BESCOM to launch digital portal for consumer grievance management
Bengaluru (Karanataka) [India], May 14 (ANI): Bangalore Electricity Supply Company (BESCOM) is set to launch a digital portal aimed at enhancing transparency and efficiency in the consumer grievance redressal process, announced N Sivashankar, Managing Director of BESCOM.
He made this announcement while addressing a workshop earlier this week, organised jointly by the Karnataka Electricity Regulatory Commission (KERC) and BESCOM, for the office bearers and members of the Consumer Grievance Redressal Forum (CGRF) at the KEB Engineers Association Hall.
'To strengthen consumer rights and improve accountability, a dedicated digital platform is being developed for managing consumer complaints. The Chief General Manager of Corporate Affairs has been entrusted with overseeing the grievance redressal process,' Sivashankar said.
He added that, as directed by the KERC Chairman, CGRFS has been constituted at the district level, comprising a Superintendent Engineer, an Executive Engineer, and independent members.
'Grievances must be addressed within stipulated timelines. If issues remain unresolved at the CGRF or corporate level, consumers can escalate their complaints to the KERC for further redressal,' he emphasised.
Inaugurating the workshop, KERC Chairman and retired Chief Secretary to the Government, P. Ravikumar, stressed the importance of delivering impartial and timely justice to consumers.
'Proactive engagement by authorities is essential for the success of this grievance redressal mechanism,' he said.
Highlighting the legal framework, KERC Legal Department Member and retired District Sessions Judge HK Jagadish noted, 'Sections 42(5) and 42(6) of the Electricity Act, 2003 mandate provisions for consumer grievance redressal. The CGRF and KERC, the Electricity Ombudsman, function as quasi-judicial bodies, as recognised by the Supreme Court and High Courts.'
During the workshop, KERC Technical Director Srinivasappa and retired judges Krishnaiah and IF Bidari briefed officials on technical issues and common challenges faced in consumer complaint resolution.
The event was also attended by KERC Secretary Siddeshwar, BESCOM Technical Director HJ Ramesh, Finance Director Mahadeva, GM of Administration and Human Resources Dr. Dayanand, GM of Consumer Relations Rajoji Rao, and Pushpa SA, Chief General Manager of Corporate Affairs. (ANI)

Power bill shocker: Pkl locals ready to knock at HERC doors
Panchkula: Concerned residents of Panchkula have come together to draft and circulate a petition in response to a recent steep increase in power bills. The petition, drafted by the Federation of Residents Associations (FORA), an umbrella body of residents welfare associations, will be formally submitted to the Haryana Electricity Regulatory Commission on Thursday in a bid to challenge and reduce the hike. Tired of too many ads? go ad free now Residents have shown solidarity and pushed for fair and affordable utility pricing. "We studied different bills and found that the cumulative effect of this revision, as notified by the respondent, is not only excessive and disproportionate but also amounts to an unjust enrichment by way of inflated charges imposed on consumers without adequate justification or supporting cost analysis. These arbitrary escalations, especially in the domestic and industrial sectors, violate the principle of reasonableness in tariff setting, fail to protect the consumer interest envisaged under the Electricity Act, 2003, and merit urgent judicial scrutiny," said RP Malhotra, president, FORA. "Thus, we are moving the petition Thursday. During elections, we were told that no power rates would be hiked, but the opposite happened, that too unannounced. Fixed charges are adding to a huge increase," he added. Solution Box's founder Mohit Gupta said, "At this stage, very few people understand the implications. It is around Rs 10,000 per year for 10 kW+ connections and Rs 4,000 per year for 5 kW connections. Add to this the enhanced slab rates. It will make a huge impact on small and medium domestic consumers." B R Mehta, a Sector 25 resident, said, "How will HERC justify before the court of law when challenged legally that consumers with much higher consumption are getting much lower bills than consumers with much lower consumption being asked to pay much higher amounts of bills?" Many residents said they have received bills with an increase of almost 100 to 400% compared to last year's bill. They are calling it illogical while the power department has said they have prepared bills as per commission's revised order. The Haryana Electricity Regulatory Commission had raised domestic and industrial categories from 20 to 30 paise per kWh (kilowatt hours)/kVAh from last year. MSID:: 121627153 413 |

India's first solar-powered, second-life battery integrated EV charging station is in Bengaluru
The country's first solar-powered electric vehicle (EV) charging station integrated with second-life battery storage was launched at the BESCOM EV Hub Charging Station here on Tuesday. The pilot project, Renewable Energy to Electric Vehicle (RE2EV), which marks a major milestone in clean energy and green transport infrastructure , was inaugurated by Karnataka's Energy Minister K J George. George noted that the integration of solar energy with second-life batteries ensures sustainable, grid-independent operation and improved charging access in a high-demand transit zone. According to a press release issued by Delta Electronics India , supplier of the nine DC fast chargers for RE2EV, a 45 kWp rooftop solar photovoltaic (PV) system feeds into a 100 kWh Battery Energy Storage System (BESS) made up of repurposed batteries. These batteries, added the press release, although can no longer be used in vehicles, retain enough capacity to store and discharge energy efficiently. The hub, situated near the airport, is capable of charging up to 23 vehicles simultaneously. The project has been developed under the Green Urban Mobility Innovation Living Lab and supported by GIZ India, BESCOM, and DULT, as part of the SUM-ACA ( Sustainable Urban Mobility - Air Quality, Climate Action, Accessibility) initiative, stated the press release. Karnataka has over 5,880 EV charging stations across the state -- 4,462 of which are in Bengaluru Urban district -- and 140 new chargers added this year alone, added the release. Information on the RE2EV hub, like location, availability, and rates, can be accessed via BESCOM's "EV Mitra" app.

DERC announces amendment to norms for shifting lines, bus depot electrification
NEW DELHI: The Delhi Electricity Regulatory Commission (DERC) has announced the Seventh Amendment to the Supply Code and Performance Standards Regulations, 2017, outlining a clear process for works such as shifting HT/LT lines and electrification of bus depots. These works are now to be divided into three broad stages — design and procurement, execution and installation, and testing, commissioning & handover. This structured approach aims to bring more clarity and accountability in implementing such government-backed projects. The DERC said that these changes were made based on directions from the Government of NCT of Delhi under Section 108 of the Electricity Act, 2003. The amendment, which is now in effect from the date of its publication in the official gazette, introduces new provisions under Regulation 24 to address electricity-related infrastructure works carried out by distribution companies on behalf of the Delhi government.
