Portland City Councilor suggests staffing up Police and Fire to cut down overtime amid budget crunch

PORTLAND, Ore. () — Portland City Council members are already coming up with ideas on how to balance the books ahead of a budget work session on Tuesday.

The meeting won't include finalized decisions on budget issues but rather it is designed to teach the new city council members how to put a budget together.
However, since the City of Portland is facing a , conversations among city leaders addressing that have already begun. KOIN 6 talked to city leaders on Tuesday afternoon, right before the meeting was set to begin.
Last month, union representatives from the Portland Police Bureau and Portland Fire and Rescue both sounded the alarm that they couldn't take any more cuts in their departments. Now Portland City Council for District 1 Loretta Smith has put forward the idea of staffing up both to cut down on overtime.
'Trying to figure out how we can get our overtime costs down and make sure that we close that $100 million gap,' said Smith, whose position echoed that of former Mayor Ted Wheeler to not cut back on public safety funding.
Last month, a budget memo put forth by city financial officials suggested 5%-8% cuts to PPB and PF&R — which could slash both budgets by millions of dollars.
'We have $50 million in overtime costs in this last year, and the way we can beat that is to do like our 911 system did. They overfilled all of their vacant positions so that they wouldn't have all the overtime that they have,' Smith said.
According to PPB, the department spent about $21.75 million on overtime pay last fiscal year. City wage data also shows that $24.6 million of overtime was paid to PF&R.
The wage data also shows 12 PPB members made more than $100,000 in overtime alone. In addition, 14 PF&R lieutenants and firefighters earned more than $100,000, as well.
BPA staffing cuts increase odds of power outage
PPB Sgt. Aaron Schmautz, the Portland Police Association president, told KOIN 6 News in a recent episode of that should the department face millions of dollars in cuts, it could inhibit existing staff's ability to respond to cases such as human trafficking and domestic violence. He was supportive of the idea of keeping staff levels high to bring overtime costs down.
'We cannot do this again, there is no fat to trim in the police bureau,' Schmautz said last month.
Isaac McClenan, president of the Portland Firefighters Association, concurred, 'A 5% or an 8% cut to fire means only one thing, we're closing fire stations.'
Smith said she plans to introduce an ordinance on Wednesday to better manage unassigned city funds.
KOIN 6 asked Portland City Council President Elana Pirtle-Guiney for her response to agencies left on high alert as budget-balancing discussions continue.
'I know all of our bureaus and our city workforce are really concerned with what the future holds for them. Our commitment is to make sure that we are providing basic services to Portlanders, and we will make sure that that is our North Star as we move forward in this process,' Pirtle Guiney said.
Officials said the city administrator's budget is expected by the end of the month.

KOIN 6 reached out to representatives from PPB and PF&R for comment about the budget and overtime costs. Their statements are below.
From Mike Benner, PPB spokesperson:
'Overtime is an issue we are aware of and recognize and are having internal discussions about. Over the last several years, we've lost a significant number of officers, approximately 300. In order to provide a minimum level of service, we need to utilize overtime. In addition, we use OT to run specialized missions that address stolen vehicles, retail theft, human trafficking, etc. These are missions that go along way in addressing criminal behavior in our community. In addition, officers can work OT at a Blazers or Timbers game, for example. The OT reflected in the paychecks is reimbursed from the outside. And finally, PPB has a robust wellness program where we emphasize self care and make sure officers are taking care of themselves.'
From Rick Graves, PF&R spokesperson:
'Through hiring 23 additional bodies over the past few years we are course correcting this OT quickly and have the evidence to show this that our usage of OT in similar time periods prior to have these bodies to fill the boots and now with these new hires and our OT is reduced as we are not as dependent upon someone working OT to make sure the boots are filled through a shift. I believe the last figure I saw is we were down 19% from 2024 to the same period of time in 2025. It may be helpful for you to know that there are multiple ways folks earn overtime but much of this is acquired via 'backfill' or filling a vacancy at a fire station but we also have members that are involved in committees and parts of projects where OT is authorized and utilized but this is a very small percentage of the total expense as most is simply to fill for those FF on leave. Essentially we need more FF to reduce OT.'

