– A new tram network in Leeds
Leeds is the largest city in western Europe without a mass transit system, with proposals to reinstate trams ongoing for decades.
The Leeds Supertram project first emerged in the 1980s but was dropped in 2005.
The Conservative government gave its support for Leeds to have a mass transit system in the integrated rail plan published in November 2021, to coincide with the decision to axe the planned HS2 extension to the city.
Services on a tram network are expected to launch in the mid-2030s and will link Leeds with Bradford and other areas.
– Extension of Birmingham's tram network
The West Midlands Metro will be extended from Birmingham city centre to a new sports quarter in Bordesley Green.
This will be the first phase of West Midlands mayor Richard Parker's ambition to deliver mass transit from east Birmingham to north Solihull.
– Enhancing Greater Manchester's tram network
New Metrolink stops will be opened in Bury and Oldham, and the line will be extended to Stockport.
Also, the city's public transport Bee Network will become fully electric by 2030, including through the purchase of 1,000 new electric buses.
– Extending the Tyne and Wear Metro
The tram network will be extended from Newcastle to Sunderland via Washington.
– Improvements to buses in the Liverpool City Region
New rapid bus routes will serve Liverpool John Lennon Airport and both Liverpool and Everton's football stadiums.
– Expanding Middlesbrough railway station
A third platform will be built at the station to boost capacity.
– A new mass transit system to connect Derby and Nottingham
This will feature road, rail and bus improvements across the Trent Arc corridor.

The 'alarming' move comes as Chancellor Rachel Reeves is poised to confirm at her spending review this week whether the Acorn carbon capture project for St Fergus, near Peterhead, will finally receive the funding it needs to get off the ground. This comes as finance secretary Shona Robison asked Chancellor Rachel Reeves to award funding for the Acorn carbon capture project and to ensure Scotland receives a share of GB Energy funding that matches its contribution to UK clean energy goals, ahead of the UK spending review. She also called on the Chancellor to 'prioritise growth' and to fully fund the employer national insurance increase for Scotland's public services. Ms Robison urged the UK Government to abandon some of its 'damaging policies' such as cuts to welfare support for disabled people, to scrap the two-child benefit cap and to reinstate a universal winter fuel payment, ahead of the review on 11 June. Officials have refused to release details of what the study shows, despite campaigners requesting it under Freedom of Information law. Fears have been raised about leakage, with the technology not yet tested at commercial scale. Now, campaigners have warned that any further public funds for the Acorn project would benefit major oil companies, including Shell, which have made £90 billion profits in recent years and Harbour Energy who recently laid off 250 staff despite paying out almost £1bn to shareholders in the past three years. The UK government has already pledged £22bn to the carbon capture industry, a move which the Public Accounts Committee branded a 'high risk gamble' that could push up household energy bills. Friends of the Earth Scotland's climate campaigner Alex Lee said: 'The public are again being forced to pay for the oil industry's greenwashing carbon capture plans, and it is deeply alarming that we don't even get to see what our money has unearthed. 'Plans to run a 280km high pressure carbon pipeline through towns and villages are fraught with danger and uncertainty because this has never been done before in Scotland. Have the people who live along the route of this pipeline proposal been informed of the risks and consulted on these proposals? Chancellor Rachel Reeves admitted that some vital public services will lose out on funding in next week's Spending Review - 'I'm not able to say yes to everything' Rachel Reeves will pour cash into the NHS, schools, security and firing up the economy as she hit back at fears of fresh austerity for cash-strapped public services. The health service is expected to be the big winner in Wednesday's Spending Review, with a 2.8% hike to the Department of Health's annual budget - amounting to around £30billion in additional funding by 2028/29. The Mirror understands schools will also get a major boost to per pupil funding, with £4.5billion extra for the core schools budget. ‌ But other vital services will feel the squeeze, with painful cuts expected in areas like local government and policing. On Wednesday, the Chancellor will spell out how much cash will be allocated for day-to-day budgets over the next three years. ‌ Speaking to the Sunday Mirror in her Leeds West and Pudsey constituency, she said: "This is a far cry from what you would have had if you'd had another five years of the Conservatives - £300billion above that. Under our plan, spending will increase every year in this Parliament. "I tell you what austerity is, it's what George Osborne did, where spending fell by 2% every year when he was Chancellor and [David] Cameron was Prime Minister. Spending will grow at close to 2% every year under the plans that I will lay out." There will be a £190billion increase in funding for day-to-day spending over the period, funded partly by tax hikes in the Budget in the autumn. A shake-up of borrowing rules has also freed up around £113billion for capital investment for big ticket items like homes, transport and energy projects. Security will be top of the agenda as "we live in a changed world, everyone can see that," the Chancellor said. "The first duty of any government is to keep its people safe." ‌ The Government has