Dubai's Kamdar Developments eyes Saudi Arabia in regional growth push

Dubai-based Kamdar Developments is exploring opportunities in the GCC real estate market, particularly Saudi Arabia, as it continues to prioritise high-end residential projects.
'We closely monitor progress in Saudi Arabia, particularly with the enormous potential of Vision 2030 and the Kingdom's gigaprojects,' Founder and Chairman Yousuf Kamdar told Zawya Projects.
He added that the private developer is open to forming joint ventures and partnerships with Saudi companies.
Construction is progressing as planned on the 105 Residences project in Jumeirah Village Circle (JVC), with completion expected in the first quarter of 2027, Kamdar said.
Interview excerpts:
What market factors compelled you to launch 105 Residences in Jumeirah Village Circle (JVC)?
As a business, we have been investing in the UAE for 40 years. We have seen the incredible rise of Dubai, particularly driven by visionary leadership and welcoming policies that attract businesses and investment.
Demand to live and work in Dubai has only risen in recent years, with safety and quality of life driving an influx of new residents.
In line with our ambitions for the company, we want to strategically acquire assets in locations that show good market fundamentals. As a whole, Dubai ticks virtually every box.
Looking at JVC specifically, it is a good location with a growing community, with attractive options for residents. There is an increasing number of dining, shopping, entertainment, leisure, and lifestyle destinations emerging, which is driving both investors and end-users to seek well-constructed and well-managed properties.
Who is the project's architect? What is its USP in terms of design?
The project's design and architecture were done by Arec. The main USP of the project can be summarised as 'attainable luxury' – a place that has all the finish quality of a premium property at an affordable price point. We have carefully considered what people require – from wellness and fitness areas to relaxation zones and functional amenities.
What process did you follow to appoint Luxedesign as the contractor? When do you intend to deliver/hand over the project?
Luxedesign (LDV) is managing all stages of construction along with Arec. Fundamentally, we believe in delivering projects on time. It's an important part of building long-term trust. 105 Residences is currently on track and targeting a first quarter of 2027 delivery and handover.
When did you acquire the land for the project? Are you now seeing an increase in land prices in JVC?
Firstly, there has been an uplift in the underlying value of the project. We acquired ownership of the land in 2023 and have carefully planned its development.
What is the total cost of the project? How do you intend to fund the project?
105 Residences is fully funded by us. We do not require third-party investment to complete the project.
What will be the sustainable elements of the project?
Sustainability is a very important aspect of our projects. Eco-friendly materials that meet green building standards and energy-efficient HVAC systems tie in with Nakheel's (master developer) framework for JVC. Wherever possible, we will also work with local suppliers, knowing that transport and logistics incur a carbon cost. The design and positioning of the building have also been considered to maximise natural light balanced with solar reflective materials that lower heat absorption – in effect, reducing interior lighting and cooling costs.
Have you seen tender prices rise due to the UAE's booming real estate sector?
Tender prices have increased across the board. Specifically, costs for suppliers and contractors for in-demand elements, such as MEP and the provision of structural materials, have risen. We try to mitigate this by leveraging long-term relationships and utilising decades worth of market knowledge.
Are you seeing an increase in construction costs in Dubai? Are you concerned about it?
There has been an increase in construction costs, as well as volatility in pricing, due to regional and international supply chain disruptions.
There are various aspects to managing this, including locking in fixed pricing for materials, shifting elements of projects forward or backward dependent on requirements, sensible budgeting and forecasting that includes contingency pricing, cost tracking to quickly identify any potential areas of overspending before it becomes an issue, and streamlined construction processes that minimise construction waste.
From our perspective, our projects across JVC, Meydan, Jumeirah Golf Estates and Dubai Hills continue at full speed.
What are the biggest challenges you see in the coming years and how are you planning to overcome them?
The biggest concern at present is the escalation of hostilities in the region, which could impact the supply chain. There's also been some discussion of a market price correction – but our take on this is quite simple: is Dubai a popular place to live, and do we see that changing any time soon? The answer is a resounding yes: Dubai is the most popular place to live in the entire Middle East, and no, its popularity isn't going to diminish now or in the next hundred years. So, even if there are small cyclical dips, the overall trajectory and potential for capital appreciation in Dubai is upwards.
How extensive is your project portfolio in the UAE?
We are currently developing our flagship 105 Residences and multiple villa developments in Meydan, Jumeirah Golf Estates, and Dubai Hills. This includes a combination of public and private projects; therefore, we cannot disclose the overall development value of the portfolio. In addition to the UAE, the business continues to operate across the Middle East, Europe, and Africa, managing our existing property portfolio and a pipeline of developments.
How much land bank do you own in the UAE?
We have a substantial land bank in the UAE. We have long-held ambitions to diversify the portfolio to other emirates – we are actively evaluating opportunities across Abu Dhabi, Sharjah and Ras Al Khaimah as part of our expansion strategy.
Are there plans to enter other markets in the Middle East?
Currently, our focus remains on the UAE; however, other GCC markets are also of interest to us. Given our focus on the luxury development segment, we closely monitor progress in Saudi Arabia, particularly with the enormous potential of Vision 2030 and the Kingdom's gigaprojects. We remain open to joint ventures and partnerships with local Saudi businesses seeking an agile developer.
What is your outlook on the real estate market in the UAE, particularly Dubai's off-plan market, for 2025 and 2026?
For the most part, we will see continued momentum driven by investment. The population in the UAE continues to grow, driving demand for real estate. Overall, pricing trends are difficult to neatly categorise into one box, as the market is more nuanced. However, developments that are well-located, offer excellent amenities, and have accessible price points will be popular – we certainly see 105 Residences meeting these criteria.

