Amid acute teacher shortage in Jharkhand, many eligible aspirants say left out of recruitment process despite court directions

Even after the Jharkhand High Court's directive and a clear timeline to begin the recruitment of 6,000 upper primary school teachers, the Jharkhand Staff Selection Commission (JSSC) has invited only around 2,700 candidates for document verification. The process was meant to address the acute shortage of teachers across the state, but has triggered fresh conflict. Over 500 candidates, many of whom claim to have met the eligibility criteria, have been disqualified without a clear explanation. All of them belong to the Science category, whose document verification began in the first week of June, as per the High Court's instructions. One of the affected candidates, Yogendra Vishwakarma, from a Backward Class I community, told The Indian Express that he scored 58 percent, well above the required 34 percent for his category, but was still not invited for document verification. The same goes for Chandan Kumar, who secured 57 percent against the 40 percent required for the general category. Meanwhile, Yamuna Kumar Das, from a Scheduled Caste community, said he obtained 58.4 percent, compared to the 32 percent cutoff for SCs and STs candidates. 'We waited for years for this recruitment. Now, despite qualifying, we're being pushed out without reason. We will fight this legally,' said Vishwakarma. As per the High Court order, a total of 15,001 upper primary teachers are to be appointed, 5,000 each for Science, Arts and Language. The current issue pertains only to the Science category, where the verification process was initiated first. When contacted, JSSC member Pratap Singh acknowledged that fewer candidates were invited for verification in the science stream. 'The number of qualifying candidates in science was lower than the total number of posts available. Around 2,700 candidates were called, and the process has been completed for Science. However, we are open to reviewing cases,' he said. He added that the final merit list will clarify many concerns and if any genuinely qualified candidate has been left out, they will consider calling them for document verification in a second list. Singh also clarified that while the commission is trying to adhere to the Court's timeline, it may overshoot the deadline by up to two months due to the scale and complexity of the recruitment process. 'Currently, verification is underway for the social science category. Language and Arts subjects will be taken up afterward,' he said. This development comes after the High Court, in April, ordered the JSSC to expedite the recruitment of 26,000 school teachers, directing it to complete the appointment of upper primary teachers by the first week of July and primary teachers by mid-September. Earlier, during the April hearing, Chief Justice M. S. Ramachandra Rao had warned against delays, appointing the Attorney General to oversee the process. The Court's intervention came after a Public Interest Litigation (PIL) filed by economist and activist Dr. Jean Drèze and co-petitioner Paran Amitava, who highlighted Jharkhand's chronic teacher shortage and under-enforcement of the Right to Education Act, 2009. The Court that time also had asked the JSSC to submit a compliance report by June 30. More than 8,000 schools in Jharkhand continue to be run by a single teacher, despite the RTE mandate that each school must have at least two teachers and a pupil-teacher ratio not exceeding 30:1. Bike taxi ban in Karnataka: Riders hold hunger protest, write open letter to CM

