Environmental impact: 5 years since New York's plastic bag ban

ROCHESTER, N.Y. (WROC) — It has been just over five years since former Governor Andrew Cuomo signed the New York State Bag Waste Reduction Act, which meant all stores collecting sales tax were no longer able to distribute plastic bags.
The goal was to eliminate the use of extra plastic and help keep communities clean and safe.
Now, many grocery stores, like Tops Friendly Market on Mt. Read Boulevard, have begun pushing consumers to invest in reusable bags.
'We encourage customers to use the reusable bags so that as a company, we are being more environmentally friendly,' says Dave Williams, the Mt. Read Boulevard location store manager. 'We want to do what we can to prevent any kind of plastics going into the landfill, trying to do our best to really push the use of reusable bags, as they are best for the environment.'
Along with most other grocery stores, Tops does provide paper bags to customers, but even paper bags can be harmful for the environment. A spokesperson from the supermarket chain says that although paper is much more environmentally friendly than plastic, it can still present potential issues, as the production of paper bags can release air and water pollutants.
As Williams explains, reusable bags are better for the environment, and your wallet.
'We want to be customer friendly,' he says. 'So we do provide paper bags at a small cost, so there is a savings long term by using reusable bags.'
Even though Tops and other supermarkets were enjoying the reusable bags, many customers weren't on board right away.
'Originally, I missed them,' said Dorothy Madigan, a Town of Greece resident. 'I would use them for trash and everything else.'
Another Greece resident agreed with Dorothy.
'I liked the plastic bags,' says Anne Murphy. 'I have a cat and I would find other uses for the bags outside of just holding groceries.'
Eventually though, they both came around to the many positive aspects of the reusable bags.
'Now I have several different bags from different vendors and I use them everywhere I go,' says Murphy. 'It's a way to restore energy and not have to worry about things.'
'Their easier to carry, easier to pack, their just all around better,' said Madigan, referring to reusable bags. 'You keep them in your car, take them in the store, bring them home, and nothing gets trashed. They last a long time and their relatively cheap too.'
Aside from the environmental aspects, Williams says that by purchasing certain reusable bags at any local Tops locations, you can be giving to those in need as well. Through a charitable program called 'Totes For Change', for every special charity-design reusable bag they sell, a portion of proceeds go to a number of organizations, including United Way, Feeding America, Golisano Children's Hospital, and many more.
'To date,' Williams explains. 'We have donated over $739,000 to so many organizations that help local families.'
We also reached out to the New York State Department of Environmental Conservation, who told us because of the plastic bag ban, we have seen a significant reduction in the amount of waste and litter statewide.

Former Gov. Andrew Cuomo has been hit with an ethics complaint for failing to disclose his more than $2.6 million worth of stock options in an advanced nuclear technology company before launching his mayoral campaign. The conservative watchdog group Foundation for Accountability and Civic Trust is demanding that the city's Conflicts of Interest Board investigate Cuomo to determine 'if he intentionally violated New York City's disclosure laws and enforce any appropriate penalties.' 'One of the most basic and fundamental ethics laws applicable to candidates and elected officials requires them to publicly disclose their financial interests,' FACT Executive Director Kendra Arnold wrote in a Monday letter to the COIB obtained by The Post. 'Unfortunately, it is this essential law that appears to have been violated by mayoral candidate Andrew Cuomo when he failed to fully disclose his financial interest in a company named Nano Nuclear Energy.' 3 Andrew Cuomo has faced pressure to release more information about his firm, Innovation Strategies' clients. 'This was always publicly available information that had been filed with the Feds for a year,' he said, referring to Federal Trade Commission (FTC) filings. 