Off-plan apartment transactions in Dubai surged 43% in second quarter

Second quarter off-plan apartment transactions in Dubai surged 43 per cent quarter-on-quarter, contributing significantly to a total sales value of Dh60.15 billion, a 37 per cent increase year-on-year, data showed on Tuesday. According to Betterhomes' Shaping Skylines, Dubai Residential Real Estate Q2 2025, the off-plan segment accounted for the majority of Dubai's residential market activity, underpinned by strategic launches from top-tier developers and investor-friendly payment plans. Among the top-performing communities for off-plan apartments in Q2 2025 were Jumeirah Village Circle (JVC), which led with 12.2 per cent of total off-plan transactions, followed by Business Bay at 6.4 per cent, Dubai Residence Complex at 5.3 per cent, while Motor City and Production City each contributed 5 per cent. Two-bedroom apartments were the highest contributors to off-plan transaction value making up 33 per cent, with one-bedroom apartments at 30 per cent and studios at 10 per cent. The average price per square foot for off-plan transactions stood at Dh2,023. 'The off-plan market continues to be one of Dubai's biggest growth stories. Buyers are showing greater discernment, focusing on quality, developer reputation, and long-term rental yield potential. We're seeing high absorption of newly launched projects, especially in well-connected, master-planned communities,' said Christopher Cina, Director of Sales at Betterhomes. Off-plan market trends and buyer preferences In the off-plan segment, The Valley accounted for the largest share of transactions at 29.7 per cent, followed by Emaar South with 15.5 per cent, Athlon by Aldar at 8 per cent, and MBR City at 7.3 per cent. The total off-plan transaction value for villas and townhouses stood at Dh7.94 billion, with townhouses driving 75 per cent of this value and villas contributing the remaining 25 per cent. This trend reflects a preference among buyers for townhouses in new developments, although the broader end-user market continues to favour ready-to-move-in properties for permanent residence. In terms of unit size, four-bedroom homes accounted for 49 per cent of the total off-plan transaction value, followed by three-bedroom units at 23 per cent and fivebedroom units at 12 per cent. The average price per square foot was Dh1,318 for townhouses and Dh1,947 for villas. Overall, Dubai's real estate market maintained its momentum in Q2, with transactions up 25 per cent year-on-year and total value rising 46 per cent. Apartments and off-plan led activity, while the luxury segment hit record highs. Even during June's regional unrest, the market remained resilient; reinforcing Dubai's position as a safe, stable destination for capital and lifestyle buyers alike. This strong quarterly performance builds on a robust first quarter, which recorded quarter-on-quarter growth of 33 per cent in value and 19 per cent in volume. The sustained momentum highlights growing investor confidence and the continued appeal of Dubai's property sector. Secondary market activity In the secondary apartment market, JVC again emerged as the top performer, accounting for 11.2 per cent of transactions, followed by Business Bay at 7.5 per cent, Dubai Marina at 5.8 per cent, with Mohammed Bin Rashid (MBR) City and Downtown Dubai each holding a 5 per cent share. Two-bedroom apartments were again the largest contributor to transaction value, representing 36 per cent, with one-bedroom apartments at 28 per cent and studios at 8 per cent. The average price per square foot for secondary apartments was Dh1,600. This data highlights the ongoing strength and demand across Dubai s apartment market, with JVC and Business Bay remaining key focal points for both off-plan and secondary transactions. The growth in transaction value, particularly for two-bedroom apartments, indicates strong investor confidence and a stable market outlook moving into the second half of 2025. 'As we move into Q3, the fundamentals remain strong. Population growth is steady, infrastructure continues to expand, and while more supply is coming online, demand is still outpacing it in most areas. We expect to see more negotiation, more realistic pricing, and a little more competition, which, frankly, is no bad thing,' Louis Harding, CEO of Betterhomes, said. 'With approximately 20,000 new units delivered in the first half of 2025 and a further 70,000 expected by year-end, Q3 is shaping up to be an exciting phase for Dubai's property market. This upcoming supply is well-aligned with the city's growing population and strong investor appetite. Demand remains robust particularly for apartments and ready villas with healthy absorption of new launches. Both Q3 and the second half of 2025 are expected to reflect positive market sentiment, supported by a resilient economy, sustained end-user demand, and attractive rental yields,' Cina said.

