Empowering agri value chains: LANDBANK rolls out AGRISENSO plus in Western Visayas
POTOTAN, Iloilo – In its continued push to strengthen agri-based communities and ensure food security, LANDBANK launched the AGRISENSO Plus Lending Program in Western Visayas, bringing accessible financing and other support to small farmers, fishers, and agri-enterprises in the region.
The launch event on 11 July 2025 at the Pototan Coliseum in this municipality, dubbed as the 'rice granary of Panay,' marked the sixth rollout of the Program nationwide and the first in Western Visayas.
Over 1,500 farmers and agrarian reform beneficiaries (ARBs) attended the event, underscoring the growing demand for affordable financing and holistic support across the agriculture value chain.
LANDBANK President and CEO Lynette V. Ortiz led the event, as joined by Department of Agriculture (DA) Undersecretary Asis G. Perez, Philippine Crop Insurance Corporation (PCIC) President Atty. Jovy C. Bernabe, Agricultural Credit Policy Council (ACPC) OIC-Executive Director Ma. Cristina G. Lopez, Pototan Mayor Rafael Enrique P. Lazaro, and LANDBANK Executive Vice Presidents Leila C. Martin and Allan V. Bornas, and Senior Vice President Atty. Roderick P. Sacro.
'With AGRISENSO Plus, LANDBANK is bringing more than just credit, we are building linkages, capacity, and opportunities to transform agri-livelihoods into viable enterprises that can compete and grow. This is especially crucial in Western Visayas which is as a key pillar of our national food supply,' said LANDBANK President and CEO Ortiz.
Inclusive financing and more
The AGRISENSO Plus Lending Program is LANDBANK's comprehensive value chain-based financing initiative, developed in partnership with the Department of Agriculture (DA), Department of Agrarian Reform (DAR), Agricultural Credit Policy Council (ACPC), and various private sector partners.
The Program offers a fixed interest rate of 4.0% per annum for small farmers, fishers, and ARBs, with competitive rates for their associations and organizations, micro, small, and medium enterprises (MSMEs), large enterprises, anchor firms, and agriculture graduates.
Under the AGRISENSO Plus Program, eligible borrowers benefit from simplified documentation requirements, free life and credit life insurance, and expanded access to financing and technical support across a wide range of agricultural activities.
The Program also connects borrowers to market opportunities through partnerships with anchor firms, namely Kita Agritech Corporation, Sarisuki Stores, Inc., TAO Foods Company, Inc., Yovel East Research and Development, Inc., and Unified Tillers Agriculture Cooperative (UTAC).
AGRISENSO Plus is reinforced by the LANDBANK ASCEND (Agri-Fishery Support through Capability Enhancement for Nationwide Development) Program, a capacity-building component that provides farmers and fishers with training on digital financial literacy, sustainable agriculture, and enterprise development.
AGRISENSO Plus Card
As part of the holistic approach of the AGRISENSO Plus Program, LANDBANK also introduced the AGRISENSO Plus Card, a specially designed savings account for farmers, fishers, and ARBs.
The account can be opened easily through the LANDBANK Mobile Banking App, with no initial deposit or maintaining balance required. Cardholders can conveniently pay bills, shop online, make cardless withdrawals, enjoy free fund transfers to other LANDBANK accounts, and receive remittances from abroad.
Expanding reach and deepening impact
As of May 2025, LANDBANK has extended a total of ?1.16 billion in loans through AGRISENSO Plus, directly benefiting 6,853 borrowers and advancing growth across the agriculture sector.
The rollout of the LANDBANK AGRISENSO Plus in Iloilo follows successful launches in Pampanga, Cagayan, Isabela, Batanes, and Bukidnon that engaged more than 5,000 farmers across Luzon and Mindanao.

