HONG KONG, June 25 (Reuters Breakingviews) - Chinese factories may be making most of the world's ships and electric cars, but one thing remains out of reach for them: passenger planes. State-owned Commercial Aircraft Corporation of China, or Comac, wants to sell its C919 single-aisle jet to international airlines but it is better placed to chip away at the dominance of Western rivals Boeing (BA.N), opens new tab and Airbus (AIR.PA), opens new tab in the People's Republic.
Challenging the duopoly is slow work. Comac's long-delayed C919 - meant to compete with the Airbus 320 and Boeing 737 - only completed its first commercial flight in 2023. The Chinese company previously said it was aiming for the European Union Aviation Safety Agency (EASA) to certify the plane this year - a crucial endorsement if Comac wants to sell in other markets.
To date, the manufacturer has built, opens new tab less than two dozen C919s, and it is hoping to ramp up annual production to 200 by 2029. Still, that would be less than a third of Airbus' output last year. Moreover, the process of winning European certifications can take up to six years.
Any attempt by Beijing to use next month's summit celebrating 50 years of diplomatic relations between the EU and the People's Republic to speed things up looks like it will be a hard sell even if President Xi Jinping's administration purchases Airbus planes as a sweetener. The bloc is already reeling from a surge of overall Chinese exports and the two sides have a long list of thorny trade issues to tackle spanning electric vehicles, French cognac and rare earths.
There are other hurdles to Comac's journey West. The company depends on imported components, including the C919's engine, for instance. That makes it vulnerable to U.S. President Donald Trump's export controls. Switching to domestic suppliers may also push back the EU certification process.
At least Comac has its home market, where the country's top airlines are all state-backed. In its Made in China 2025 policy document unveiled roughly a decade ago, the government laid out goals including having local manufacturers account for 10% of the domestic aircraft market by 2025 and even higher percentages for related equipment and components.
By 2044, China's domestic travel market will be the world's largest by traffic flow, Boeing estimated, opens new tabthis month, and the country's commercial fleet will more than double to 9,755, equivalent to 19% of the total. That should help make up for what will be a fraught journey overseas.

Tesla has seen its sales in Europe plummet once more despite an overall rise in the sale of electric vehicles. Elon Musk 's firm has now suffered falling sales across the EU and UK region for five straight months, with a 27.9 per cent drop year-on-year to May. Electric car sales rose 27.2 per cent during the same period. Factors including rising competition, a lack of new models and potentially the ongoing anti-Musk protests all play a part in the fall-off for Tesla. It means Tesla's market share across Europe is now just 1.2 per cent, following 193,000-plus EV registrations completed across the 12 months. Analysts have highlighted an ageing model range as one key issue for the firm falling behind its rivals, with manufacturers in Europe and China all bringing out new EV models in a bid to win over consumers in the expanding market. Tesla released a revamped Model Y in March to try to compete with those. BYD overtook Tesla in European sales in April, and made almost as many sales in May. Shares in Tesla have been on an erratic path in the past year, surging after Donald Trump won the US election last year to new all-time highs, before crashing by around half following Mr Musk's involvement in the US government's cost-cutting department, Doge, and the subsequent announcement of trade tariffs. Despite climbing more than $100 per share since then, back to their present level of around $340, Tesla remains down more than 15 per cent for the year. Mr Musk's own net worth declined by more than $50bn (£37bn) in 2025, according to Bloomberg's Billionaire Index. Another notable moment came when Mr Musk and President Trump shared an angry exchange across social media in early June, resulting in around $99bn (£73bn) of Tesla's market cap being eroded in a single day as the share price plummeted once more. Mr Musk suggested, without evidence, that the US president would be named in the Epstein files, while Mr Trump in turn, suggested the government could pull all contracts from Mr Musk's companies. The latter later took to social media again to say he regretted some of his words. Other announcements have seen Tesla's volatile share price rise just as fast again, including when Mr Musk confirmed he would depart Doge and return to a more hands-on role with his commercial businesses. Only this week, the soft launch of the company's robotaxis in Texas saw another sharp rise of around 5 per cent. However, the company was contacted by a US safety body after footage appeared to show the driverless vehicles operating erratically or breaking traffic rules, it has been reported. Despite that, an anti-Musk agenda has been visible in different countries, with protests held at Tesla outlets and some people taking to social media to show themselves selling their vehicles. Earlier this month, AJ Bell investment director Russ Mould suggested 'Musk's outspokenness is becoming a liability for Tesla shareholders'. A final Musk-related factor which has concerned some Tesla shareholders in the past is that the car manufacturer is far from his only business interest. The CEO also owns SpaceX, which includes space-based internet firm Starlink, as well as The Boring Company and social media platform X, formerly Twitter, which is now owned by Mr Musk's artificial intelligence company, xAI.

