LAHAD DATU: Physical progress on Package 20 of the Pan Borneo Highway project in Sabah remains low at just 1.6 per cent, despite the Letter of Acceptance (SST) having been issued nearly eight months ago, Deputy Chief Minister III Datuk Shahelmey Yahya said. The Sabah Works Minister said the delay was mainly due to ongoing land and property assessment processes, which are still being actively carried out. As such, he has instructed the contractor and all related parties to take proactive measures to ensure smoother progress and timely development of the package. 'Although the progress of Package 20 is still within the contractual schedule, the percentage is relatively low,' he told reporters after inspecting the Package 20 construction site of the Pan Borneo Highway, here, Tuesday. Package 20 is part of Phase 1B of the Pan Borneo Highway in Sabah, with a construction period of 36 to 48 months. It involves the South East alignment from Tawau to Lahad Datu, covering Packages 16 to 20. Shahelmey also instructed the contractor to identify sections within Package 20 that are unaffected by land acquisition issues so that physical works such as clearing and alignment formation can proceed without delay.
Advertisement 'So far, clearing and alignment formation works have begun on at least one kilometre, and I hope progress will continue to improve from time to time,' he said. He also reminded all stakeholders, including the Public Works Department (JKR), the contractor and the project office to anticipate potential risks early to minimise disruptions within the contract period. (Aerotree Defence and Services pic) PETALING JAYA: Questions have been raised over the Royal Malaysian Air Force's (RMAF) decision to award a new contract to a company which failed to deliver four Sikorsky UH-60A Black Hawk helicopters barely eight months ago. According to a letter, Aerotree Defence and Services Sdn Bhd was awarded a contract to calibrate the instrument landing system equipment for fixed-wing aircraft at three military air bases recently. Last November, the defence ministry cancelled a RM187 million Black Hawk lease contract it signed with Aerotree after the company failed to deliver the aircraft despite three date revisions. The four helicopters, leased for five years, were intended to serve as a platform for the army's Air Team Nucleus, supporting both training and operational flight missions. One source expressed 'shock' upon learning of the award, barely eight months after the Black Hawk 'fiasco'. Advertisement 'The defence ministry must explain how this is possible as we understand that another firm was initially awarded the calibration contract but lost it suddenly,' the source told FMT. FMT is withholding the name of the second company, pending a comment. Seven months ago, defence minister Khaled Nordin said the government's deal with Aerotree was called off after the company failed to meet its October delivery deadline. FMT has reached out to Aerotree CEO Halim Othman and RMAF for comment. Foreign-registered aircraft and crew Meanwhile, another source questioned the identity of the aircraft and air crew attending to the calibration of airfields at Labuan, Butterworth and Gong Kedak. The source also questioned whether Aerotree or the UK-based calibration company were in possession of a Malaysian air operation certificate (AOC) issued by the Civil Aviation Authority of Malaysia (CAAM). He said RMAF was obliged to clarify the matter, including whether the air crew possess valid work permits to carry out the work in the country. According to the source, the assurances sought were necessary as the entry and exit of foreigners from Malaysian air bases would pose a security risk. MALAYSIA'S 1 July sales and service tax (SST) update raises most service taxes to 8% but keeps home sales and rents tax-free, while also delivering new public-housing support. 'Residential sales and leases remain zero-rated under SST. They are fully exempt from the new 8 per cent service-tax band,' said Juwai IQI co-founder/group CEO Kashif Ansari in a statement. He said it was good news for renters, first-time buyers and homeowners that the expanded SST did not impose any new direct costs. With residential tenants remaining exempt from the 8% SST on rent, he said monthly payments stay unchanged. 'Over time, some costs may filter through. Maintenance or repair bills now carry SST, and agents lease-renewal commissions do as well. Tenants can limit exposure by choosing units with all-inclusive service fees and by negotiating lease terms that lock in costs. 'Nor do landlords pay SST on housing rent itself, but will need to pay the 8% rate on supporting services like plumbing and property-management contracts. We expect this to add to their total costs only marginally,' he said. On renting rooms on Airbnb, he said long-term residential leases stay exempt, but short-stay stays of under one month are taxed at 8% as accommodation services. 'Another frequent concern is around financing costs. Interest payments on mortgages are not a taxable service so the new SST will not increase your monthly instalments. Only some processing or documentation fees may carry the 8% charge. 'Residential landlords also ask whether they must register for SST. The answer is no, because rent on housing is exempt. Owners of ordinary homes stay completely outside the SST system,' he said. –TMR

Led by President Datuk Dexter Lau, MCCC Sabah announced its commitment to collaborate with the Ministry of Agriculture, Fisheries and Food Industry and Lembaga Padi dan Beras Sabah (LPBS) in transforming the traditional crop into a competitive agricultural product.
