
Progress made in metro's efforts to clean house
The Tshwane metro has intensified its efforts to rebuild institutional integrity and restore financial discipline through strong consequence management and a transparent approach to resolving wage disputes.
Tshwane Mayor Dr Nasiphi Moya recently conveyed that the Labour Court ruled in favour of the metro's exemption from implementing a 5.4% increase. It sent the matter of a 3.5% increase for the 2021/22 financial year back to the South African Local Government Bargaining Council (SALGBC) for reconsideration.
Moya provided a six-month progress report on the work of the multiparty coalition government at Tshwane House on May 22.
The metro held a meeting with Samwu and Imatu, the two recognised municipal unions, in response to the ruling.
Although the unions expressed disappointment over the ruling on the 5.4% increase and reserved the right to appeal, all parties agreed to pursue mediation through the CCMA under Section 150 of the Labour Relations Act.
'This mediation process offers the best chance to reach a fair and sustainable outcome for our employees while maintaining the metro's financial stability,' said Moya.
She commended both unions for engaging in open and transparent dialogue in the interest of Tshwane's workforce and uninterrupted service delivery.
Moya also highlighted the metro's accelerated progress in addressing unauthorised, irregular, fruitless, and wasteful (UIFW) expenditure, an issue that has plagued the municipality's governance for years.
The metro has completed investigations into R11.7-billion UIFW expenditure, with another R1-billion expected to be finalised before the end of the 2024/25 financial year.

She said this marks a dramatic increase from the R1.2-billion investigated in the previous financial year.
The metro has also recorded notable progress in disciplinary and legal actions:
– 349 officials have been flagged for disciplinary proceedings (up from 126 in February 2025)
– 44 cases have been referred for criminal prosecution.
– More than 900 cases are now before the Financial Disciplinary Board, an enormous jump from just 70 cases earlier this year.
– 85 officials have been dismissed, involving serious offences including sexual harassment, fraud, corruption, bribery, and dereliction of duty.
Moya said five officials have been served letters of intention to suspend over mismanagement of the Refilwe and Cullinan stadiums, and a former Section 79 Chairperson has been referred to the Speaker for violating procurement policies.
'The metro is also moving to blacklist eight non-performing contractors, although delivery of formal notices has been challenging due to vacated premises.'
Legal advice has prompted the metro to pursue blacklisting in absentia, which signalled a no-tolerance to underperformance and fraud.
Moya said R36-million has been allocated in the new budget to Group Audit and Risk for forensic investigations to reinforce the metro's anti-corruption drive.
'These actions show that we are not merely making promises, but acting decisively to clean up governance, build public trust, and restore pride in the administration of our Capital City,' she said.

Steven Amey, head of intermediated distribution at Ashburton Investments, says he wishes his financial literacy was better when he was younger. The saying goes that hindsight is 20/20 vision, meaning that you will always think you could have done better later. This is even more valid when it comes to financial literacy. Do you ever wish that you knew what you know at the age of 50 about investments when you were 20? 'Did you know that all people are genetically 99.9% similar, yet the 0.1% difference makes us all so unique? And did you know that if a plane incorrectly sets its course with a 1% error rate, it can have a dramatic impact on where it lands? 'A flight from Los Angeles to New York, with a 1% flight path deviation, would result in the plane landing 239 km off course. 'Lastly, and this one is close to home, did you know that in the 2024 Olympics, our very own super athlete, Akani Simbine, missed winning a medal by one hundredth of a second? Only 0.01 seconds was the difference between receiving an Olympic medal and not.' Amey says this makes it clear that the small things can have a profound impact on outcomes and shares these three lessons you can use to help your future self financially. 'Many people complain about not having enough monthly income. To resolve this issue, you could search for a higher paying job, work a second job or play the Lotto, but these take time or may never materialise. 