already promised to hike defence spending to 2.5% of GDP by 2027/28, funded through a raid on the foreign aid budget. The NHS will get a big cash injection to help the Government meet its commitment to slash waiting lists currently around 7.4million. Her other focus will be growing the economy to drive up living standards for ordinary Brits. But Ms Reeves admitted some areas will lose out. "I'm not able to say yes to everything, and there are things that I would like to do, but we don't have the money to do them," she said. ‌ "But your readers will remember two and a half years ago when a Conservative Prime Minister and Chancellor crashed the economy. "As a result, they paid more for their mortgages and more in their rents, and readers who run their own business, particularly small businesses, found that the cost of running their business went up as inflation and borrowing rates went through the roof. ‌ "So we have to say no to some things, because we've got to make sure that that stability is returned to the economy." This week, the Chancellor confirmed plans to rip up Treasury rules blamed for favouring investment in prosperous areas in the South of England. Instead, some £15.6billion will be handed to mayors to improve trams, trains and buses outside of London. Ms Reeves said: "It means that people can be able to stay in the place where they grew up, the place they want to live, where their families are, but still be able to access some of those great jobs paying decent wages in the city, and they will be able to commute in easily and affordably in a way that isn't possible today. ‌ "That narrows down the options for lots of people about the jobs they do. Also for young people, it narrows down the options about where to go to college, what apprenticeship to take up. "And I don't want people's options to be narrowed. I want people's options and opportunities to be broadened and their aspirations to know no limits." ‌ But she acknowledged that voters are sceptical and said there was "no time to waste" in delivering for parts of the country betrayed by Boris Johnson's levelling up boasts. "We've got to get on with [it]", she said. "I don't want people waiting for another decade before they see improvements in their area. "We've spoken about a decade of national renewal, but there's no time to waste. We're getting started." ‌ Pressed on whether she would deliver where the Tories failed, she said: "Yes, and the reason that I can say that to Mirror readers is because I know that there's a lot of cynicism that things have been promised in the past." She added: "I'm as cynical as the next person when it comes to these promises, but we've set out five years worth of funding this week." Ms Reeves admitted she'd had to take tough decisions, including hiking national insurance contributions for businesses in the autumn Budget and plans to slash £5 billion from the welfare bill. ‌ Labour MPs are in revolt over the decision to make up most of the welfare savings from cuts to Personal Independence Payments (Pip), which help disabled people with the added costs of daily life. Ms Reeves said that difficult decision had allowed her to plough cash into public services and invest in the future. She said: "We are choosing investment rather than decline. The previous government chose decline. That is not the path that we're choosing. We're going to renew Britain and make working people better off in the process." ‌ Ms Reeves said she recognised the last few years had been tough for ordinary Brits but added: "We're beginning to turn the corner because of the choices that we've made." 'We will reduce child poverty' Rachel Reeves said driving down child poverty is a "moral mission" and insisted Labour would lift more kids out of hardship. The Chancellor said the decision this week to extend free school meals to more than 500,000 additional pupils next year was a statement of intent. ‌ From next September, all children in families receiving Universal Credit will get a free school lunch - in a major victory for the Mirror's campaign to end hunger in the classroom. But the Government is under intense pressure to commit to more drastic action to end the scourge of child poverty. A long-awaited strategy has been delayed to the autumn amid mounting calls from Labour MPs for an end to the Tory two-child benefit limit, which has been blamed for pushing families into poverty. ‌ Asked if she was listening to these calls, Ms Reeves told the Sunday Mirror: "I joined the Labour Party when I was 17 years old, because my experience at my local state school was that my sixth form was two prefab huts in the playground joined together. "Our school library was turned into a classroom because there were more students than space and never enough textbooks to go around." ‌ She added: "There were loads of girls that I was at school with who did not have the opportunities. They went to school every day and probably felt that the government didn't care very much about communities like ours and families like theirs. "When Tony Blair talked about 'education, education, education', that really resonated with me, because I strongly believe that whatever your parents do, whatever income your family's got coming in, whatever your background, you deserve a really good start in life. "And I know that kids who are going to school in empty bellies, who don't have a space at home to do their homework, who don't have the opportunities of books at home, and where the mums and dads don't have the security of a job that pays a decent wage, that they just don't have the opportunities that other kids do. And that's what I came into politics to do something about." She added: "We will lift more children out of poverty. We will reduce child poverty. That is a moral mission for all of us."

