. 'Before the boy is handed over to the master, pooja to Ganapati or Ganesa is performed by the family purohit, and then to Sarasvati, the goddess of learning, in the presence of the lad's father and male relations. Then presents are distributed to Brahmins, and fruits, sugar, etc to everybody present. The schoolmaster is placed sitting in a conspicuous part of the room, and is presented with flowers, sandal (chandanum), fruits, and a pair of cloths; one of which is twelve cubits long, and the other six cubits, the cost of both being about one-and-a-quarter rupees,' notes the report. The teacher then puts the cloths on, sits himself by the side of the proposed scholar, causes him to repeat a prayer to Ganesa, asking for wisdom and that his course of study may be fortunate and successful, and makes him repeat the whole of the alphabet three times. 'Next, a flat vessel containing dry rice is brought in, and the teacher guides the finger of the pupil, so that he may write in the loose rice the names of the deity they serve, whether Vishnu or Siva. Then the ceremony concludes.' All the school boys are presented with beaten rice, Bengal gram and sugar mixed together, a handful each; the monitor or senior boy, who acts as the teacher's assistant, receives also a few pice. 'Now the boy proceeds in procession to the school, where he is again made to repeat the alphabet three times. The procession then returns to his home, and they disperse for the day. With the next day commences the ordinary school career of the boy,' says the report adding, the monthly school fee is decided between the teacher and the father. This sum varies with the means of the parent, 'but never exceeds eight annas a month.' Pyall schools for the poor In contrast, things were different in a pyall school for the children of the poor. 'Here no entrance fee is offered, nor any monthly payment until the alphabet is fully mastered. Nor is the customary present made on commencement of a new book or chapter. A small payment is made each month of, say, one or two annas, and a tiny present every fourteenth day,' according to the report. 'The same ritual is performed at Dassera as in the more respectable school, but the gains of the master are smaller in proportion, and similarly for each festival throughout the year,' it adds. 'Combining all sources of income, the teacher of a respectable pyall school with about twenty-five pupils will receive from ₹5 to ₹25 per mensem, while his colleague labouring in a poor locality will not receive more than from ₹5 to ₹10,' the report says. In Mussulman schools, no monthly fee was charged, and the teacher was entirely dependent on presents. Thus, whenever a new chapter of the Koran was commenced, the pupils were required to give from four annas to as many rupees, according to the wealth of the family. 'At the commencement of every festival, as the Muharam, Shub-i-burat, Ramzan, Bukreed, etc the teacher also receives presents - not more than four annas or less than one fanam,' it says.

HDMC streamlines permissions for Ganeshotsav mandals
Hubballi: The Hubballi-Dharwad Municipal Corporation has devised a streamlined approach by establishing a single-window clearance mechanism for Sarvajanik Ganeshotsav mandals. This system aims to facilitate timely permissions whilst enabling authorities to monitor the use of palster of paris (PoP) Ganesha idols effectively. The system aims to streamline the process of granting permissions and enforce regulations effectively. Under this system, Ganeshotsava mandals are required to submit their applications via the single-window system no less than 20 days prior to the festival. They must include the purchase receipt of their Ganesha idol. The Corporation will examine several factors, including the venue, safety protocols, environmental adherence, and whether the ordered Ganesha idol is made of clay or PoP. The system will maintain digital records of all registered mandals and track their compliance with eco-friendly practices. Officials will conduct regular inspections to ensure no PoP idols are installed or sold within the municipal limits. HDMC plans to coordinate with local artisans and encourage them to create clay idols instead. To support this transition, the municipal body will organise workshops for its officials and staff to educate them about PoP and clay idols, and how to identify them. They will also provide designated spots for idol immersion with proper facilities to collect the remnants. The Corporation has decided to impose stern action on mandals found violating the guidelines. HDMC commissioner Rudresh Ghali said that the single-window system would commence operations on Tuesday. The system will feature two offices - one each in Hubballi and Dharwad. These offices will incorporate staff from various departments including HDMC, Hescom, forest, fire, and other relevant authorities responsible for issuing necessary permissions. The early implementation of this process aims to effectively enforce the prohibition on PoP idols. He further stated that Ganeshotsav Samitis will need to present purchase receipts or bills for the idols, facilitating easier verification of PoP usage and promoting the adoption of clay idols. This time, the single-window system to receive applications for installing community Ganapati idols will be opened well in advance. This proactive approach aims to ensure that mandals have sufficient time to secure their bookings for clay Ganesha idols, said Ghali.
