CCI directs UltraTech/India Cements, Dalmia to furnish financial records

Fair trade regulator CCI has directed Aditya Birla firm UltraTech, which now owns south-based cement firm India Cements, along with two other makers, and their executives to submit financial documents, after its Director General in its investigations found contravention of competition norms.
The Competition Commission of India (CCI) has also directed Dalmia Bharat Cements and Shree Digvijay Cements to submit their audited financial statement, including balance sheet and profit and loss account, within eight weeks of the order.
It has directed UltraTech to submit the financial statements of its subsidiary India Cements for five years from FY15 to FY19, while Dalmia Bharat Cements and Shree Digvijay Cements for nine years, from FY11 to FY19.
Besides, CCI has also directed their executives to submit detailed financials and income tax records for five years, along with formal responses to the investigation report.
An email sent to UltraTech Cements and Dalmia Cement Bharat remained unanswered till the time of filing the story.
The CCI direction came over a complaint filed by ONGC alleging cartelisation in its tenders. Following this, the fair trade regulator had on November 18, 2020, directed its probe unit Director General to look into the issue.
The DG had submitted its investigations report on February 18, 2025, in which found contraventions of the competition regulations.
It had found that Ultratech's subsidiary India Cements, along with Shree Digvijay Cement and Dalmia Cement, with a middleman named Umakant Agarwal, engaged in anti-competitive collusion.
Later, CCI on May 26, 2025, considered the investigation report and in a four-page order also directed the cement manufacturer to submit income derived from sales to alleged contraventions by the PSU.
The CCI notice also mentioned if there is non-furnishing of the financial details or incomplete/false information, within the time frame by the companies, then they would be liable under section 45 of the Act.
Earlier, in December 2024, UltraTech Cements had acquired 32.72 per cent stake from promoters and promoter group entities of India Cements Ltd. The Aditya Birla Group firm, which already had acquired a 22.77 per cent stake from the market, became the promoter of the Tamil Nadu-based company.

Representative image NEW DELHI: Laying out a detailed process for uploading details of waqf properties registered with Waqf boards on the new Central Waqf Portal launched last month, the govt on Thursday notified the Unified Waqf Management Empowerment Efficiency and Development Rules 2025 dealing with the portal and database of waqf properties and the process for their registration, audit and maintenance of accounts. For instance, the Mutawalli (caretaker) of a waqf, existing on or before April 8, the date of commencement of the Waqf (Amendment) Act, 2025, will need to upload details like boundaries of waqf properties, their use and occupier; the name and address of the creator of the waqf, the mode and date of creation, the deed of waqf, if available; details of beneficiaries; the annual income from waqf properties and details of land-revenue, cesses, taxes payable annually and the purpose for which the waqf was created. The details of all existing waqf properties are to be uploaded on the portal within the stipulated six months as prescribed by the amended law. There are over 9 lakh waqf properties in India as per the data available with the ministry of minority affairs. Techno Mag Learn More Undo In what clearly shows that delays will not be allowed, the rules make it clear that if the Mutawalli fails to upload details within the stipulated timeframe, he will have to go to the tribunal to seek extension of time. After the Mutawalli files the details, the chief executive officer or any other officer authorised by the Waqf Board will verify the details of the waqf property and certify the authenticity of the information within a fixed timeframe. In case of registration of new waqf properties after April 8, 2025, the Mutawalli will file an application to the board for its registration within three months of its creation. A copy of the waqf deed will be required to be uploaded. In case of inquiry into wrongful declaration of waqf, the designated officer will complete the inquiry and submit their report within a period of one year from the date of reference made to him by the collector. As per the rules the joint secretary in the ministry of minority affairs in charge of the waqf division will be in-charge of the supervision of the portal and database which will include features for real-time monitoring of waqf properties, institutional governance, court cases and dispute resolution, financial oversight resource management and for surveys. Every state govt will have to appoint a nodal officer and establish a centralised support unit for providing assistance in streamlining uploading details of waqf, registration, maintenance of accounts, audit and other related activities of the waqf and the Board. The functioning of the portal and database shall be reviewed at the end of every financial year by an independent agency to be appointed by the central govt. The govt will have to publish the report of the agency and the action taken report on the recommendations of the agency on the portal and database within a period of three months from the date of submission of the report.