NRIs in UAE: Tax officers can now access digital evidence of evasive manoeuvres

Question: I am told that tax officers in India are using digital evidence to detect evasion of taxes both in India and abroad. Does this not violate a citizen's right to privacy? ANSWER: The internal handbook for tax officers has recently been revised whereby investigators are permitted to use data access tools from the Centre for Development of Advanced Computing permitting them to enter the web where tax evaders often trade and chat. User credentials have been created for IT officials to access the web through special software. Currently, taxmen have to deal with an array of digital evidence, especially when it comes to dealing with transactions in virtual digital assets (VDAs). Therefore, steps and procedures have been outlined in the manual for identification and seizure of hardware and locating recovery phrases and QR codes to access private keys. Further, tax officers have been empowered to determine the ownership and location of unaccounted VDAs. If this involves violation of the black money law, Foreign Exchange Management Act or the Money Laundering Act, investigations would be commenced by other enforcement agencies as well under such laws. However, officers have been advised to follow the procedures and directions contained in the digital evidence investigation manual and to ensure that data security is not compromised and the personal data of citizens is protected. Question: With artificial intelligence techniques being applied widely in every sphere of industry, will India's advantage of offering labour at a competitive cost disappear? ANSWER: The advantage is emerging in a different landscape. There is a clear shift in India during the past three years towards high value added work like research and development in global sciences, technology and engineering. This shift is apparent from the fact that more than half of Fortune 500 companies have set up their Global Capability Centres in India. Atleast one GCC was set up in India every week in 2024. The country has about 1,800 GCCs employing close to 2.16 million professionals, recording a compounded annual growth rate of 11 per cent over the past five years. These business units are likely to employ 2.8 million professionals by 2030. Further, these outfits are now shifting to Tier 2 and Tier 3 cities where skilled manpower is available and the cost of real estate is 30 per cent to 40 per cent lower than in the metros. The Government of India is going out of its way to provide legislative support and a hassle free administration to ensure that the GCC ecosystem can attain its full potential. Other areas in which GCCs are now concentrating are in the fields of data science and product development. It is therefore expected that the GCCs contribution to the Indian economy will be around $200 billion by 2030 as against $68 billion at present. The primary reason for multinationals setting up these business outfits in India is that the country has 28 per cent of the global technology, science and engineering workforce and 23 per cent of the global software engineering talent. Question: Have government authorities provided any guidelines for appointment of senior managers in financial institutions with a view to ensure that persons of independent stature control the affairs of such institutions? ANSWER: The Securities and Exchange Board of India has laid down regulations and prescribed the process for appointment of key management personnel by market infrastructure institutions (MIIs). To strengthen the governance framework for stock exchanges, clearing corporations and security depositories, the guidelines require that the key management personnel (KMP) of MIIs should be persons of independent stature in crucial areas of operations, such as compliance, risk management, technology and information security. SEBI has mandated that MIIs should appoint an independent external agency which would identify and recommend suitable candidates for appointment as compliance officers, chief regulatory officers and other senior managers. This agency is required to submit its recommendations to the Nomination and Remuneration Committee which in turn would evaluate the recommendations and submit its report for appointment of KMP to the Board of Directors of the MII. The final decision would thereafter be taken by the Board and the same procedure would be followed for reappointment, termination or acceptance of resignation of KMP.
