Action needed to control busking in the capital councillor warns
Action is needed to control busking in the Capital, a councillor has warned, as it emerged new rules for performers have been delayed beyond the start of the summer.
The council started work last year to try and develop new rules for busking and busker management.
Officers had intended to submit a report on the topic in autumn last year – but this has since been delayed until beyond the start of this summer.
Liberal Democrat councillor Edward Thornley put forward a motion to the city's Culture and Communities Committee calling for an update on busking in the city.
In it, he asks for council officers to present information on how effective temporary measures put in place during summer 2024 were, highlighting any new approaches and asking for any data that might be available.
Last summer, the council put up posters at popular busking spots reminding performers of rules and passed out 'busking guides', in addition to an increased level of street outreach.
He also asks that officers provide an update on the report concerning the new busker rules, and an outline of what steps will be taken towards their introduction.
Officers met with buskers, fringe acts and members of the public when developing the new rules.
At present, the council's rules for busking are available on the city's website.
It calls on buskers to only perform between 9am and 9pm, and to move to a new site at least 50 metres away after every hour.
Additionally, it asks them to keep the volume of their performances low, to not disturb nearby businesses and residents.
It also says that buskers should not pitch up within 50 metres of another performer, and calls on them to not block pavements, doorways or cashpoints.
It further says that Police Scotland can charge and seize the equipment of buskers in some circumstances.
As of now, buskers do not need a licence to perform in the city.

Hate crime declared as 'disgusting' antisemitic graffiti appears in Dundee city centre
'Sinister' antisemitic graffiti written on a Dundee city centre poster is being treated as a hate crime. The vandalism was discovered on Tuesday May 20 in the Arctic Pend tunnel, which connects New Inn Entry to the High Street and gives access to the Keiller Centre. Vandals targeted a poster, which has the message 'It can't be terrible forever' written on it. Beneath the message they had written: 'Only kicking out the Jews will make things better.' The bottom part of the poster containing the message has now been ripped off. Police say they are treating the incident as a hate crime. Cllr Fraser Macpherson, the Lib Dem group leader on Dundee City Council, said 'Dundee has always been an inclusive city, welcoming to all, and Dundonians will agree with me that any racist and antisemitic graffiti is disgusting and totally unacceptable.' He added: 'It is a criminal offence and a hate crime and Police Scotland moved fast to put out an appeal for anyone who witnessed this taking place to contact them. 'I have raised this dreadful graffiti with the council's environment management to ensure it gets removed.' Mayfield councillor Lynne Short (SNP) said: 'There has been a proliferation of graffiti appearing in the city centre recently. 'Most of it is senseless and mindless. 'But this one is disgusting. 'We shouldn't be in a situation where any race, creed or colour should be brought into anything – least of all, street graffiti.' 'This is not mindless graffiti, or people just passing the time of day. 'This is more sinister. 'It's targeted and it is not right.' Police have appealed for witnesses to the vandalism to come forward. PC Rebecca Cantwell from the city centre policing team said: 'Due to the nature of this graffiti, we are treating this act as a hate crime. 'Our enquiries are ongoing, and we are appealing for anyone who witnessed the incident to contact us.' Schoolgirl hit by car in Scots retail park after mounting pavement
An 11-year-old girl was stuck by a vehicle near a zebra crossings. A schoolgirl was hit by a car which mounted a pavement at a Scots shopping park. On Sunday May 25 an 11-year-old girl was struck by a vehicle after it mounted onto the kerb in the Inverness Shopping Park at around 3.15pm. The collision took place at the crossroads zebra crossings in Eastfield Way next to Hollywood Bowl and Pizza Hut. It is understood that the youngster suffered a sore ankle, but was otherwise unhurt and did not require medical treatment, reports the Inverness Courier. A Police Scotland spokesperson said: 'Around 3.15pm on Sunday, May 25, we received a report of a collision involving a car and an 11-year-old female pedestrian on Eastfield Way, Inverness. 'The girl did not require medical treatment. Enquiries are ongoing.' Yesterday, in a separate incident, we reported that a Scots schoolboy is in a "serious condition" in hospital after being hit by a car near an school in Edinburgh. The seven-year-old was struck by a vehicle on Ferry Road in the capital at around 6.30pm on Friday night. It is understood the crash took place near Oaklands Primary School. He was rushed to the Royal Hospital for Children and Young People where he remains in a serious but stable condition. Cops remain at the scene and a cordon has been erected while they carry out full enquiries. An investigation has also been launched into the crash. Images from the scene show several police cars in the residential area and police tape cornering off the scene. A spokesperson for Police Scotland said: "We were made aware of a collision involving a car and a seven-year-old male pedestrian which happened on Ferry Road in Edinburgh shortly after 6.35pm on Friday, 30 May. "The boy has been taken to the Royal Hospital for Children and Young People for treatment. His injuries are serious but not described as life threatening. "Calder Road is closed to motorists and pedestrians from Rosevale Crescent to the A721 Bellshill Road. "People are asked to avoid the area if possible. "The death is being treated as unexplained and extensive enquiries are ongoing. "Officers remain in the area while the investigation continues and anyone with any concerns can approach them."