'Biggest ever investment in city region local transport as Chancellor vows the 'Renewal of Britain',' trumpeted a government press release on 4 June. It was one of those headlines that feels like it should come with a '[citation needed]' tag. Have they accounted for inflation? When they say 'city region', are they gerrymandering to only count places officially designated by this relatively recent term? The total cash adds up to £15.6bn. There's a risk of apples and oranges here; yet it seems at least worth noting that London's Elizabeth Line cost £18.8bn. But let's hold the cynicism for the moment, because all this looks suspiciously like that rarest thing: good news from Rachel Reeves. The announcement more than doubles the real terms capital funding for nine city regions from 2027/28 to 2031/32: £2.4bn for the West Midlands, £2.5bn for Greater Manchester and so on. The list of 'projects likely to be taken forward by mayors' that accompanies it includes a dizzying number of potential schemes: an eastern extension of the Midlands Metro; new tram stops and a potential Stockport extension for Manchester's Metrolink; new rolling stock and station upgrades on the Sheffield Supertram; and so on. All this is cheering, even if you're not the sort of person who can while away a happy hour looking at public transport maps of cities you've never even visited, because there are reasons to think poor transport is one cause of Britain's economic malaise. Productivity, after all, tends to correlate with city size, and poor connectivity means that our cities are functionally a lot smaller than they look: the transport and economy writer Tom Forth has shown that traffic congestion means that Birmingham functionally shrinks by half in rush hour. It's not just that cities with good public transport are nicer, though they are: it's that, by linking employers with a larger pool of potential employees, they're often more prosperous. It's good news for political reasons, too. So much of what this government is doing – including, probably, the bulk of next week's spending review – feels unnervingly like presiding over decline. This isn't that. It has been pitched as a move towards rewriting the 'Green Book', the guidance the Treasury uses to value potential spending commitments – and which tends, because of London's prosperity and sheer size, to funnel money to the south-east. By allocating money to other regions, between them containing nearly 18 million people – over a third of England's population outside London – it's a baby step towards the levelling up the last government promised but failed to deliver. Not everyone is convinced: plenty warn this all has unnerving parallels with Rishi Sunak's proposals for 'Network North', which was neither a network nor really about the north. (The list of projects included stretched, hilariously, to Plymouth.) But I think that's too kind to Sunak and unfair on Reeves: there is a difference between a rapidly assembled list of unfunded projects press-released to counteract some bad headlines about the dismemberment of HS2 and an actual funding announcement by a sitting Chancellor. Will it be truly transformative? There appear to be a few shortcomings. For example, absent from the announcement is the long-awaited and repeatedly cancelled rebuild of Manchester Piccadilly station, which has long acted as a bottleneck for rail services across the north. Another absence is HS2 itself, which (sing along if you know the tune) would increase capacity on local services by getting fast trains out of the way. These would do wonders for multiple city regions – but they are excluded, presumably either because they are not 'city region' projects but strategic rail ones, or because they just cost too much. The last critique concerns the politics. It's great to see a government breaking with tradition and increasing, rather than slashing, capital funding – but the reason most chancellors tend to cut is because these projects take so long to show any benefits. The suggested timeline for the proposed West Yorkshire Mass Transit is both illustrative and absurd: 'spades in the ground' by 2028, the first services in the mid 2030s. Until then, it won't transform the economy, and may not help much at the next election – it could, in fact, do the opposite, by mobilising opponents who fear disruption to roads.
