State and Shura Councils discuss five draft laws in joint session

Muscat: The State Council and the Shura Council held their second joint session on Sunday during the second convening of the 8th term of the Council of Oman.
The session was chaired by Sheikh Abdulmalik Abdullah Al Khalili, Chairman of the State Council, in the presence of Khalid Hilal Al Maawali, Chairman of the Shura Council.
In his opening remarks, the Chairman of the State Council stated holding the joint session reflects the ongoing cooperation and coordination between the two councils to reach unified positions on disputed articles in draft laws referred by the government, in accordance with Article 49 of the Council of Oman Law.
He noted that both councils had previously discussed five draft laws referred by the government: the draft laws are on combating human trafficking, regulating communications and information technology, real estate regulation, collecting state revenues, and the rights of persons with disabilities.
For his part, Mohammed Said Al Hajri, Chairman of the Social and Cultural Committee of the State Council, stated that the draft law on the rights of persons with disabilities aims to provide enhanced protection, guarantees, rights and opportunities for this segment of society.
In a statement, he noted that joint committees had reviewed points of disagreement between the two councils and proposed compromise solutions, adding that during their review process, the main and sub-committees had consulted all relevant stakeholders, including civil society organizations representing persons with disabilities. The proposed compromises seek to strengthen empowerment, protection and opportunities for persons with disabilities.
Furthermore, Salim Sultan Al Ruzaiqi, Deputy Chairman of the Technology and Innovation Committee of the State Council, confirmed that the two councils had agreed on 46 articles of the draft communications and information technology law, with nine disputed articles to be resolved during the joint session.
In a statement, he added that this draft law establishes a framework for two vital sectors and unifies regulations covering modern technologies, artificial intelligence and cloud computing, creating integrated oversight of both sectors.
Meanwhile, Dr. Ahmed Ali Al Saadi, Chairman of the Shura Council's Legislative and Legal Committee, stated that the draft anti-human trafficking law updates and develops existing legislation, clearly defining the crime of human trafficking and specifying methods to combat it.
He noted that the draft law under discussion keeps pace with regional and international developments, comprising six chapters with 30 articles – including definitions and provisions (Chapter 1), mandates of the National Committee to Combat Human Trafficking (Chapter 2), and international cooperation between Oman and relevant organizations (Chapter 3).
Dr. Hamoud Ahmed Al Yahyai, Chairman of the Shura Council's Services and Public Utilities Committee, pointed out that the draft real estate regulation law comes amid Oman's strong momentum in real estate development, requiring such legislation to attract investors. It will replace current ministerial decisions and regulations implemented by the Ministry of Housing and Urban Planning in this field.

Khalid Salim Al Ghamari, Undersecretary of the Ministry of Labour for Labour Affairs, delivered a speech at the conference, affirming that the State of Palestine has consistently engaged in active and responsible participation in the organization's work. He emphasized that Palestine has repeatedly demonstrated its commitment to international labour standards and has cooperated constructively with the ILO's various mechanisms. Despite the exceptional challenges it faces, granting Palestine "observer member" status will enhance its ability to convey the realities of Palestinian workers and defend their rights through official and institutional channels, Al-Ghamari noted. He stated that this decision is a technical measure that strengthens the ILO's efficiency and inclusivity, reflecting its commitment to enabling all relevant parties to contribute to achieving decent work goals and promoting fundamental labour rights, in line with the spirit of international conventions and the organization's founding principles. He added that voting in favour of the resolution reaffirms the importance of multilateralism, inclusive engagement, and ensuring representation for all peoples in international organizations. It also reinforces the ILO's role as a platform for dialogue and understanding, upholding its foundational principles away from political tensions or narrow interests. During its 113th session today, the International Labour Conference, at the high-level ministerial meeting in Geneva, adopted the resolution with 386 votes in favour, 15 against, and 42 abstentions. The 113th session of the International Labour Conference began last Monday and concluded today, with the participation of tripartite delegations representing over 187 ILO member states, including governments, employers, and workers.

MUSCAT- A dominating Jordan outplayed hosts Oman 3-0 in their penultimate AFC Asian Qualifiers - Road to 26 Group B tie at the Sultan Qaboos Sports Complex on Thursday. The defeat ended Rasheed Jaber-coached Red Warriors' hopes of a direct spot from the group as the top two would seal the berth. With just one game remaining, Oman, now at 10 points, can manage only three more points, which would not be enough to even keep the third spot as they are now fourth. South Korea lead the standings and have qualified with 17 points while Jordan after the win are second at 16. Iraq are third with 13 and the match between Jordan and Iraq in Amman on 10 June will decide the second team from the group to seal the spot. Oman take on Palestine in their final game of the round on 10 June with Palestine at fifth spot with seven points. Kuwait are at bottom with six points. Jordan will remain in pole position against Iraq as they only have to avoid defeat to advance. Jordan's win against Oman was marked by Ali Olwan's hat-trick. At the Sultan Qaboos Sports Complex, both sides tested each other in the first 10 minutes, and Oman captain and keeper Faiz Al Rusheidi had his first shot of adrenaline when Mousa Al Ta'mari put the ball past him in the 11th minute only for the Ligue 1 midfielder to be ruled offside. The hosts' slow and steady build-up was hampered by poor finishing, with Abdul Al Mushaifri and Harib Al Saadi both fluffing their shots in the 15th and 19th minutes respectively. Issam Al Sabhi then had a golden opportunity to put Oman ahead, but his close range shot in the 24th minute was resolutely palmed away by keeper Yazeed Abulaila. A brilliant through ball from Al Saadi from his own half in the 31st minute found Al Sabhi, who controlled the pass with his first touch but then stumbled under pressure in the box. Jordan, who only had two shots at goal in regulation, were awarded a penalty five minutes into time added on after a VAR review found Mohannad Taha had been brought down, with Olwan duly converting to give his side the advantage going into the break. It got even better for Jordan six minutes into the second half as a quick break saw Olwan getting his second when he side-footed home Yazan Al Naimat's pass from the left beyond the reach of a diving Al Rusheidi. Olwan completed his hat-trick in the 64th minute when he gleefully put the ball into an empty net after Al Rusheidi was caught off-position on the right by Al Ta'mari's pass. Oman made five substitutions but it proved a little too late and the West Asians will have to give it their all in their final match against Palestine on Tuesday.