SPRINGFIELD, Mo. — Staff and vendors are setting up for the Red Angus Youth Expo at the Ozark Empire Fairgrounds, which helps kids learn about agriculture. On Sunday, young adults came to register for the expo. They expect hundreds of people from around the world to show up. 'We have roughly 400 animals entered here with about 200 exhibitors here, or close to that,' said Kelly Smith, director of commercial marketing for Red Angus. The Red Angus Youth Expo not only draws people to Springfield from across multiple states, but also from other countries as well. 'All over the United States, even some from Canada. So we do have some people outside the country that have ventured down here to Springfield to exhibit their animals,' said Smith. 'Beef prices right now for the rancher through the markets are really at record highs,' Smith said. 'And the reason for that is because supply and demand is exactly what it is. The demand for our beef products in this country are overwhelming.' Zachary Griffith is the vice president of the Junior Ranching Association. He says the expo teaches young people about the future of agriculture. 'We expect around 270, 275 kids that we see throughout the time. And it's a great experience for these kids to come out,' Griffith said. 'We do educational opportunities, and we learn about different parts and perspectives of agriculture within the beef industry as a whole.' He is concerned, however, about how tariffs will impact their way of life. 'Imports are a big thing with us. I mean, we still import and export beef year-round,' said Griffith. 'I mean, being the number one beef producer in the world, we produce beef for everybody, not just ourselves. So it's our livelihood at line. These tariffs kind of affect just not only us but the other people in the future of agriculture as a whole.' The Red Angus Youth Expo will be in Springfield from June 8-13. Sanlayan Technologies, a Bengaluru-based aerospace and defence startup, has raised INR 186 crore in a heavily oversubscribed Series A funding round. The latest investment, led by prominent investors Ashish Kacholia, Lashit Sanghvi, and Jungle Ventures, saw participation from existing backers Gemba Capital and Singularity Ventures, alongside new entrant Shastra VC. The funding marks a significant leap for the company as it sharpens focus on indigenous defence capabilities. The latest round follows a INR 36 crore raise in March 2024, also led by Jungle Ventures through its First Cheque@Jungle platform. Shortly after, Sanlayan acquired a majority stake in Dexcel Electronics, an electronics system design and manufacturing (ESDM) firm with a 25-year track record in key Indian defence programs including the Sukhoi, Jaguar, LCA Tejas, and Chandrayaan-3 missions. Rishab Malik, partner at Jungle Ventures, noted the combined impact of capital infusion and operational focus. "The revenue ramp-up at Dexcel, combined with strategic capital and Sanlayan's operating discipline, reinforces our confidence in their ability to scale sustainably across the defence electronics value chain," he said. Sanlayan's approach to building capabilities across India's defence electronics ecosystem relies on a three-fold strategy: acquiring mature defence MSMEs, building in-house research and development, and forming global partnerships. The startup is currently developing an Active Electronically Scanned Array (AESA) radar for India's unmanned underwater vehicle (UUV) program, leveraging its internal R&D while collaborating with five domestic startups and international OEMs for advanced joint development. "What drew us to Sanlayan was their clear understanding of India's defence electronics landscape, and their hybrid strategy to solve it," said investor Ashish Kacholia. "This is not just a business opportunity; it's a national imperative." The company plans to rapidly scale its operations with a major hiring drive. Boy who fell into Genesee River identified; search now recovery mission

Rochester police have identified the 5-year-old boy who fell into the Genesee River on Sunday and has not yet been found. Zy'Jae St. Pierre was walking with his mother and sibling on the Andrews Street bridge around 4:40 p.m. Sunday when he ran ahead, climbed onto the bridge railing, and fell approximately 50 feet into the river, said Rochester Police Chief David Smith. 'Fascinated by the water, he began climbing on the railing as his mother yelled for him to stop,' Smith said during a news conference Tuesday evening. 'He tragically fell over the railing and into the Genesee River.' Zy'Jae's mother ran along the riverbank in an attempt to reach him, but eventually lost sight of him. Despite what Smith called a "massive search effort" over three days, Zy'Jae has not been found. Search crews have combed the area in and along the river, and from the air, with Monday and Tuesday's efforts focusing on the area below High Falls. The Rochester Police Department's Scuba Team coordinated with Rochester Gas & Electric to reduce water flow from the Court Street dam to help with visibility. Officers then searched the basin at the base of High Falls and north to Middle Falls. Additional search efforts extended north toward Charlotte but were also unsuccessful. Water flow was also restricted from the Mt. Morris Dam in Livingston County to slow the river near High Falls to a near standstill Tuesday. However, due to nearly 5 inches of rainfall in May — according to National Weather Service data — Smith said the river could only be slowed temporarily. Officials estimate it will be at least Thursday before water levels allow another attempt to bring the falls to a standstill. Chief Smith confirmed Tuesday that the search has transitioned into a recovery effort. 'We're just trying to locate Zy'Jae and bring him home — to bring some closure to the family,' he said. Rochester Police Capt. Greg Bello said that police are asking boaters, fishermen or anyone else around the river north of downtown "to keep an eye out" for Zy'Jae. Zy'Jae's family described him as 'adventurous, endlessly curious,' and known for giving 'the tightest, warmest hugs you could ever imagine.' 'He was more than just a little boy,' his uncle Isaiah Funderburk wrote in an online fundraiser. 'He was our joy. Our heart. Our everything.' Zy'Jae loved cars, Paw Patrol, and his favorite toy, Spunky. His favorite color was red — 'bold, bright, and full of life, just like him,' his uncle said. He especially adored his father, mimicking his moves and even sharing his love of spicy foods. 'He wanted nothing more than to grow up and be just like him,' Funderburk said. 'A tragedy like this could happen to any of us,' said Mayor Malik Evans on Tuesday. 'For parents, especially, this adds another layer of heartbreak.' Evans asked the community to continue praying for Zy'Jae's family, who held a balloon release Tuesday afternoon on the Andrews Street bridge. Hundreds attended. 'Remember the mom and what she's going through,' Evans said. 'Already, neighbors have shown tremendous support — and that's what Rochesterians do. When someone in our community is hurting, we come together.' An online fundraiser has been launched to help cover funeral expenses. A service date has not yet been announced. 'No one is ever prepared to lose a child,' Funderburk said. 'We are struggling, grieving, and trying to stay strong.'