Bengaluru, Members of the Bike Taxi Welfare Association staged a hunger protest on Sunday, demanding to lift the ban on bike taxis in Karnataka and calling for an inclusive policy framework. They have also written an open letter to Chief Minister Siddaramaiah. Bike taxi ban in Karnataka: Riders hold hunger protest, write open letter to CM According to the association, protests were held in Bengaluru, Mysuru, Mandya, Davangere, and Ramanagara, with several bike taxi riders participating. App-based bike taxi services were suspended across Karnataka on June 16 after the Karnataka High Court refused to stay an earlier order suspending such operations unless the state government notifies relevant guidelines under the Motor Vehicles Act. A division bench of the High Court, on June 13, had declined to stay the April 2 order given by a single judge, which directed bike taxi operators to stop services within six weeks. This deadline was later extended to June 15. "Sir, we, who ride through rain and sun to serve Karnataka, are writing this letter not out of anger but out of desperation. For many of us, this work is the only thing standing between dignity and destitution," the association's letter to the Chief Minister stated. The association said many riders have been left without work or alternatives, pushing them into extreme hardship. Some members have even been forced to beg on the streets to feed their families. "In a final plea to be heard, we are now preparing to go on an indefinite hunger strike if our voices continue to be ignored. This is not out of protest, but sheer helplessness—hoping someone will listen before it's too late," they added. Nearly 80 per cent of the riders are local Kannadigas from modest backgrounds, the association said. "We are students, single mothers, homemakers, and former migrant workers who have returned to our home state to work and contribute meaningfully. The flexibility this work offers has empowered lakhs, especially in areas where other livelihood options are limited." The association also expressed frustration over what they called unequal treatment of their profession. While two-wheelers are allowed for food and parcel delivery under white number plates, those providing passenger rides on similar vehicles face penalties and harassment, they said. "Both jobs are part of the gig economy, governed by the same Motor Vehicles Act. This inconsistency feels unjust and discriminatory. We ask only for equal treatment under a clear, inclusive policy framework. We are ready to comply with all guidelines, but we seek clarity, dignity, and the right to earn a livelihood," the letter read. Bike taxis have become essential for commuters who rely on them for affordable and reliable last-mile transport, the association pointed out. The bike taxis are essential for commuters who rely on them daily for affordable and reliable last-mile transport, it added. "Sir, we are not asking for favours. We are asking to be heard. A policy shaped with our voices included will be grounded in reality, sustainable in implementation, and fair to all stakeholders—the government, platforms, riders, and the people of Karnataka," the open letter to Siddaramaiah stated. Over the past 7-8 years, bike taxis have become a vital part of the transport ecosystem, especially in densely populated cities like Bengaluru and in Tier-2 and Tier-3 towns such as Mysuru, Hubballi, Belagavi, and Ballari, the association noted. Embrace ideas, values of Constitution from Preamble Park: Fadnavis, Gadkari

1 2 Nagpur: Bharat Ratna Dr Babasaheb Ambedkar crafted the Indian Constitution by blending global and timeless Indian values, with the Preamble being its core. If citizens embrace the values enshrined in the Preamble, 90% of the country's issues could be resolved permanently, said chief minister Devendra Fadnavis on Saturday. Fadnavis was speaking during the inauguration of the Constitution Preamble Park and a full-length statue of Dr Babasaheb Ambedkar by Chief Justice of India (CJI) Bhushan Gavai on the premises of Dr Babasaheb Ambedkar School of Law. Union minister for road transport and highways, Nitin Gadkari , said the park will spread the Constitution's fundamental ideas among students and the public. Fadnavis stated that it is a matter of great pride and satisfaction for him that the Constitution Preamble Park and Dr Babasaheb Ambedkar's statue are being unveiled at the same law college where he studied constitutional principles and put them into practice. The CM stressed that completion and public opening of this park during the Amrit Mahotsav year of the Constitution is particularly significant. "The Indian Constitution has established a robust democracy, ensuring freedom of expression, fundamental rights, equal opportunities, and a system for delivering justice. This has enabled India to become the world's fourth-largest economy. The Preamble is the essence of the Constitution, and its values need to be embraced by all citizens," he said. Fadnavis expressed confidence that the park will inspire everyone who visits it. He also announced that a new building for the School of Law would be constructed, and all necessary facilities would be provided for the park. Gadkari said Nagpur University took the initiative to establish the Constitution Preamble Park, which was realised with financial support from the state govt and public participation. He highlighted that the university has produced eminent personalities like a Prime Minister, while Dr Babasaheb Ambedkar Law College has given the country two CJIs. "The establishment of the park adds to this legacy," he said. Social justice minister Sanjay Shirsat discussed the financial and other support provided by the social justice ministry for the park's establishment. Senior social activist and chairman of the Constitution Preamble Park Committee, Girish Gandhi, provided details of the park's development stages. Nagpur University acting VC Madhavi Khode-Chaware, School of Law director Ravishankar Mor, Constitution Preamble Park Committee members and others were present on the occasion. Committee member Puran Meshram read out the Constitution's Preamble.