'Budgeting, on the other hand, is a much surer bet. Over two decades of experience have taught me that you can always find a place where you can cut back, be more financially free and start investing, even if just a little, for your future self.' Amey says the sooner you start to invest, the better. 'I love the old Chinese proverb, 'the best time to plant a tree was 20 years ago. The second-best time is now.' 'Do not wait for the right time, because time is not waiting for you. If you feel overwhelmed, contact a registered financial adviser or visit an asset management website where you will find different funds to suit your needs.' His advice is to start by moving from a motivational to a disciplined mindset. 'Someone who is emotionally stunted uses motivation to do something difficult once, while an emotionally mature person uses discipline to do something difficult a thousand times. 'It may be difficult to start saving, but look at what the disciplined investor achieves over time. 'If you start at 25 and invest just R1 000 per month until you are 55, you will end up with an impressive R1.5 million if market growth over the period is 8%.' Amey says you should not wait until you have bigger chunks of money before you start investing. 'True success is not about chasing big wins, it is about getting the small things right so that the big things can follow. Some of the biggest success stories in the world started small.' He uses these examples from well-known people on starting small and growing from there: Madiba tended herds of cattle in Qunu but went on to go to university and become the leader of the ANC and South Africa's first democratically elected president, a true world icon. Legendary businessman Raymond Ackerman was fired from his retail job in the late 1960s when he bought four Pick n Pay stores and grew them over the years into what is today one of South Africa's premier retail chains. 'These stories all teach us that even from humble beginnings, greatness can follow if you just persevere. Ultimately, it is all about putting one small foot in front of the other.' 'But what if there was more value in rejecting status anxiety to pursue our best life? What if real success was more about quiet self-reflection to see where our innate vulnerabilities and biases may be tripping us up?' He points out that success is not about big gestures but about the consistent care and attention to every small detail. 'It is not about how much wealth you can display but about how financially literate you can become. Do not let your anxiety about current success stop you from putting the small things in place to achieve bigger success one day. 'One of the best small things you can do is to become aware of inherent behaviour biases that affect your decision-making. The three most common mind traps are the herding, anchoring and recency biases. 'Herding refers to doing what the herd is doing out of fear of missing out. If all your friends are spending freely and not saving, is it wise to simply follow? Anchoring means relying too heavily on the first piece of information you stumble across. 'Take a more holistic approach, do your research on reputable investment sites and if you can, engage with a qualified financial advisor and increase your financial literacy. 'Thirdly, do not get trapped by the recency bias. This is when we tend to focus more on recent events than long-term trends.' He emphasises that markets are currently volatile, and while some of your family and friends may have lost money over recent months, longer-term investing, with exposure to equities, creates long-term wealth despite short-term market downturns. Amey points out that instant gratification is celebrated in our culture. 'We have information at our fingertips through Google, social media and AI, and we can instantly order transport or food on our mobile devices. 'Investing, on the other hand, is counterintuitive to this programming, because it requires patience. 'Materialism and compulsivity erode our monthly income and trap us in debt cycles, leading to short-term gain and long-term pain. 'I have learnt that it is better to start off small, even if that means your house or car is not as smart as that of your friends. 'Be wise and use some of your income to provide for future capital growth over time. Your future-wise self will thank you in years to come for focusing on the small things that reap meaningful long-term rewards.'

