
Bombay high court circuit bench to go functional in Kolhapur from Aug 18
"In exercise of the powers conferred by sub-section (3) of Section 51 of the States Reorganisation Act, 1956 (No. 37 of 1956), and all other powers enabling me in this behalf, I Alok Aradhe, Chief Justice of the High Court of Judicature at Bombay, with the approval of the Governor of Maharashtra, appoint Kolhapur as a place at which Judges and Division Courts of the High Court may also sit, with effect from 18th August 2025," the publication read.
The decision fulfills an almost four-decade long demand by Kolhapur's legal fraternity as well as the litigants for an HC bench. As of now, Bombay HC has permanent benches at Nagpur and Aurangabad in Maharashtra and Panaji in Goa. Litigants from Kolhapur and five adjoining districts have to travel 400km to Mumbai to appear for hearing in cases at Bombay HC.

The six districts have total area of 55,000 square km and population around 1.64 cr. The number of pendancies from the six districts in HC is around 20% of total pendencies as per a study report by lawyers' associations from six districts. Bombay HC is the only HC now with five benches.
Madhya Pradesh HC has three benches.

Since becoming the CM, I have pursued this matter relentlessly, and now it has finally succeeded. I wholeheartedly thank the Chief Justice of India, Hon'ble Justice Bhushan Gavai, and the Chief Justice of Maharashtra, Hon'ble Justice Alok Aradhe, for their support.
This will undoubtedly expedite judicial processes and save time, effort, and money for the citizens.

The announcement triggered celebrations across the six districts. Kolhapur bar association president S S Khot, also chief convener of the movement demanding the HC bench in Kolhapur, told TOI: "Kolhapur had the Supreme Court when there was royalty led by the descendants of Chhatrapati Shivaji Maharaj untill 1940. In the same building the judges and division courts will sit and function as circuit benches of HC.
We are planning to inaugurate the facility at the hands of CJI Bhushan Gavai.

Chief Justice of India Bhushan Gavai, before he became the CJI, while speaking at the inauguration of an advocates' academy last Sept, expressed support for the establishment of a separate Kolhapur bench of the HC. "A Kolhapur bench is the need of the hour. It will offer solace and effective, swift access to justice for far-flung residents of the state."
Advocates Association of Western India (AAWI) President Prashant Relekar and Secretary Suresh Sabrad said: "The cause of justice is served. This decision is required to be welcomed as a large number of litigants benefit."
The renovated building will have three court halls. Two judges will preside over the division bench and two as independent. The neighbouring building will house the registry, said Khot.

Kadoor panchayat brings governance to citizens' doorsteps
Udupi: In a move that redefines grassroots governance, the Kadoor gram panchayat in Brahmavar taluk is taking administration directly to the people right at their doorsteps. Under the innovative 'Janavasati Kade Namma Nade' initiative, the panchayat has moved beyond traditional practices where citizens must visit the office for services. Instead, every 15-20 days, a special public meeting is held in residential clusters, often at a local home, anganwadi centre, or another central location, making governance more accessible, inclusive, and responsive. What sets these meetings apart is their action-oriented approach, said panchayat development officer Mahesh K. He said they are not mere information-sharing sessions. Govt officials and elected representatives from departments like health, women and child development, revenue, and panchayat attend these gatherings, offering services such as accepting grievances and scheme applications, conducting on-the-spot health checkups, inspecting local infrastructure, collecting house and sanitation taxes, and resolving issues immediately whenever possible. The meetings are strategically held after 4pm to ensure that working citizens, particularly daily wage labourers, can attend. This timing has led to higher participation and greater impact. "Several health issues were identified and addressed during these sessions. A colony in Kalrashi is now seen as a problem-free zone thanks to timely interventions," said Jalandhar Shetty, president, Kadoor GP. Govt engages Tata Tech to upgrade state polytechnics
Lucknow: The UP govt in collaboration with Tata Technology Limited (TTL) would set up Tata Technology Excellence Centres in 121 govt polytechnics across the state to help these technical educational institutes meet industry requirements. In a govt order (GO), additional chief secretary, technical education, Narendra Bhooshan said the decision was taken to bridge the industry-academia gap prevalent in the diploma sector of technical education. "In polytechnics, some topics have become irrelevant or are not in accordance with industry requirements. These centres will upgrade them and bridged the industry-academia gap," Bhooshan said. For this, Rs 57.3 crore will be spent on installation of machines and equipment in each of the 121 polytechnics. Of the total Rs 6935.8 crore, 87%, that is, Rs 6034.2 crore, will be borne by TTL, and the remaining 13% (Rs 1063.9 crore) by the govt. Also, the state govt will spend an additional Rs 858 crore – Rs 709.2 lakh per institution – towards civil infrastructure and other basic facilities. In the first phase, 45 polytechnic institutions will be upgraded. TTL will also make available two trainers for the first two years and one trainer for the third year in each selected institute from its own sources. Besides, it will ensure the availability of training material, an online platform for training, and experts from industries as per demand in all 121 institutes and organise dialogue programmes at regular intervals.
