
Agriculture dept plans to use land to build farm produce shopping mall
Maharashtra's Agriculture department is planning to construct special shopping malls in different parts of the state where farmers can sell their produce directly to consumers. The malls are set to be built on a Public Private Partnership (PPP) model and will be on land parcels owned by the Agriculture department. The pilot project is likely to be set up soon.
'One of the main factors affecting the farmers is the right price for their produce. Some serious efforts need to be taken in this regard and this is one of the ideas that we are working on,' said Maharashtra's Agriculture minister Manikrao Kokate.
The Agriculture department has over 35,000 acres of land across the state. It also owns land parcels in different cities which are either lying vacant or being encroached upon. Cities like Pune, Solapur, Nasik, Nagpur have such land parcels which are lying unused for years. These plots are being planned to be used for the purpose of building a special shopping mall in partnership with investors and private players using the PPP model.
As per the plan, 50 percent of the mall will be given to the private players for commercial use where shops and showrooms of their choice can be set up. This area may be given on a 30-40 years lease basis to the private player. The remaining 50 percent area will be given to set up shops only to farmer bodies, self help groups, farm producers' companies and even individual farmers. 'Nobody other than those related to farmers will be allowed to set up shops in that 50 percent part,' said Kokate.
The department is planning to undertake a pilot project soon whereby one such shopping mall will be built in each of the administrative divisions of the state. Based on the success of the experiment, a big city in each district will house such a mall.
'The land belonging to the Agriculture department has been lying vacant and in some cases encroachment too has been observed, especially in bigger cities in the state. The move is to put this land into use and convert it into a model which will ensure steady financial earning to farmers,' said Kokate.

Puducherry government to begin distribution of free solar pump sets to farmers soon, says Chief Minister
The government will soon start distribution of solar pump sets to eligible farmers free of cost in the Union Territory, Chief Minister N. Rangasamy said on Wednesday. Launching government's En Veedu En Nilam scheme at the Botanical Garden, the Chief Minister said administrative steps were being taken to begin distribution of solar pump sets to the farmers at the earliest. Around 6,000 farmers will be eligible for receiving the pump sets in the Union Territory. The scheme was envisaged to homestead vegetable cultivation in a cluster-based approach by extending an aid of ₹5,000 input cost per individual. The Chief Minister distributed 21 items, including seeds, fertilizers, pesticides, green shade nets and pots worth around ₹5,000 to the beneficiaries at the launch. In the first phase, while around 3,000 people would be provided materials required for terrace farming, another 3,000 beneficiaries would be added to the scheme later. 'The scheme was announced in the Budget to promote terrace farming considering the limited space available for cultivation, especially in the town and the outskirts. Though, around ₹1.5 crore was budgeted initially for the scheme, the allocation has been enhanced now to ₹3 crore,' he said. He urged the people to take up dairy farming. There was a huge potential for milk production as the territory was only producing around 45,000 litres per day. 'During the last four years, the government was able to implement stalled welfare programmes as well as introduce new schemes. The free rice distribution was relaunched successfully without any complaint on the quality of rice supplied. The government will soon start distribution of 2kg wheat free of cost to ration card holders,' he said. The Puducherry government was implementing all the promises made to the people in a phased manner. It was important for the administration to maintain close relationship with the Centre to avail more funds. 'It is important to have the support of the Centre. Otherwise, we will have to raise additional revenue by increasing taxes for implementing the schemes,' he said. Minister for Agriculture C. Djeacoumar and Speaker R. Selvam participated.

India for addressing asymmetries in cotton sector between developing, developed nations at WTO
India has stated that cotton is a sensitive domestic issue and pitched for addressing the long-standing asymmetries in the sector between developing and developed members of the World Trade Organisation, according to a WTO note. According to the report of the chairperson of the WTO's committee on agriculture, India has reaffirmed the need to deliver on long-standing mandates, including finding a permanent solution to the issue of public stockholding of foodgrains, special safeguard mechanism and cotton, particularly in view of the forthcoming Ministerial Conference (MC) being hosted by Cameroon. MC is the highest decision-making body of the WTO. Its 14th meeting is scheduled for March 26-29 next year in Cameroon. "India emphasised that cotton was an important and sensitive matter domestically with a situation similar to that of some of the other cotton-producing countries in terms of farmers' vulnerabilities since cotton is grown in arid areas by small and marginal farmers," it said. The country has underscored the importance of addressing the long-standing asymmetries in the cotton sector between developing and developed members with regard to their respective entitlements to the aggregate measurement of support beyond the de minimis level.