You may not be able to get a Lotto ticket after today
'I do not accept that the sky will fall' says judge The National Lotteries Commission (NLC) has failed in its bid to change a recent court ruling limiting the temporary licence to operate the lottery to five months. This means ticket sales may stop before Sunday, 1 June. The current licence, held by Ithuba Holdings, expires on Saturday. After that, their sister company, Ithuba Lottery, was supposed to take over the licence for a period of twelve months. But after last week's Gauteng High Court ruling that the issuing of the temporary licence is unconstitutional and can only be issued for five months, Ithuba Lottery said a five-month licence is financially unfeasible and may not continue operating the lottery after Saturday. And the new licence holder, Sizekhaya Holdings, which is set to take over from Ithuba Lottery for a period of eight years, will need at least nine months to set up its operations. The NLC therefore applied to change the court order to allow a twelve-month licence. But Judge Omphemetse Mooki ruled against them on Friday. Will funding stop? A source at the NLC told GroundUp that the board is in emergency meetings to discuss the way forward. If lottery ticket sales do stop after Saturday, the National Lottery Distribution Fund does still have about R4.3-billion in reserves to continue issuing grants to good causes. The NLC's application, which was heard urgently on Thursday at the High Court in Pretoria, was opposed by Wina Njalo, one of the companies that bid on the lottery licence tender. Wina Njalo argued that the NLC was seeking to relitigate the same issues that had already been heard by the court. If it was found that five months was not enough time, it argued, then the NLC could approach the court at that stage. It said the application to vary the order was yet another example of how the NLC was seeking to favour the Ithuba companies and they were not entitled to insist on making a profit, given that Ithuba Holdings had already made 'huge profits' by operating the lottery for the last 10 years. In his ruling, Judge Mooki said the issue was whether it was just and equitable to extend the period that the temporary licence can operate before it is declared invalid and, in doing so, interfere with the discretion exercised by another court. Such interference was 'very sparingly exercised'. He said he was not persuaded that the NLC had made out a case. 'There is no substantive support that Ithuba Lottery will suffer a loss of R51-million unless it is granted a temporary licence for 12 months. There was complete silence from Ithuba Lottery. It did not file any affidavits,' the Judge said. He pointed to the fact that the NLC on 22 May 2025, when it was aware of Judge Potterill's order, had written to Ithuba Lottery requesting it sign a licence to operate for 12 months. 'It was thus inviting the Ithuba Lottery to sign an agreement that would breach the order made on May 21.' While the NLC had disclosed the response from Ithuba Lottery, it had not disclosed its own letter. In fact, as Wina Njalo had pointed out, a condition of the fourth licence was that the successful bidder must be able to operate within five to six months of being awarded the licence. He said in claiming that its reserves would be significantly depleted should there be no operator after 1 June, the NLC had 'over-egged the pudding'. 'I do not accept that the sky will fall after 1 June should Ithuba Lottery refuse to sign an agreement to conduct lottery operations as determined in (Potterill's) order,' he said. The request for proposals for the temporary licence was issued when it became apparent that Minister Parks Tau would not meet the strict deadlines to announce the new lottery licence holder, giving it time to take over operations. He only made the announcement on 28 May, just three days before the expiration of Ithuba's licence. He has yet to provide reasons for the delay. Boxing SA under scrutiny as retired boxers demand missing millions
Aggrieved former South Africa junior flyweight champion Dexter Dlamini slammed Boxing South Africa (BSA) for failing to pay retired boxers their share of the Boxing Benevolent Fund. This comes after Sports, Arts, and Culture Minister Gayton McKenzie disclosed in February that the fund had been looted and millions were missing. Dlamini, from Klippoortjie, said he and many other former boxers have been unable to access the funds, despite being eligible. 'McKenzie is trying to find out where the money went. We contributed portions of our fight purses to the fund but never benefited from it. Around R11 million was siphoned from BSA.' The fund, established over 40 years ago for professional boxers in South Africa, was designed to support retired pugilists and those facing hardship or injuries. A portion of each boxer's earnings was deducted to contribute to the fund. However, it has been a subject of investigation due to its depletion, allegedly caused by financial mismanagement. McKenzie has ordered an investigation to determine what happened to the funds and vowed to pursue legal action against those responsible. His department has pledged to restore the fund and has donated R1 million toward its revival. 'That money is supposed to go to retired boxers. We deserve our share. BSA should contact all the boxers who contributed, they know who we are and have our details. I saw on social media that Elijah 'Tap Tap' Makhathini received his portion. I want mine too,' he said. Career Dlamini was part of the golden era of boxing in SA from the 1970s to early 2000s, which saw several boxers win world titles and achieve international recognition. The pugilist competed in 24 professional bouts, winning seven — including one by knockout — losing 12 (seven by knockout), and drawing five. He made his debut in April 1976, defeating Shadrack Mogapudi at Uncle Tom's Hall in Soweto. He retired in 1983. 'It's a pity our boxing is suffering. We no longer produce good boxers. Ekurhuleni used to have champion boxers in the past. We had the likes of Gerrie Coetzee. 'But now the standard has gone down because administrators aren't giving us a chance to unearth talent. 'Our young people are on drugs because of a lack of variety of sporting opportunities.
