Report notes staffing shortage for emergency management

Southland's emergency management service is facing serious staffing issues with just seven staff in place for a population of more than 100,000.
Recent reports have highlighted a raft of issues for Civil Defence in the area, including a lack of dedicated roles impacting "already stretched" staff and missed calls following the March earthquake.
Staffing levels have not shifted since 2018, even though the population, workload and frequency of responses increased, a report noted.
"As expectations grow at the national level and climate and disaster risks intensify, continuing to operate with insufficient, non-specialist staffing is not sustainable," it said.
There was an "urgent" need for more resources as the region struggled to meet both local and national expectations.
Emergency Management Southland group manager Aly Curd said her staff had now been asked to explore options for addressing resource gaps through the 2026-27 annual plan.
She also spoke to issues relating to the March 25 earthquake off the coast of Southland.
While there was no significant fallout from that event, a range of challenges came to light in a report including missed calls due to the duty phone not having an overflow function.
The phone was the first point of contact during an emergency and would be upgraded next month, Ms Curd told Local Democracy Reporting.
There is a 75% probability of an Alpine Fault earthquake in the next 50 years according to a recent study led by Te Herenga Waka — Victoria University of Wellington.
The report also highlighted an issue with the Tsunami Expert Panel requiring 40 minutes to convene — delaying official risk assessment.
Ms Curd said the time it took the national advisory group to convene emphasised the importance of self-evacuation.
"That is why we focus on the 'long or strong, get gone' message in local risk education."
Emergency Management Southland received a tough review earlier in the year on the back of its response to Gore flooding in 2023 and Bluecliffs erosion in 2024.
Key issues included staffing levels, communication, and a lack of process for declaring an emergency.
It hopes to address its staffing issues through a two-phase process, starting with new training and recovery positions over the next two years.
The second phase will look to expand the team to 11 people.

PHOTO: ODT FILES A $4 million upgrade of the Jackson Bay wharf — the only deep-sea port on the West Coast — may be a contender for co-funding with the government. However, councillors remain split over whether more investment is warranted. The road leading into Jackson Bay is also a headache for the Westland District Council, after slips reactivated in November are expected to take years to settle. The future security of the entire Haast-Jackson Bay Rd has been included in a bid to the government's Regional Infrastructure Fund (RIF), at its request. It forms part of package of potential investment supporting the wharf as a critical asset. In a recent update to councillors, Mayor Helen Lash said an upgrade of the aged Jackson Bay wharf was originally going to be part of the RIF application put forward with the Hokitika Airport upgrade. "We took it out to eliminate the risk of having the airport turned down ... but [government funding agency] Kanoa have come back and asked us to re-present that." Almost $10m of RIF co-funding was announced for the airport upgrade this year by way of a suspensory loan. If successful, the Jackson Bay project would be secured in the same way. Mrs Lash said the application was now past the second stage of assessment, and they expected to have a decision at the end of June. Letters of support from the fishing industry and community groups had gone in with the application. The $3.9m sought covered a "grand plan" for the wharf to see it was strengthened according to a report paid for by Fiordland Lobster, she said. A fixed crane, launching ramp for recreational fishers and a tolled carpark around the site that Talley's leased from the council was proposed. Mrs Lash said they had also included the Haast-Jackson Bay special purpose road in the funding bid. "It's a big ask and we've been ballsy with the ask but we've got nothing to lose with it." She said the application — done at the "very sudden" request of the government's regional economic development and investment unit Kanoa — also had the support of the National Emergency Management Agency as the only deep-sea port on the Coast. More than 70% of submitters to the council's draft long-term plan backed external investment in the port, largely for the role it would have in a Civil Defence response. The other options offered in the draft plan were closing it, or selling it to a commercial interest. Crs Jane Neale, Steven Gillett and Patrick Phelps voted against any more money being spent on the wharf. Iwi representative Paul Madgwick said any government funding would come with strings attached. "Newsflash: Kanoa are not Santa Claus. They expect a big contribution before they give out any cash." Major safety upgrades, including structural beam and decking repairs on a large section of the pier, were completed with $1m of government funding in 2020. However, outstanding repairs remain. The majority of councillors eventually agreed to leave the wharf upgrade in the long-term plan — subject to shoring up external funding. They could still decide later to potentially sell the wharf. Possible tornado damages properties in Hamilton, a hundred homes without power

A tornado is reported to have torn through the Hamilton suburb of Nawton on Thursday evening, damaging property and trees. Power has been cut to nearly 100 homes but is expected to be restored shortly. Civil Defence Waikato said it had received reports of a tornado, although MetService could not confirm that. Mayor Paula Southgate said emergency services and city arborists were helping with clean up and repairs, and asked people to stay away from the area. High winds have been battering the region. Earlier two homes in the city lost roof tiles and some trees were downed in the suburb of Dinsdale. One business had minor flooding. Earlier severe thunderstorm warnings for Kaipara, Far North, Whangārei and Rodney have since been lifted. Elsewhere, Waipā District Council said a sudden hailstorm earlier in the day may have caused surface flooding in some areas. A low was moving eastward across the North Island, bringing possible severe gales, MetService said. It said there was also a low risk of a small tornado, which could occur with or without a thunderstorm. MetService said during Friday and over the weekend, a strong west to southwest flow would affect the country. Watches for the possibility of severe gales were in place for several areas, including Hawke's Bay, Southern Fiordland, Southland, Stewart Island, Clutha and Dunedin. There was a high chance these watches would be upgraded to wind warnings. A strong wind watch was also in place for Chatham Islands with a moderate chance of an upgrade. "Damage to trees, powerlines, and unsecured structures [are] possible. Driving may be difficult, especially for high-sided vehicles and motorcycles," MetService said. The forecasting agency advised residents in these areas to secure items that could be picked up by strong winds and drive cautiously. Lindis Pass (SH8), Crown Range Road and Milford Road (SH94) were expected to have snow accumulate on Friday. In Bay of Plenty, State Highway 25 north of Thames was closed due to a slip early on Thursday. The New Zealand Transport Agency (NZTA) said the highway would remain closed while it awaited a technical evaluation and there was no detour available. It said motorists should avoid the area. Lanes on State Highway 2 near Ōpōtiki were also blocked due to multiple slips on Waioweka Gorge. Motorists can still travel on this route, however, they are advised to take care. NZTA's System Manager for Waikato Andy Oakley said it knew the state highway needed increased resilience and this was a focus for the agency. Fortunately, the wild weather is likely to clear up just in time for the weekend. During Friday and Saturday a strong west to southwest flow affects the country, MetService said. "We will still have the hangover from the current low pressure system that's moving across the country. So, strong southwesterlies persist through to Saturday," MetService's Heather Keats said. A ridge of high pressure over the North Island until Monday will calm the weather, with clear skies for most of the weekend, she said. However, there will be some showers in the south and west of the South Island.
