NGT issues notices on alleged plastic waste violations by tobacco brands

) issued notice on a plea from The Citizens Foundation, which alleges widespread non-compliance with the Plastic Waste Management Rules, 2016, by manufacturers of gutkha, pan masala, and
tobacco
products.
The petition claims that banned plastic packaging materials are still being used and calls for strict enforcement of existing regulations. This includes the closure of units violating the rules and the recovery of environmental compensation.
A judicial bench led by Justice Prakash Shrivastava and Expert Member Dr. A. Senthil Vel has issued notices to relevant authorities, including the Central Pollution Control Board (CPCB) and the Delhi Pollution Control Committee (DPCC), seeking their responses.
Counsel for the petitioner pointed out that, despite the CPCB's earlier directives, issued on October 22, 2021, under the Environment (Protection) Act, 1986, to 25 manufacturers to halt operations unless they adopted eco-friendly packaging, these directives remain unimplemented.
The CPCB had instructed the defaulting companies to submit a timeline for switching to sustainable materials and to pay Environmental Compensation (EC) with interest for any delays.
The plea highlights violations of Rules 4(f) and 4(i) of the 2016 Rules, which prohibit the use of plastic sachets and specific polymers in packaging gutkha and related products. CPCB's previous reports suggested that such non-compliance could result in stern penalties, including seizure of goods, shutting down of factories, and levies of Rs 5,000 per ton of plastic used. Repeat offences could attract additional fines of up to Rs 20,000 per ton.
The applicant also cited a CPCB report from January 2021, which outlines enforcement under the Extended Producer Responsibility (EPR) regime. According to this, delayed EC payments could be penalised with annual interest ranging from 12 per cent to 24 per cent. Delays exceeding three months could lead to factory closures and criminal prosecution under Section 15(1) of the Environment Protection Act.
Recognising the gravity of the environmental concerns raised, the NGT has scheduled the next hearing for September 26, 2025. The applicant must serve notices on the remaining respondents and file an affidavit of service one week prior to the scheduled date, as stated by the Tribunal.

NEW DELHI: The three Pakistani terrorists who gunned down 26 civilians, including 25 tourists, in J&K's Pahalgam in front of their horror-struck families, were cornered and killed on Monday in a joint operation by the Army, CRPF and police in Dachigam area on the outskirts of Srinagar, home minister Amit Shah disclosed in Lok Sabha on Tuesday. Participating in the debate on Operation Sindoor, Shah identified the three attackers killed in 'Operation Mahadev' as Suleman alias Faizal Jatt alias Anas alias Usama Markaz; Hamza Afghan; and Jibran, all Pakistanis and affiliated to the Lashker-e-Taiba (LeT). Suleman, a top-grade LeT commander and the mastermind of the April 22 Pahalgam attack, was also involved in the Oct 2024 attack at the Z-Morh construction site in Gagangir, in which six labourers and a local doctor were killed, he said. Both Hamza and Jibran were also 'A-grade' LeT terrorists. The three were identified by family members of two locals arrested on June 22 by NIA - Parvaiz and Bashir. The duo had provided food and shelter to them at their 'dhok (seasonal hut)' some 2km from Baisaran prior to the attack. A source said they were paid around Rs 3,000 by the terrorists. Two of the three terrorists were carrying Pakistani voter IDs and the weapons - an M4 carbine and two AK-47s - and chocolates recovered from them further sealed the Pakistani link. Himachal makes dope testing for ‘Chitta' mandatory in police recruitment
Days after Himachal Pradesh Governor Shiv Pratap Shukla expressed concern about the drug menace in the State, Chief Minister Sukhvinder Singh Sukhu on Tuesday said his government has adopted a zero-tolerance policy towards the drug menace, even as it decided to introduce mandatory dope testing for 'Chitta' (heroin) during police recruitment. He made the remark during the Cabinet meeting held under his chairmanship in Shimla. The Departments of Police, Social Justice and Empowerment, and Health elaborated the steps being taken to combat drug abuse in Himachal Pradesh. 'The State government has adopted a zero-tolerance policy towards the drug menace and is fully committed to protecting the youth from falling victim to drug abuse,' said Mr. Sukhu, adding that there's an urgent need of coordinated actions to dismantle drug networks to protect the youth of the State from addiction. The Cabinet decided to introduce mandatory dope testing for 'Chitta' (heroin) during police recruitment. Besides, all new government employees will be required to submit an undertaking confirming they do not consume 'Chitta', said an official statement, adding that strict action would be taken against any government employees found involved in drug-related activities. 'It was informed during the meeting that the drug abuse situation in Himachal Pradesh remains under control, with Narcotic Drugs And Psychotropic Substances (NDPS) Act, 1985 cases accounting for nine percent of total cases, significantly lower than Punjab's 20%. Under the tenure of the present government, 45 cases were registered, and properties worth Rs 42.22 crore belonging to individuals involved in drug-related activities were attached. This marks a more than two-fold increase in the number of cases and a three-fold increase in the value of properties seized as compared to previous periods,' it added. The Chief Minister directed the Health Department to intensify its efforts in capacity building, awareness generation, treatment, counseling, follow-up, and rehabilitation of individuals affected by drug addiction. Besides, he emphasized the need for a coordinated approach, asking all concerned departments to work jointly in waging a comprehensive war against substance abuse. He also stressed the importance of regular interstate border monitoring to prevent drug trafficking.
