Lavrov calls for revival of Russia-India-China dialogue, cites 'genuine interest'
NEW DELHI: Russian Foreign Minister Sergey Lavrov expressed Moscow's strong interest in reviving the Russia-India-China (RIC) trilateral dialogue, which has remained dormant since the 2020 Galwan clashes between India and China.
Speaking at the plenary session of an international political conference focused on building a unified and fair security and cooperation system in Eurasia, Lavrov said Russia is 'genuinely interested' in the re-launching of the RIC format, according to Russian state media agency TASS.
'I would like to confirm our genuine interest in the earliest resumption of the work within the format of the troika — Russia, India, China — which was established many years ago on the initiative of (former Russian prime minister) Yevgeny Primakov, and which has organised meetings more than 20 times at the ministerial level since then, not only at the level of foreign policy chiefs, but also the heads of other economic, trade and financial agencies of the three countries,' Lavrov said.
Lavrov is scheduled to visit India in June to prepare for Russian President Vladimir Putin's visit to the country later this year for a bilateral summit.

Ukraine ordered the evacuation of 11 more villages in its Sumy region bordering Russia on Saturday amid fears Moscow was gearing up for a fresh ground assault. Russia claims to have captured several villages in the northeastern region in recent weeks, and has massed more than 50,000 soldiers on the other side of the border, according to Kyiv. The evacuations came just two days before a possible meeting between the two sides in Istanbul, as Washington called on both countries to end the three-year war. Russia has confirmed it will send a delegation to the Turkish city, but Kyiv has yet to accept the proposal, warning the talks would not yield results unless the Kremlin provided its peace terms in advance. On Friday, Ukrainian President Volodymyr Zelenskyy accused Moscow of doing "everything" it could to sabotage the potential meeting by withholding its peace terms. Authorities in Ukraine's Sumy region said on Saturday they were evacuating 11 villages within a roughly 30-km range from the Russian border. "The decision was made in view of the constant threat to civilian life as a result of shelling of border communities," the regional administration said on social media. A spokesman for Ukraine's border guard service, Andriy Demchenko, said on Thursday that Russia was poised to "attempt an attack" on Sumy. In total, 213 settlements in the region have been ordered to evacuate. Russia's Defence Ministry said on Saturday that its forces had taken another Sumy region village, Vodolagy. Moscow's invasion of Ukraine, launched in February 2022, has resulted in tens of thousands of deaths and the destruction of towns and villages across parts of the east and south of the country. The Kremlin's army now controls around a fifth of the country and claims to have annexed five Ukrainian regions as its own, including Crimea, which it seized in 2014. 'Strong delegations' U.S. President Donald Trump has spearheaded diplomatic efforts to bring an end to the fighting, but Kyiv and Moscow have both accused each other of not wanting peace. The Kremlin has proposed further negotiations in Istanbul on Monday, after a May 16 round of talks that yielded little beyond a large prisoner-of-war exchange. Kyiv has not yet said whether it will attend the Monday meeting, and said Friday it did not expect any results from the talks unless Moscow provided its peace terms in advance. Russia says it will provide its peace memorandum in person on Monday. But Ukraine suspects it will contain unrealistic demands that Kyiv has already rejected, including that Ukraine cede territory still under its control and abandon its NATO ambitions. In a statement to the United Nations on Friday, Russia's UN ambassador Vassily Nebenzia suggested the memorandum might call for Western countries to halt arm supplies to Kyiv and for Ukraine to abandon its military mobilisation. Turkish President Recep Tayyip Erdogan, who has fostered warm relations with both Zelensky and Russian counterpart Vladimir Putin, has become a key mediator amid efforts to end the conflict. In a call with Zelensky late Friday, the Turkish leader urged both sides to send "strong delegations" to ensure momentum towards peace, according to Turkish state news agency Anadolu. Turkey has offered to host a summit between Putin, Zelensky and Trump, but the Kremlin has turned down the offer. Putin has consistently rebuffed calls for a 30-day, unconditional ceasefire in Ukraine.

China asks Nepal to join its new international mediation organisation
China has asked Nepal to join the newly formed International Organisation for Mediation as Beijing wants more countries, besides Pakistan, from the South Asian region to join the initiative formed to further its global influence. The International Organisation for Mediation (IOMed) was launched on Friday in Hong Kong. State-run Xinhua news agency reported that 33 countries signed the convention on-site, making them the founding members of the IOMed. However, the full member list is not yet released. Chinese Foreign Minister Wang Yi who launched the initiative met his Nepali counterpart Arzu Rana Deuba on the sidelines of the ceremony in Hong Kong on Friday and expressed hope that Nepal will join IOMed at an early date, an official press release said here. Deuba attended the IOMed inaugural event but apparently Nepal has not signed up to join it. We discussed various aspects of Nepal-China bilateral ties, including high-level exchanges and development cooperation, Deuba said in a post on X after the meeting. Look forward to continue working together towards further strengthening relations between the two countries, she added in the post on X. Wang said China and Nepal are traditional friendly neighbours and China places Nepal in an important position in its neighbourhood diplomacy. For her part, Deuba congratulated China on the successful signing ceremony of the IOMed and said that it is an ideal choice to have the IOMed headquarters in Hong Kong, according to the press release. Beijing's all-weather ally Pakistan has signed up for the IOMed and its Deputy Prime Minister and Foreign Minister Mohammad Ishaq Dar attended the signing ceremony. During their meeting, Wang told Dar that China is willing to work with Pakistan and other countries to provide voluntary and efficient new options for dispute settlement for all countries, and a new platform for maintaining peace, stability, fairness and justice in the Global South, the foreign ministry press release said.

Kolhapur: Congress MLC Satej Patil has confirmed that the INDIA bloc parties will contest the upcoming local body elections in Kolhapur as a unified force. The elections for local bodies in Kolhapur district are slated for Sept-Oct. The alliance partners — comprising Congress, Shiv Sena (UBT), NCP (SP) and left parties — have started their preparations at the booth level. Following a preliminary meeting with INDIA representatives in Kolhapur on Friday evening, Satej Patil indicated a 90-95% likelihood of contesting jointly. He noted that Congress state president Harshvardhan Sapkal recently consulted with NCP (SP) chief Sharad Pawar and Shiv Sena (UBT) chief Uddhav Thackeray regarding Congress's stance in the forthcoming local body elections. He observed the state administration has lost its financial direction, and women previously addressed as "ladki" have seen reduced benefits. "The elections for Kolhapur and Ichalkaranji municipal corporations, ZP, and town councils will be held after the rains. This time, the picture will be different from the assembly elections. Ladki Bahin saved Mahayuti from defeat; however, for govt, the sisters are no longer considered 'ladki'. Funds need to be arranged to save the scheme by curtailing funds from other departments. State govt is planning to hand out loans to the Ladki Bahin beneficiaries so that govt can refrain from paying the monthly dole. Instead, the banks will receive the amount once a year," said Patil. The Congress MLC said state govt's total debt burden has reached Rs 9.5 lakh crore, approaching Rs 10 lakh crore. "The three parties in govt have failed to plan the finances of the state. The Mahayuti MLAs are still ignorant of the problems faced by the people. We raised our voice, and only after that did state govt start assessing the damages caused by the recent floods and heavy rain. With all these issues, we are going to face the elections, and we are hopeful of winning in all local bodies," added Patil.