DA chief: Rice tariff law ‘threatens to kill' local rice industry
Agriculture Secretary Francisco Tiu Laurel Jr. on Wednesday called for amending the Rice Tariffication Law (RTL), warning that it 'threatens to kill' the rice industry. During the hearing of the Senate committee on agriculture, food and agrarian reform, Tiu Laurel emphasized that the government must revisit, amend, and possibly replace laws that 'no longer serve [the] farmers and consumers.' 'Foremost among these is the Rice Tariffication Law. Though crafted with noble goals, I have to admit, it has faltered. By fully liberalizing rice imports, it unintentionally undermined the Department of Agriculture and the NFA, stripping us of the ability to intervene and protect this most vital of commodities,' he said. 'As currently written, the RTL does not reform the rice industry—it threatens to kill it,' he added. Enacted in 2019 to liberalize rice importation, the RTL empowers the President to halt imports under specific conditions. Before the RTL took effect and its amended version this year, the National Food Authority (NFA) could import rice to augment supply, allowing it to maintain a healthier buffer stock and intervene when prices surged. Earlier this month, Malacañang also admitted the government has encountered challenges in stabilizing the price of rice due to the RTL. The DA chief also lamented the devolution of agricultural extension services under the Local Government Code, which he said took from the agency 'the very foot soldiers we need to win a war against hunger.' 'Without them, the DA is just an office full of officers like generals, colonels , or majors without soldiers on the ground to fully implement its plans and vision for an agri-secure Philippines,' Tiu Laurel said. He also echoed the statement of panel vice chairperson Senator Rodante Marcoleta that the Philippines is still far from attaining food security. 'In recent years, we have taken bold steps to undo the legacy of neglect that has stunted our agricultural sector for decades. Reforms have been made, enacted, investments have begun to flow, and productivity is rising. Yet, the road ahead remains long and steep. Parang nabanggit ho ni Senator Marcoleta nga kanina, hindi pa tayo food-secure…kulang pa,' Tiu Laurel said. (Like what Senator Marcoleta said a while ago, we are not yet food-secure, we're still lacking.) Meanwhile, committee chairperson Francis 'Kiko' Pangilinan vowed to find the fastest way to reduce the price of food and other commodities in a bid to address hunger among Filipinos. Ang ating mga ginugutom na mga kababayan kung hindi masisira ang ulo, magkakasakit o kung hindi kaya matapos magkasakit ay mamamatay,' Pangilinan said. P20 per kilo of rice does not address production crisis—PAMALAKAYA
Fishers' group Pambansang Lakas ng Kilusang Mamalakaya ng Pilipinas (PAMALAKAYA) said the Department of Agriculture's (DA) P20 per kilo rice program, which has expanded to cover fisherfolk, does not significantly address the crisis in rice production, GMA Integrated News' Unang Balita reported Wednesday. In a statement on Tuesday, PAMALAKAYA said the rice program was 'tokenistic.' 'Gaya rin ng posisyon ng mga magsasaka, hindi sapat at maliit na pakunswelo lamang ang alok na P20/kilong bigas para sa mga mangingisda,' PAMALAKAYA national chairperson Fernando Hicap said. (Similar to the position of the farmers, the offer of P20/kilo of rice for fishermen is insufficient and only a small consolation.) 'Hindi nito konkretong tinutugunan ang ugat ng krisis sa produksyon na sanhi rin ng mataas na presyo ng bigas sa pamilihan,' he added. (This does not concretely address the root cause of the production crisis which is also the cause of the high price of rice in the market.) To lower the price of rice in the market, Hicap said the government should strengthen the National Food Authority (NFA), abolish private traders and cartels, and provide other significant support to farmers' production. PAMALAKAYA joined the call of farmers' groups for the repeal of the Rice Liberalization Law, which has 'led to depressed farm gate prices, unregulated rice importation, and further impoverishment of our rice farmers'. GMA Integrated News is trying to get the side of the DA and Malacañang about PAMALAKAYA's statement. On Monday, the DA said fisherfolk will be included in the list of beneficiaries who can avail of the P20 per kilo of rice. Fisherfolk would be part of the growing list of beneficiaries of the 'Benteng Bigas, Meron Na!'' starting August 29. The government's rice program was originally limited to senior citizens, persons with disabilities, solo parents, and indigents. It was then expanded to include minimum wage earners, beneficiaries of the Department of Social Welfare and Development's Walang Gutom program, as well as farmers and farm workers listed in the Registry System for Basic Sectors in Agriculture. —Joviland Rita/KG, GMA Integrated News