LISBON, June 25 (Reuters) - Iberia's blackout in April showed that European grids must modernise to cope with more renewable power generation, and Portugal wants the EU to help finance these investments, its energy minister told Reuters on Wednesday. Energy minister Maria da Graca Carvalho said that unlike in the past, when thermal power plants facilitated grid management with their stable supply, more renewable sources such as wind and solar mean more intermittency and decentralised output which are harder to manage. "The blackout made it clear there is a need for greater modernisation, digitalisation of the grids, applying data science, storing data, in order to understand what is happening in a more complex system and reacting to it," she said. "It requires investment and we have been asking the European Commission to guide Europe in this investment and also help co-finance it because it is also a security issue," she said. The Commission has estimated that to meet its clean energy transition targets, EU countries would need to invest 584 billion euros ($679 billion) to expand and modernise electricity grids by 2030. In May, it launched a public consultation to receive input for the future European Grids Package, which is expected to be finalised by the end of 2025. The Spanish government said in a report last week that grid operator Redeia ( opens new tab had miscalculated the correct mix of energy in the system on April 28, but also blamed some thermal power plants using coal, gas and nuclear, for failing to help maintain an appropriate voltage level. A surge in voltage triggered a cascade of power plant disconnections, ultimately leading to the outage that spread to Portugal. The minister said the report still lacked clarity and Portugal was awaiting an independent report from the European energy regulators' agency ACER to understand what caused the outage and what needs to be done to "avoid future blackouts and, if they occur, to be able to restart (the system) more quickly". June 25 (Reuters) - The European Commission is set to announce new rules for the fast-growing stablecoin market in the coming days, despite warnings from the European Central Bank (ECB) that the proposed standards could destabilise the region's banks during periods of market volatility, the Financial Times reported on Wednesday. The European Union's executive arm is planning to issue formal guidance proposing that stablecoins issued outside the bloc are treated as interchangeable with same-branded versions allowed only on EU markets, the newspaper said, citing people briefed on its contents. The announcement of the guidance has been scheduled for the next few days, the FT reported, citing one unnamed source. Reuters could not immediately confirm the report. Brussels proposed legislation on the creation of a digital euro, a so-called central bank digital currency, in June 2023, but not much has happened since. The ECB sees a digital euro as a response to U.S. President Donald Trump's push to promote stablecoins, a type of cryptocurrency typically pegged to the U.S. dollar. ECB President Christine Lagarde on Monday renewed her plea in the European Parliament, describing the digital euro as key to Europe's financial autonomy. She took aim at competing, privately issued stablecoins, saying they posed "risks for monetary policy and financial stability" because they could lure deposits away from banks and did not always maintain their fixed value. A European Commission spokesperson told the FT that "a run on a well-governed and fully collateralised stablecoin is very unlikely". Even if it were to happen, "foreign holders would redeem their tokens in (for example) the U.S., where the majority of the tokens circulate and the majority of the reserves are held", the spokesperson was quoted as saying. The Commission did not immediately respond to a request for comment.