'We said a month ago we'd consult with the board and make amendments as needed and that's exactly what we did.' The Big Apple mayoral hopeful landed a spot on Nano Nuclear's advisory board in March 2024 and his firm was subsequently given 125,000 in stock options for $3 a share that May, according to annual security filings. At the time of Politico's report, Nano Nuclear shares were trading around $24, so the holdings were worth an estimated $2.6 million. On Monday morning, the firm's shares were trading around $35, bringing that value up to around $4.37 million. Internally, the campaign wasn't clear whether it needed to disclose the filings to the COIB because the shares were held through Cuomo's limited liability company (LLC), Innovation Strategies, Politico reported. Innovation Strategies is a consulting firm that Cuomo started in April 2022, roughly eight months after he resigned as governor in the wake of a sexual harassment scandal, state business records indicate. The mayoral candidate's disclosures indicate that he has pocketed north of $500,000 from the consulting firm. 'He took a leap of faith on us,' Yu added. Amended filings indicated that Cuomo has not yet exercised his holdings in the shoestring nuclear startup. The company does not appear to do business in New York City, and its headquarters are located in Tennessee. The former governor's position on Nano Nuclear's advisory board was publicly known before the report last month shed light on the disclosure concerns. The firm and its CEO had congratulated Cuomo on LinkedIn and X after he jumped into the mayoral contest in March, but later deleted those social media posts, according to Politico. Cuomo is famous for crusading to shutter the since-defunct three-unit Indian Point Energy Center in Westchester County, which had been the Big Apple's biggest source of carbon-free energy. At the time, Cuomo expressed safety concerns with the plant, particularly given its proximity to the Big Apple and feared the consequences of an accident at the facility. Despite pushing to close Indian Point, Cuomo also championed subsidies for other nuclear plants in the state. Cuomo is widely seen as the frontrunner in the June 24 Democratic mayoral primary. As the Q1 earnings season comes to a close, it's time to take stock of this quarter's best and worst performers in the home furnishing and improvement retail industry, including Lowe's (NYSE:LOW) and its peers. Home furnishing and improvement retailers understand that 'home is where the heart is' but that a home is only right when it's in livable condition and furnished just right. These stores therefore focus on providing what is needed for both the upkeep of a house as well as what is desired for the aesthetics of a home. Decades ago, it was thought that furniture and home improvement would resist e-commerce because of the logistical challenges of shipping a sofa or lawn mower, but now you can buy both online; so just like other retailers, these stores need to adapt to new realities and consumer behaviors. This print was in line with analysts' expectations, but overall, it was a mixed quarter for the company with a narrow beat of analysts' gross margin estimates but full-year revenue guidance meeting analysts' expectations. Started in 1956 as a store specializing in French cookware, Williams-Sonoma (NYSE:WSM) is a specialty retailer of higher-end kitchenware, home goods, and furniture. Williams-Sonoma reported revenues of $1.73 billion, up 4.2% year on year, outperforming analysts' expectations by 4%. The business had a strong quarter with a decent beat of analysts' EBITDA estimates. Williams-Sonoma pulled off the biggest analyst estimates beat among its peers. Known for mattresses that can be adjusted with regards to firmness, Sleep Number (NASDAQ:SNBR) manufactures and sells its own brand of bedding products such as mattresses, bed frames, and pillows. Sleep Number reported revenues of $393.3 million, down 16.4% year on year, falling short of analysts' expectations by 1.2%. It was a softer quarter as it posted a significant miss of analysts' EBITDA and EPS estimates. Sleep Number delivered the weakest performance against analyst estimates and slowest revenue growth in the group. As expected, the stock is down 6.7% since the results and currently trades at $7.27. Operating large, warehouse-style stores, Floor & Decor (NYSE:FND) is a specialty retailer that specializes in hard flooring surfaces for the home such as tiles, hardwood, stone, and laminates. Floor And Decor reported revenues of $1.16 billion, up 5.8% year on year. This number was in line with analysts' expectations. Aside from that, it was a slower quarter as it produced full-year revenue guidance missing analysts' expectations. The stock is up 1.8% since reporting and currently trades at $73.63. Founded and headquartered in Atlanta, Georgia, Home Depot (NYSE:HD) is a home improvement retailer that sells everything from tools to building materials to appliances. Home Depot reported revenues of $39.86 billion, up 9.4% year on year. This result surpassed analysts' expectations by 1.6%. More broadly, it was a slower quarter as it logged a miss of analysts' EBITDA estimates and gross margin in line with analysts' estimates.