The Centre has notified the Unified Waqf Management, Empowerment, Efficiency and Development Rules, 2025 that deal with issues such as the portal and database of Waqf properties, the manner of their registration, conduct of audit and maintenance of accounts. The rules were notified on Thursday in exercise of powers under Section 108B of the 1995 Act, which was inserted through the Waqf (Amendment) Act 2025, which came into effect from April 8, 2025. According to the rules, a portal and database is set up for the purposes of filing of details of Waqf, uploading the list of auqaf, registration of new Waqf, maintenance of register of auqaf and maintenance and submission of accounts of mutawalli of a Waqf, publication of audit report and proceedings and order board under Section 48 of the Act. The joint secretary to the Government of India in the Ministry of Minority Affairs in-charge of the Waqf division shall be responsible for the supervision and control of the portal and database, the rules notified said. The portal and database shall contain the details and fields referred to in the Act, monitoring and management of Waqf properties and related data, court cases, resolution of disputes and such other details and fields as are necessary for the filing of details of the Waqf and the property dedicated to it on the portal and database. Every state government shall appoint an officer not below the rank of a joint secretary to that government as the nodal officer and shall establish a centralised support unit, in consultation with the central government for providing assistance in streamlining uploading of details of Waqf and properties thereof, registration, maintenance of accounts, audit and other related activities of the Waqf and the board, the rules stated. The portal and database shall include features for real-time monitoring of registration of new Waqf and filing details of the Waqf and properties dedicated to the Waqf, institutional governance, court cases and dispute resolution, financial oversight and resource management, and for surveys and development thereof, the rules stated. Every mutawalli shall enrol on the portal and database by using his mobile number and e-mail address through authentication by one-time password (OTP) received from the portal and database and thereafter be able to access the portal and database and file details of his Waqf and property dedicated to the Waqf. After enrolment, the mutawalli shall be able to login the portal and database by using his mobile number and e-mail ID with OTP for future use of the portal and database in respect of his Waqf. A mutawalli is the manager or administrator of a Waqf property, which is an Islamic charitable endowment. Every user of the portal and database, including board, collector, designated officer under Section 3C of the Act, and other officers of the central government and state government dealing with Waqf shall also have access to the portal and database under this rule. Central Waqf Council shall have access to the information uploaded on the portal and database.

Eyewear unicorn Lenskart has invested in Mumbai-based Ajna Lens, a deep-tech startup specialising in extended reality (XR) and AI-powered wearable tech. The deal, the value of which remains undisclosed, marks Lenskart's first serious bet on AI-enabled smart glasses, and comes as it gears up for a $1 billion initial public offering (IPO) at reportedly $10 billion valuation. Ajna's tech is likely to power the next generation of smart eyewear for Lenskart, which already offers 'Phonic Smart Glasses' — Bluetooth-enabled glasses that allow users to take calls, play music and interact with voice assistants. But this new move takes the company deeper into wearables with AI and spatial computing at the core. Founded in 2014 and based in Thane, Ajna Lens won a CES Innovation Award in 2023 for its mixed reality headset, AjnaXR. Globally, smart glasses shipments have more than trebled since 2022, crossing 2 million units in 2024, industry estimates show. In India, the AR and VR eyewear market touched $608 million in 2024, and is projected to hit $1.67 billion by 2033, thanks to demand in gaming, health care, and education, according to IMARC Group, which is involved in market research. But the race is intensifying: The global smart glasses market, which is currently valued at over $6 billion, is expected to reach $15.08 billion by 2032, growing at a compound annual growth rate (CAGR) of 10.3 per cent. Meta dominates the space with its Ray-Ban Meta line, holding over 60 per cent of the global market in 2024, according to Counterpoint Research. Apple and Google are also in the fray. Furthermore, Xiaomi, Samsung, Baidu, ByteDance are expected to roll out products over 2025–26. Against this backdrop, Lenskart is looking to stand out by bringing together Ajna's XR stack with its own expertise in optical engineering to create 'glasses-first' wearables, prioritising vision correction and comfort alongside digital features. The Ajna investment is part of Lenskart's broader playbook to gain tech advantage and scale. It previously acquired Japanese eyewear brand Owndays in 2022 through a $400 million deal. In 2023, Neso Brands, a Lenskart subsidiary, bought a stake in Paris-based Le Petit Lunetier for $4 million. The unicorn also took over Tango Eye, an AI-vision startup, for an unknown amount. Now, the focus is on the company's IPO. US financial services major Fidelity recently increased its estimated valuation of Lenskart to $6.1 billion, according to its latest monthly portfolio disclosure, up from $5.6 billion in November last year. Lenskart recently converted into a public limited company amid its preparation for the IPO. Lenskart's operating revenue jumped 43 per cent to ₹5,428 crore in FY24 from ₹3,788 crore the previous year, while losses shrank sharply, down 84 per cent to ₹10 crore from ₹63 crore. The company runs over 2,500 stores, including 2,000 in India. It's scaling internationally too, with footprints in Southeast Asia and West Asia, powered by a 'click-and-mortar' strategy combining online, app-based, and offline experiences. The company is also setting up its largest manufacturing facility yet in Telangana, investing ₹1,500 crore under a pact with the state government to establish the unit at Fab City. Lenskart competes with players such as Titan Eyeplus, Specsmakers, Vision Express, Warby Parker, and Italian eyewear conglomerate Luxottica Group.
